MAFIKENG MAIL – MAHIKENG: Hundreds of members of the South African Military Veterans accepted the postponement of what was expected to be an emotional gathering between Noth West provincial government and the former members of the South African National Defence Force in Mahikeng last weekend.
Deputy President David Mabuza accompanied by deputy minister of defence, Thabo Makwetla and North West Premier, Bushy Maape met the military vets to discuss pressing issues including outstanding payments, pension payments, payments for their children’s school fees as well as housing subsidies.
Based on previous meetings between government and the military vets, expectations were high that once again, the meeting would end up as a stalemate as the two structures have been at loggerheads for a long time with military vets arguing that the democratic government had neglected them.
As chairperson of the Presidential Task Team on Military Veterans , Deputy President Mabuza visited Mahikeng to engage with the provincial government and representatives of the various military veterans.
The meeting also accessed the progress achieved by both National and Provincial governments in particular in addressing the challenges faced by military vets.
President Cyril Ramaphosa had appointed his deputy to also coordinate efforts and accelerate the pace of finding lasting solutions to the challenges identified by the ex- soldiers.
The TASK Team has since developed a comprehensive approach to address the challenges through various interactions with the Military Veterans Association on and also initiate strategic institutional capacities to provide adequate services on a sustainable basis.
At the weekend meeting is was agreed that the provincial government would set up another meeting where the different structures would meet again take the process forward.

It is during times of difficult economic growth that economically strong countries always come out on top when it comes to addressing the challenges of financial instability and providing for their communities.
Like his comrades in other provinces, North West Premier, Kaobitsa Bushy Maape faces challenging and daunting times for the province to come up with stable or developing programmes stable enough to sustain and grow the economy of his province.
South Africans continue to call on the provincial administration work hard for the development of the region and citizens have urged the provincial leadership to urgently address the worrying scourge of rampant corruption which contribute to the down fall of developmental programmes.
We are pleased that as it stands, indications point towards a growing economy which will be helped by the growing number of employment figures as we continue to support employment in all sectors.
We are indeed happy that programmes like the forthcoming investment of R9.4 billion by Sedibelo Platinum Mine in its operations at Pilanesberg Platinum Mine near Moruleng in Moses Kotane Local Municipality, as a vote of confidence in the North West Province, could finally be one of the drivers of employment in the North West.
It is common knowledge that the North West
province experienced enormous economic shocks as a result of the Covid-19 pandemic resulting in a decline of 7, 6 percent in the provincial GDP in 2020. Acknowledging this positive growth initiative, Premier Maape said this investment was is a step in the right direction in suscitating the economy.
“The unemployment rate stands at 33 percent in the province. As government we need to do everything in power to take these numbers down. We are engaging different stakeholders and in particular the private sector to work hand in glove with us to address the challenges of unemployment and poverty confronting our province. These engagements are yielding the desired results”
remarked Premier Maape.
We also applaud the announcement by the management of the mine that over the next five years, indications were that over the next five years, up to three thousand jobs would be created by the development of an underground mine and of a Kell plant at Pilanesberg Platinum Mine. Chief Executive Officer, Erich Clarke, indicated that in addition the investment would create various economic opportunities for local business people.
Premier Maape stated that the province was on the right trajectory towards economic recovery assisting the province to address issues of unemployment and poverty alleviation.
Ear to the ground - It’s still a beautiful game, We love it
By Ofentse Morwane
Let’s take a break from socio-economic and political issues this week. Let’s pause from issues relating to service deliver that continue to plague our communities. Our focus is on the beautiful game. We
love it here in Mahikeng.
It is almost the end of the soccer season. Interestingly, it provides room for anticipation, criticism, and predictions
for soccer fanatics. It’s a trend locally and abroad.
This year’s season certainly did not disappoint in that regard. On the International front, there is so much to look forward to and a lot at stake for the big guns. The English Premier League is set for an intriguing finish, with Manchester City and Liverpool geared to battle it out for the first spot until the last games. It would seem though that Manchester City will cross the finishing line safely. The UEFA Champions league, on the other hand, is set for a mouth-watering final as Liverpool and Real Madrid will cross swords for the European Championship.
Certainly, a lot to look forward to for soccer fans.
