B.Dalam penyusunan tabel input-output satu region tertentu antara lain dapat disusun sepenuhnya dengan metode tidak langsung, terutama untuk menyusun atau mengisi sel-sel transaksi antara. Cara tak langsung ini relatif sulit diterapkan pada penyusunan tabel input-output antar region. Sebab untuk menyusun arus barang antar region paling tidak diperlukan survei mendalam.
Ada dua pendekatan yang dapat digunakan untuk mengumpulkan data yang diperlukan dalam penyusunan tabel input-output antar region. Pertama, lakukan survei ke perusahaan-perusahaan di kedua wilayah untuk mengetahui berapa banyak input yang digunakan berasal dari produk lokal (region domisili perusahaan) dan berapa banyak yang berasal dari region lain. Dengan cara ini maka akan diperoleh informasi sepanjang kolom-kolom transaksi antara. Sementara untuk kolom permintaan akhir datanya dapat dikumpulkan melalui penelitian terhadap pola konsumsi terhadap produk lokal dan impor. Pedekatan kedua adalah dengan menanyakan pola penjualan produk yang dihasilkan oleh sektor-sektor produksi, berapa banyak yang dijual ke sektor produksi di region yang sama dan region lain, berapa yang dijual ke konsumen di region yang sama dan region lain dan berapa pula di ekspor. Dengan cara kedua ini maka diperoleh estimasi tabel input-output antar regional menurut baris. Secara ideal kedua cara tersebut akan memberikan hasil yang sama, walaupun dalam praktek bisa saja terjadi bias.
Kendala utama dalam penyusunan tabel input-output antar regional di Indonesia selama ini adalah terbatasnya jenis data yang tersedia. Sampai
saat ini penelitian terhadap arus barang dan jasa antar wilayah sampai ke tingkat sektor pengguna memang relatif jarang, bahkan dapat dikatakan tidak ada. Itulah sebabnya jenis tabel input-output belum dapat disusun berdasarkan data yang sebenanya.
Begitupun mengingat pentingnya jenis tabel ini, maka BPS bekerjasama dengan Keiai University-Jepang pada tahun 1995 telah berusaha mengembangkan tabel input-output antar pulau. Dalam hal ini region yang digunakan adalah pulau. Langkah-langkah yang ditempuh dalam menyusun tabel input-output antar pulau tersebut adalah sebagai berikut4:
