II.—RESIGNATIONS AND ELECTIONS.

At a meeting of the Council held on the 31st of January of this year, the Honorable Sir Redmond Barry, Knight, M.A., LL.D., being about to leave Victoria for a considerable period on a visit to Europe and America, tendered his resignation of the office of Chancellor, which he had held since the foundation of the University, and expressed his willingness to resign his seat at the Council if it were considered desirable that he should do so.

At a subsequent meeting, the Council, deeply sensible of the long, zealous, and distinguished services rendered to the University by Sir Redmond Barry, passed the following resolution :—

" That the Council do not desire the Chancellor to resign his seat OR a member of the Council, but express their wish that he will retain it during his temporary absence from the colony, with a view of securing a renewal of his valuable ser- vices to the University on his return."

And the Council further resolved—

" That the consideration of the Chancellor's tender of his resignation of office as Chancellor be postponed until the annual elections in May."

The lamented death of the Reverend Irving Hether- ington, who had held the office of Councillor since the opening of the University, caused a vacancy in the Council during the past year ; and his seat was filled by tho election, on the 24th of August 1875, of the Reverend John Edward Bromby, M.A., D.D.

On the 27th of February in the present year John McFarland, Esq., M. A., resigned his seat as a member of the Council, but was re-elected by the Senate with- out opposition, on the 11th of April.

At a meeting of the Senate, held on the 24th August 1875, John Madden, Esq., LL.D., was elected Warden for the ensuing year, in the place of William Edward Hearn, Esq., M. A., LL.D., who did not seek re-election.

Dr. Hearn had very ably discharged the duties of this office for seven consecutive years, with much honour to himself and advantage to the University,

Professor Nanson, who was in the beginning of the year 1875 selected to succeed the late Professor Wilson in the chair of mathematics, pure and mixed, arrived in Melbourne in the month of June 1875, and entered upon his duties at the beginning of the July Term, the work of the professorship having been satisfactorily performed by Mr. Firani from the commencement of the year up to that date.

During the year 1875, Dr. Hearn discharged the duties of Lecturer on History and Political Economy, which he cheerfully undertook at the request of the Council, with a most commendable devotion to the in- terests of the University.

John Simeon Elkington, Esq., M. A., lias since been appointed Lecturer on History and Political Economy, at a salary of £500 per annum.. He will deliver three courses of lectures in history and one in political economy, and will also act as Examiner in all his- torical subjects and in political economy.

' A Lectureship on Natural Philosophy and Logic has been instituted, and Frederic Joy Pirani, Esq., M.A., C.E., has been elected to fill that chair with a salary of

£600 per annum.

In consequence of the duties of William Charles Eernot, Esq., M.A., C.E., the Lecturer on Engineering, having been increased by the delivery of an additional course of lectures, the Council have agreed to remu- nerate him for his services by a salary of £350 per annum and half fees.

March in the present year, appointed Assistant in the Registrar's office, rice Samuel Summons, Esq., M.A., resigned.

UT.—BUILDINGS.

The Council have, during the last year, bestowed long and careful consideration upon the most judicious mode of expending the munificent gift of £30,000 from Sir Samuel Wilson for the erection of a Hall, and have resolved—

1. That the style of architecture of the building be the Tudor perpendicular, and the windows have the pointed arch of the period.

2. That the walls be of the following materials:—

Outside—Tasmanian freestone.

Interior—Brick.

Inside—Oamaru limestone.

3. That the roof be of the open hammer-beamed form, and made of white pine.

4. That the floor be a plain strong floor of common deal with a tesselated parquet placed over it.

The University architects have been instructed to prepare plans for the Hall in accordance with the above resolution.

The large number of students attending the Medical School of the University has rendered increased accom- modation absolutely necessary for their efficient instruc- tion in Practical Chemistry, and it is the intention of the Council to ask the Government to place a sum not exceeding £2,000 on the Estimates for the present year, for the purpose of erecting a Laboratory large enough to accommodate the students in Medicine and the Me- tallurgical Class.

IV.—STATUTES AND REGULATIONS.

During the last Session of Parliament an Act was passed empowering the Council of the University to confer the Degrees of Bachelor of Snrgery and Master of Surgery, and the necessary Statutes and Regulations under which such Degrees may be conferred will be -framed without delay.