Locally, the season has been disappointing for the Soweto giants with Mamelodi Sundowns continuing to be the dominant force. However, Orlando Pirates could redeem themselves after their qualification to the Confederations Cup on Sunday. For both the Kaizer Chiefs and Pirates supporters, the performance of the two Soweto giants resonates well with the famous words of former Baroka F.C coach, KgolokoThobejane, that “Football can kill you real death.”
The less we speak about their performance in the Premier League, the better.
However, it is not what is happening on the pitch that is of interest to me. I am fascinated by what is happening behind closed doors. I generally like probing. I spent the whole day with former Kaizer Chiefs coach, Gavin Hunt, recently on the golf course. We were both invited to a golf day and happened to play together. Golf days are fun. I hardly turn down such invitation, particularly those arranged by big corporates
It was not only about our four-ball performance that I was interested in. We chatted about everything including football.
Inevitably we spoke about his coaching career, particularly his short stint at Kaizer Chiefs. Hunt has an illustrious career given what he did at Supersport United and Wits University.
That cannot be ignored.
He was obviously disappointed at how he was shown the door by the team management. He felt it was unfair as the club did not buy any new players to reinforce the team. That was obviously because of the FIFA ban. But he also raised a concern about how team management, particularly in these big teams tend to interfere with the duties and responsibilities of coaches.
It is clear there is more happening than meets the eye in these teams. Hunts was directly involved in the buying and signing of players at Supersport United and Wits. That model worked for him and those teams. We still love this beautiful game though. Hoping for a better next season.
Economic growth is possible
if we put our minds to it It has been just over a month since heavy flooding wreaked havoc across parts of KwaZulu-Natal, the Eastern Cape and North West, causing extensive loss of life and damage to property and infrastructure.
Yesterday, I visited eThekwini in KwaZulu-Natal to meet with businesspeople in the city to lend our support to their efforts to restore their operations.
When this natural disaster struck, there was some concern that authorities had neither the capacity nor the will to respond efficiently and effectively to the dire situation of those who had lost everything.
Having paid my second visit to the city since the floods, I am clear that this concern was misplaced.
In KwaZulu-Natal, as in the Eastern Cape and North West, all stakeholders have been hard at work to recover from these tragic events.
The National Disaster Management Centre has been coordinating all spheres of government in their efforts to provide humanitarian relief to the many households that have been affected. It has been pleasing to see the NGO community, business and relief organisations joining in working with government to provide much-needed relief assistance. All these stakeholders have provided food, clothes, blankets, dignity packs and school uniforms to vulnerable families to meet their basic needs. Sheltering services are currently being provided to over 7,000 people in the four most affected districts in KwaZulu-Natal. Work has started to build temporary residences for affected families on state-owned land parcels have been identified in KwaZulu-Natal for possible resettlement.
The Departments of Home Affairs, Health and Social Development have been assisting affected communities to access important services. For example, mobile units are helping those who lost critical documents in the floods to get new smart IDs and to re-issue birth certificates. Mobile health services, including COVID-19 vaccinations, are being provided to people in areas where the physical facilities are not yet fully operational. Mechanisms are in place to pay out the social grants of affected individuals.
Mobile classrooms are being procured so that
learning and teaching should not be interrupted for longer than necessary in flood-affected schools.
Work is underway to repair damaged waste water treatment works, pump-stations and reticulation.
Damaged roads are being repaired. Eighteen new bridges are planned as part of the Welisizwe Rural Bridges programme.
There has also been considerable progress in fixing key infrastructure supporting the Port of Durban.
Given the importance of the port to the national and continental economy, port traffic has been restored, terminal operations are back at full capacity and work to repair damaged rail infrastructure is underway.
Additional measures are being put in place to provide financial support to both big and small businesses in distress. This is needed as a matter of urgency to ensure that businesses can stay afloat and that jobs can be sustained.
At different times in our democracy’s history, we have been confronted with events and circumstances that have severely tested the resolve of our people and the effectiveness of our institutions.
Over the last month, we have seen extraordinary solidarity and support to affected communities in KwaZulu-Natal, Eastern Cape and North West.
