Hypothesis

Significance of the study

This study will diagnose the critical factors that lead to the unsustainability of community development projects. General proposals and recommendations will be formulated to improve the way community development projects are managed;

Definition of concepts

Sustainable development means development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs (WCED, 1987: 43). Implicit in the use of the concept is either the image of the traditional African village or the urban slum or squatter settlement (De Beer and Swanepoel, 1998: 16).

Introduction

Management styles

A more paternalistic form is also essentially dictatorial, however, decisions tend to be in the best interests of the employees rather than the business. Managers of community development projects must be aware of the changing environment and adapt their responses accordingly.

Management styles for community development projects

  • Management
  • Planning
  • Organizing
  • Leading
  • Controlling

Disputes between the project employees are the order of the day in almost all community development projects. Management styles of a project manager in the community development projects play a very important role in the sustainability of community development projects.

Reasons regarding the lack of sustainability of community development projects

Lack of effective implementation of integrated planning and monitoring and evaluation system in support of projects; It is further recommended that the interaction between local and provincial government, in relation to community development projects also requires a major revival (Limpopo Province, Growth Limpopo &.

Strategies to promote sustainable community development projects

Bad management style lead to unsustainable community development projects

Respect people's point of view and feelings, respect people as human beings, have and show compassion for people suffering in poverty, aloofness never goes well, but compassion creates a willingness to accept and work with them. Consider yourself the servant and overseer of the people, be humble, deal with the success of the people.

Consequences of a lack of management style

On the other hand, the local economic development will be negatively affected if projects collapse, because people will go out to use their money elsewhere, and in this way there will be no circulation of money within the local communities.

Developing marketing plans and strategies

Second, there must be an information system that provides a flow of relevant, timely information for decision-making; Third, there must be an adequate control system that allows for monitoring plans, measuring results and taking corrective action. Once a project manager knows what type of business he/she is working in, he/she must have a good understanding of who the customers are; it will be able to define and identify the target markets it serves with greater precision.

Funding of community development projects

Standard Bank is one of the funders of community development projects, it has played a crucial role in developing the communities to business. Diamond Empowerment Fund's mission is to support community development projects designed to develop and empower those most disadvantaged in South Africa, where diamonds are a natural resource, the organization funds community projects that have proven to build youth with skills, and vocational training initiatives to improve community projects (http://www.diamondempowerment.org/beneficiaries. The National Council for Voluntary Organizations funds community projects to promote sustainable income strategy.

Community development training

Sustainable development

There must be regulations and prohibitions that would provide guidelines as to where such activities should be carried out, where and how;. The concept of sustainable development means development that meets the needs of the present generation without compromising the ability of future generations to meet their own needs (WCED.

Conclusion

Project managers affect all aspects of projects, and projects in turn affect all aspects of the society to which we each belong. A project that is well managed or productively managed uses fewer resources per output unit and therefore has more resources to satisfy other needs in local communities. Based on that, management can now be defined in a management perspective as influencing and controlling the behavior of individuals and groups in such a way that they work willingly to pursue the goals and objectives of the project.

Introduction

Research design

Exploratory research is used to answer questions such as: - How can sustainability of community development projects be achieved. In the case of this study, the researcher familiarizes himself with the workings of both sustainable and non-sustainable community development projects. In the case of this study, the researcher would like to know why most community development projects are not sustainable.

Population

In this case, the researcher describes in logical order how the community development projects were initiated and implemented. Prediction: Involves identifying a relationship that allows us to speculate about one thing by knowing about another thing. Government official and community development workers (CDWs) involved in the community development projects, in total there are 5 people.

Sampling

The sample of the second population group "community leaders" is taken as 100%, which means all 70 people. The danger of using this type of sample is that it relies heavily on the subjective considerations of the researcher rather than scientific criteria. Its success therefore depends on the knowledge the researcher has about the studied population (Bless and Higson-Smith, 1995: 95).

Data collection

The data collected in this way is the most suitable for fulfilling the research objective, since the data collection is aimed at answering exactly the question that the researcher asks. When a researcher uses data collected by other researchers and related to other research problems, this data is called secondary data (Bless & Higson-Smith, 1995: 99). The suitability of such data for an individual research problem may not be very good, as the purpose of their collection may have been slightly different from the aim of the present research.

Methods of data collection

Considering the fact that most of the respondents have never been to school, the researcher would then translate, interpret the questionnaires in the language the respondents understand and also clarify some questions where necessary. According to Dane observation is a research method in which the researcher becomes part of the events being observed. For an experienced researcher, most of the ethical issues of project observation can be anticipated in advance.

Data interpretation

During the observation it becomes clear that this is an environment that requires special skills, which requires the management of issues such as the potential deception of the people being observed and the potential marginality of the researcher as an outsider. The low level of literacy and lack of assertiveness due to the previous education system hindered the disclosure of information;. It would have been difficult to get cooperation from every member of the various communities; therefore the study area is large.

Research Approaches

Some people involved in the community development projects found it difficult to share information reflecting incorrect practices in their projects, due to the fact that this may be known to the leadership of the various projects and as such could lead to their dismissal, and . According to Mouton, qualitative research refers to an approach to the study of the world that seeks to describe and analyze people's behavior from the point of view of those being studied. First; Qualitative research focuses on viewing events, norms and values from the perspective of the people being studied.

Piloting Survey

Introduction

Data collection questions

This information helps the researcher to assess the level of education in various community development projects. These questions help the researcher identify who is responsible for monitoring community development projects. These questions help the researcher determine the safety status of the community development projects they are investigating.

Sources of information

Project Labourers

Project workers are people who work on community development projects in Mutale Local Municipality. It is a self-administered questionnaire for project workers employed in the following community development projects:.

Community leaders and government officers

The researcher believed that government officers would be able to share information on community development projects under investigation. The researcher's expectation was based on the fact that government officers were visiting and monitoring community development projects.

Discussion on the general findings

The majority of the project workers for the community development projects indicated that the work in the community projects had a good effect. The survey shows that the majority of community leaders and civil servants, constituting 55%, indicated that projects are managed effectively, while 45% indicated that community development projects are managed ineffectively (see Table 11 above). The survey shows that the majority of community leaders and officials, which is 80%, indicated that community development projects have a good future for sustainability, while 20% of respondents indicated that projects have little future for sustainability.

Recapitulation of the findings

  • Age variation
  • Educational Qualification
  • Remuneration of Labourers
  • Sources of Income
  • The Impact of Community Development Project on the Labourers

Many community development projects are unsustainable due to lack of regular cash flow to pay workers. The study shows that most community development project workers are 90% dependent on projects as a source of income, while 10% of project workers have additional sources of income from child support. Hence, there is a great need for improvement and sustainability of these projects to ensure that the lives of poor people are changed for the better.

Factors that contribute to the un-sustainability of community development projects

  • Lack of budget for labourers’ remuneration
  • Lack of monitoring
  • Empowerment
  • Lack of youth involvement
  • Projects that are likely to be sustainable in Mutale Local Municipality
  • Overview by community leaders and government officers

The study shows that only 52% of the people working in the community development projects are youths. The majority of laborers involved in community development projects are old and never went to school. The study shows that there are three community development projects that are likely to be sustainable out of five.

Introduction

Conclusion

From the analysis of this study, poor management style of the community development projects has reached unacceptable dimensions. It is clear that good management style for the community will greatly contribute to push back the boundaries of poverty in rural areas, given the fact that these community development projects create jobs and income.

Recommendations

However, it gives hope that good management style for the community development projects stand a better chance of sustainability if a financial plan is considered. The study found that marketing was also a serious challenge for all the community development projects under investigation. The municipality must appoint Manager of Local Economic Development (LED) to manage the community development projects on behalf of the community.