During the past year the following Statutes and Re- gulations, and changes in the Statutes and Regulations, have been made and have been allowed, and counter- signed either by Your Excellency, or, during your absence from Victoria, by His Excellency the Acting Governor:—

(1.) A Statute establishing the Faculty of Medi- cine.

This Statute was framed on the same principle as the Statute creating the Faculty of Law. The Faculty consists of all members of the Council who are legally qualified members of the Medical Profession, and of the Professors and Lecturers in the Medical School of the University.

(2.) A Statute for the affiliation of the educational establishment called Trinity College.

(3.) Alteration in Statutes, Chapter IX., relating to Terms and Lectures.

The length of the Terms has been increased, and a day fixed by Statute for the commencement of Lectures in each year.

The time now devoted to Lectures during the academic year is twenty-six weeks.

(4.) Alterations in sections 14 and 15 of Statutes, Chapter X., relating to the fees payable by Engineering students.

These alterations were necessary in conse- quence of a change having been made in the Regulations for the Certificate of Engineer.

The object of the provision is to confine the examination to students who propose attending lectures during the year for some degree or certificate.

Regulations, enabling candidates to take both French and German as subjects of the Matricula- tion Examination.

• (7.) Alterations in sections 2, 4, and 6 of Chapter II. of the Regulations.

In the First Examination for the Degree of Bachelor of Arts, Ancient History has been added to the subjects of Examination, and De- ductive Logic has been substituted for Logic.

In the Second Examination, History of the British Empire, Part I., has been substituted fori Ancient History, which has, as before stated, been transferred to the First Examination.

In the Third Examination, Inductive Logic has been added, and History of the British Em- pire, Part II., stands in the stead of History of the British Empire.

(8.) Corresponding alterations in sections 2 and 4 of Chapter IV. of the Regulations.

In the First Examination for the Degree of Bachelor of Laws, Deductive Logic has been substituted for Logic.

In the Second Examination, Inductive Logic has been added, and History of the British Em- pire, Part I., takes the place of History of the British Empire.

Consequent upon this change a new clause has been added, enacting that candidates who pass in jurisprudence and in any three of the four remaining subjects shall thereby complete their second year for the Degree of Bachelor of Laws.

(9.) Alteration in sections 4 and 6 of Chapter VII.

of the Regulations, providing that the Lectures on Descriptive and Surgical Anatomy shall be delivered during three Terms daily, except on Saturdays.

(10.) Change in section 10 of Chapter X. of the Regulations, enabling third-year Engineering students who have obtained the Certificate of

Engineer in either branch of engineering to obtain the certificate for the other branch on passing in the special group of subjects for that branch.

V.—ELECTION OP OFFICERS.

At the aunual meeting of the Council held on the 29th May 1876—

His Honour Sir Redmond Barry, M.A., LL.D., was elected to the office of Chancellor.

Anthony Colling Brownless, Esquire, M.D., was elected to the office of Vice-Chancellor.

VI.—APPOINTMENT OP AN EXECUTIVE COMMITTEE.

The Council have resolved— •

(1.) That the appointment of a Finance Com- mittee, a Building Committee, a Medical School Committee, and a Library Committee be dis- continued.

(2.) That an Executive Committee discharge the functions of the aforesaid Committees, and also answer all letters, and transact all business of a formal kind or not involving the application of new principles. •

(3.) That every member of the Council be a member of the Executive Committee.

(4.) That the Committee meet every Monday at 4.30 p.m., when the Council is not meeting.' (5.) That three form a quorum, but that nothing

be passed over a written request by any member that the matter under discussion be reported to the.Council.

(6.) That at every meeting of the Executive Com- mittee the Chancellor, or in his absence the Vice-Chancellor, shall preside as Chairman, and in the absence of the Chancellor and Vice- Chancellor the members of the Executive Com- mittee present shall elect a chairman.

(7.) That all questions which shall come before the Executive Committee shall be decided by the

man at any such meeting shall have a vote, and in a case of an equality of votes a casting vote.

VII.—ACCOUNTS.

A statement showing the Income and Expenditure during the year 1875 is annexed. The amount ex- pended is £ 15,906 Us. 3d.

Statements of the funds invested for the Shakespeare, Engineering, and Howitt Scholarships and the Stawell Exhibition, are also given.

These accounts have been audited by the Finance Committee, and are forwarded for such further ex- amination as Your Excellency may direct.