Municipal and provincial governments have been working closely with national departments and agencies to enable people to rebuild their lives and to get local economic activity back on track.
They have been working with all stakeholders in all of these areas to ensure that we effectively coordinate recovery efforts and that we plan and rebuild in a manner that is more resilient to extreme events of this nature in the future.
The perseverance of affected communities, their determination to succeed and their ability to rally together in times of crisis has been an inspiration. We salute all those who have been part of the effort to help the people of the affected provinces.
As government, we are mobilising all available resources and undertaking every effort to ensure that, as we rebuild, no-one is left behind.
With best regards - President Cyril Ramaphosa.
A human-centred approach is key to eliminating child labour – ILO DG
The International Labour Organization (ILO) Director-General Guy Ryder has reiterated the call to
“rescue” the sustainable development goals (SDG), saying this should start in Durban.
He said this during the opening session of the 5th Global Conference on the Elimination of Child Labour. The event took place in Durban, and was staged for the first time on the African continent with South Africa chosen as host. The ILO Director- General was speaking at Inkosi Albert Luthuli’s International Convention Centre (ICC) today.
According to the United Nations the SDGs are designed to end poverty, hunger, AIDS, and discrimination against women and girls. The Sustainable Development Goals, also known as the Global Goals, were adopted by the United Nations in 2015 as a universal call to action to end poverty,
protect the planet, and ensure that by 2030 all people enjoy peace and prosperity.
“This is the fifth global conference on the elimination of child labour, the first to be held in Africa, and the last one before the 2025 deadline for the elimination of child labour set under the Sustainable Development Goals of the United Nations. We are in the right place, at the right time.
“The right place because Africa is the continent from where the solutions to the global child labour challenge will emerge. The political commitment, policy innovations, and coordinated regional action, in the face of challenges perhaps steeper than in any other region, are evidence of that. Africa is an incubator for approaches to tackling child labour that the rest of the world can benefit from,” Ryder said.
He further said the right time because the worldwide
movement against child labour just received a wakeup call.
“Because child labour has actually increased for the first time since we started measuring it twenty years ago. Today there are 160 million children in child labour, half of them in work that puts their health, safety and moral development at risk. 89 million are very young – 5 to 11 years – and child labour is rising particularly in this age group. Covid-19 has made the situation more difficult still,” he said.
The outgoing Director-General posed a question to delegates: “will we allow progress against child labour to continue to stall, or will we summon the will, the resources and the vision needed to regain momentum and reach our common goal?” He said conference is a precious opportunity to give a clear answer.
“Some may say that child labour is an inevitable consequence of poverty, and we have to accept that.
But that is wrong. We can never resign ourselves to child labour. We do not have to. Tackling the root causes such as household poverty is essential. But make no mistake, child labour is a violation of a basic human right, and our goal must be that every child,
everywhere is free from it. We cannot rest until that happens,” Ryder said.
The 5th Global Conference is held to assess progress made towards achieving the goals of Target 8.7, discuss good practices implemented by the different actors around the world and to identify gaps and urgent measures needed to accelerate the elimination of both child labour and forced labour. The conference build on four previous Global Conferences, held in Buenos Aires (2017), Brasilia (2013), The Hague (2010), and Oslo (1997).
According to Ryder, “Child lives matter: Policy matters. Finance matters. Commitment matters. You matter. So let’s get to work!”
The conference continued on Monday with further a panel discussion that included among others ILO DG, South Africa’s Employment and Labour Minister, Thulas Nxesi, Zingiswa Losi President of Southern Africa Trade Union Coordination Council (SATUCC) and experts in the areas of supply chain, development and child labour studies.

Rebuilding lives and livelihoods after the floods
Dear Fellow South African
The Constituency Sectoral meeting with business and the leadership of Kgetleng Local Municipality (KLM) followed circulation of a video that went viral on social media platforms. The video showed a hysterical business owner berating the fire department’s unsuccessful attempt to extinguish fire that ultimately gutted the Angamia Shopping complex in Koster. Sebegoe has ahead of the engagement emphasised that a probe into the incident should be conducted to among others investigate the cause of the fire, if there was slow reaction including whether the fire and emergency function was ill- equipped, inadequately resourced and or simply mismanaged to deal with such
emergencies. “It is necessary to allay the concerns of businesses and residents within the area that there will be no reoccurrence of such incidents which are threatening local economies and their safety,” he underscored. Sebegoe added that an emergency plan must be immediately activated to guarantee that fire
& emergency services will in the event of a disaster respond on time with fully equipped fire engines supported by functional and serviced fire hydrants and water availability to mitigate against destruction of public and private properties. “An intervention will be made and issue escalated if the challenges experienced are beyond the municipality,” he added.

The three-day roadshow showcased the work of government and its agencies to ensure the desired impact by engaging with the business people, to hear what will best suit their enterprises to grow, resolve their challenges, and solicit inputs to be integrated.
Small Business Development Minister Stella Ndabeni-Abrahams highlighted that the President has announced there was a need to amend the current Small Business Act to accommodate the current environment.
“We will review these legislations after having interacted and engaged with SMMEs, cooperatives, and the private sector to reduce the red tape and create a conducive business environment to address the triple challenges of poverty, unemployment and inequality amongst our communities. We will also review the unnecessary regulatory costs and make business requirements easier for small business operations,” said the Minister.
The Minister has reviewed the Small Business Act – alongside a broader review of legislation that affects SMMEs, to reduce the regulatory burden on informal businesses. This, along with increasing access to funding for more SMMES across sectors, will allow small businesses to grow and create much-needed jobs.
The department was also in the process of concluding the National Integrated Small Enterprise Development Master Plan, which seeks to enhance efforts towards practical interventions towards the promotion of SMMES to create jobs and contribute to the GDP.
Addressing business people at Mmabana, in Greater Taung Local Municipality, MEC Mosenogi expressed her dissatisfaction that out of 2000 applications for the Empowerment Fund in all the districts in the province, only 18 applications are from Greater Taung. She further added that it is disturbing to note that some business people around the Taung area do not comply with relevant legislations, as such they cannot apply for funding.
“I am concerned that the fund has not reached Taung as the poorest municipality in the province, where the rate of unemployment is very high. This indicates that the department and funding agencies need to intensify their efforts of creating awareness on opportunities available for small businesses and cooperatives”. The MEC further indicated that the department will re-advertise call for applications for funding to allow more applicants especially in rural areas.
“As a small business you need to register your business and comply with relevant legislative prescripts to be able to apply for funding. I have noticed that most of our SMMEs and Cooperatives in the province did not apply for the National Business Relief Fund, and this is due to non- compliance. As a department we will continue to implement programmes that encourages compliances for the growth and development of our small businesses and cooperatives,” said MEC Mosenogi.
The road show was made possible through The National Department of Small Business Development (DSBD) and its agencies, the Small Enterprise Development Agency (Seda) and the Small Enterprise Finance Agency (sefa) together with North West Department of Economic Development, Environment, Conservation and Tourism (DEDECT) and affected municipalities.
Minister Ndabeni- Abrahams unlock opportunities to small business and cooperative
Premier Maape, Erich Clarke agree on three thousand job creation
Premier Bushy Maape (right) and Erich Clarke, Kell plant at Pilanesberg Platinum Mine CEO, seal their agreement with a handshake.
This came after Moiloa’s lambasted NPOs for not being compliant with the NPO Act and described non-compliance as a serious concern to the legitimacy and vibrancy of the NPO sector necessary to partner with government and the private sector.
“If the NPOs do not comply we will not address the challenges relating to poverty, unemployment and ravaging social ills which have eroded the moral compass in the communities,” Moiloa said.
The MEC has committed that the department would criss-cross the province on ‘Know Your NPO Status’ Campaign to enhance compliance of NPOs.
In the fight against Gender Base Violence, the department has undertaken a commitment to win the war against Gender Based Violence (GBV) which required the concerted efforts of all
government departments, businesses, the media, religious groups and everyone one.
The MEC said her department was going to strengthen District Gender Based Violence Coordinating structures.
“Our plans are at an advanced stage to develop a comprehensive LGBTIQ+ programme (Lesbian, Gay, Bisexual, Transgender, Intersex, Queer) with the aim of preventing victimisation of LGBTIQI community and promoting tolerance and social cohesion. The department has budgeted R15 million to strengthen and fund 23 Non Profit Organisations to enable them to continue to provide care and support to victims of GBV and crime. We have launched Orange Day initiative to eliminate all forms of violence by wearing an orange colour on the 25th of every month,”
Moiloa said.
The MEC further thrown some weight behind the Premier’s flagship project on the establishment of a new old age home in Matlosana Local Municipality to be named after the late Bishop Desmond Emerald Tutu.
Moiloa indicated that in the past year, over 1 982 older persons have enjoyed the residential care services across the province.
Despite some hurdles experienced in Greater Taung old age home, which delayed the official opening following some structural defects and heavy storms that damaged its roof twice in November 2021. “The repairs have been done on the state-run facility, which is at 95%
practical completion”. The facility has finalised the recruitment process of the key nursing staff;
we are now working towards operationalising this facility in the current financial year. As it is with all funded residential care facilities, “we will ensure that it complies with the norms and standards as stipulated in the Older Person’s Act 13 of 2006,” indicated Moiloa.

Mahikeng residents benefit from FLIP subsidy
Being a newly-wed and a mother of two, Gasekoma, who has been working for one of the big banks for the past ten years as an Enterprise banker indicated that before she benefited from the subsidy, she rented a house for three years.
“The subsidy helped me a lot regardless of my bracket because it’s not always when you can
just receive money from nowhere. It really changed my life for the better and I am happy”, said the 38 year old Gasekoma.
The FLISP programme is a housing subsidy for first-time home buyers to assist them with purchasing a home. This subsidy is open to those with a combined gross household income
of R3 501 to R22 000 and who meet the qualifying criteria. The subsidy is paid to a bank or financial institution and will reduce monthly loan instalments, making it more affordable to buy a home. The subsidy ranges from R27 960 to R121 626 and is calculated on a sliding scale according to the recipient’s income.
The programme has been tailor-made for those who earn too much to qualify for a free government home or low cost house, but too less to buy qualify for mortgage in any financial
institution. The North West Department of Human Settlements urges communities to apply for FLISP so that they become home owners for the first time. The Department has subsidized 147 beneficiaries in the last financial year.

MAFIKENG MAIL – MAHIKENG: The Portfolio Committee on Higher Education, Science and Innovation said they were appalled and repulsed by the video from last Sunday that captures a student living in the University of Stellenbosch’s Huis Marais Residence urinating on the belongings of a fellow student.
Higher Education Committee condemns Stellenbosch University video
In their statement on Tuesday, the committee unequivocally condemned this “act of racism and discrimination” and welcomes the suspension and removal of the perpetrator from the university
premises. The committee visited the University of Stellenbosch on 16 February 2022 to receive a briefing on the institution’s transformation journey thus far. This incident qualifies the committee’s concern regarding the institution’s state of transformation. The committee charged the university leadership led by Vice-Chancellor, Professor Wim de Villiers to ensure that all due disciplinary processes were followed in addressing this dehumanising and totally unacceptable behaviour. The committee also notes the call made by the university’s Student Representative Council (SRC) for overt acts of racism and discrimination to be addressed institutionally.
“The committee calls upon the university to conclude its investigation of the incident with speed and make its findings public to reassure the country that it strives for an inclusive student community. Justice must prevail for the affected student and the committee charges the university to ensure that they receive the mental health care they need, considering the loathsome ordeal they experienced. “The committee calls upon the management of the University of Stellenbosch,
the SRC and the student community to forge alliances to build a non-racial and inclusive institution.

Detective Crime Prevention Unit break-in
MAHIKENG MAIL-MAHIKENG: The recent break in at the offices of the Detective Crime Prevention Unit in Mahikeng CBD has showed lack of total determination on the part of the police to address criminal activities in Mahikeng. This was one of the concerns raised by the Minster of Police, Beki Cele during the Presidential Imbizo two months ago where he singled out Mahikeng as one of the worst crime infested towns in the country.
Members of the community complained bitterly about the continued rising incidents of crime in Mahikeng citing the break in at the Detective Crime Prevention Units as an example.
The Democratic Alliance (DA) in the North West expressed concern about the two consecutive burglaries at the Mahikeng Detectives and Crime Prevention Unit Office where the opposition party discovered during an oversight inspection that the offices had no security cameras and the main office doors were not secured while the dry- wall was partitioned as the interior of the offices.
In a statement last week the DA said it was not clear what was stolen as none of the staff present were unwilling to divulge any information
“but it was evident that the perpetrators gained access to several offices”. “These unsecured offices hold case dockets under investigation for serious crimes such as murder and robbery.
It could be that these burglaries are linked to some investigations. The lack of security is also a risk to detectives and other staff members as
suspects can walk in and out as and when they wish – unmonitored. Not even a receptionist was on duty. “I have written to the Chairperson of the Portfolio Committee of Community Safety and Transport Management, Kim Medupe MPL, calling on her to urgently summon MEC Sello Lehari, North West SAPS Provincial Commissioner Lieutenant General Sello Kwena, and the Head of the Detectives in Mahikeng, Col Masenamela, to brief the committee on the burglaries as well as present immediate measures to secure the offices,” said DA spokesperson, Freddy Sonakile. The DA added that the safety of residents depended on a professional and fully functional police service and if such incidents can happen to the police, it meant the ordinary community members were not safe either or the crime in Mahikeng was out of control.
Brigadier Sabata Mokgwabone when responding to the burglary said, “We can confirm the break- in you enquired about. It took place between 29 April and 7 May 2022. A portable FM radio and a heater were stolen. No arrest has been effected.
At this stage, the motive of the incident is unknown, thus, making it difficult to comment on the aspect of threat”, Mokgwabone added.
The team Chairperson, Phenye Vilakazi said the process would assist the team to establish the
real causes of the conflicts and that will ease their processes of intervention to resolve and put an end
to the violence in the Province.
He said the committee has so far noticed that there were a lot of illegal operators and fake operating licenses in the Province, hence the importance of the audit, verification and investigation process. “Our main objective with this exercise is to have verification data, which will inform us, how many legal and illegal operators per route, including the total number of those fake operating licenses. This follows cases that we have attended across the Province since we started intervening on these ongoing conflicts and challenges in the industry.Part of what we have established is that these disputes are caused by the same operators themselves, therefore, the government is now beginning to get deeper into
the problem to resolve this worrying factor,” said Vilakazi. He encouraged operators to comply and bring their vehicles for verifications. “We have written letters to associations to bring their taxis for verification and they must note that failure to comply in this process there will be consequences,” he said.
The team is focusing on the Ngaka Modiri Molema District this week, specifically in Mahikeng, operating from the Mmabatho Stadium Parking. From here, the team will continue with the process of Dr Kenneth Kaunda in Potchefstroom, Dr Ruth Segomotsi Mompati in Vryburg and Taung then conclude in Bojanala.
“We are currently focusing on dispute routes and we are doing them per region,” he concluded.

Beware of fake agents
This follows a recent murder case reported on the N4, at the R512 exit where a Hyundai sedan driver was allegedly shot to death and his wife left with a bullet wound on the shoulder when he stopped along the road to replace a punctured tyre, after driving over rocks suspected to be placed by on the road by robbers.
It was reported that three fire armed men approached the victim, overpowered and shot him dead in the head and the wife wounded on the shoulder, then robbed them their belongings which included cellular phones. The victim was certified dead at the scene while his wife and their year old baby were taken to hospital for
medical treatment. “We appeal to our motorists not to stop on this road especially those driving at night because robbers take an advantage and victimize them. Even if you get a tyre burst, don’t stop but try to drive with caution.
Tyre damage is far less than your life,” said Authorities. A similar incident was also reported on the same road near M17/Ga-Rankuwa exit at De Wild when the driver was allegedly attacked, shot and killed by robbers while he was trying also trying to replace a punctured tyre after driving over rocks on the road.
Police are investigating murder and attempted murder cases.
NW Provincial Traffic Authorities have cautioned motorists against robbers on the N4
MAHIKENG MAIL-MAHIKENG: North West Provincial Traffic Authorities pleads with motorists travelling on the N4 especially those travelling from Rustenburg towards Brits and Pretoria between 20H00 and 04H00 am not to stop along the road irrespective of the vehicle condition.
