1.—INCREASE OF NUMBERS.

The increase ot thc number of students in t h e last five years.is shown in the following Table, in which the figures for 1907 are made up to the end of the First Term only, and students of the Conservatorium of Music arc not included :

'The large increase at the beginning of the present year has rendered it necessary to subdivide classes, and to appoint additional demonstrators, and has seriously taxed the accommodation ot the Science Laboratories.

8.—THE COUNCIL.

The Chancellor, Sir John Madden, returned to Victoria in March of this year, after an absence of twelve months.

Tn addition to t h e title of G.C.M.G-., and t h e degree of D.C.L. of Oxford, he lias received the degree of LL.D. from the Univei'sity of Aberdeen, at whose Quater-centenary he represented the University of Melbourne. He has been re-elected Chancellor for tho year 1907.

Sir Uenry Wrixon has been re-elected Vice-Chancellor for the vear 1907.

Leave of absence for nine months from the beginning of April has been granted to Dr. MacFarland and Mr. F . 'Tate, to enable them to visit Europe. 'The former acted as representative of the University at the Federal Conference on Education held in London in May last.

Leave of absence was granted during 1906 to Mr. McLeod and to Mr. Sachso for three months and for one month respectively.

13.—DAVID SYME PRIZE.

The annual prize of .£10 i founded in 1905 hy Mr. David Syme for the best thesis based upon original work in Bio- logy, Chemistry, Geology or Natural Philosophy, open to all persons resident in Australia for not less than five years, has boon awarded to II. L. Wilkinson, B.C.E., Melbourne, for a Thesis on " T h e buried auriferous river deposits of Victoria."

14.—1851 EXHIBITION SCHOLARSHIP.

The Koyal Commissioners of the Exhibition of 1851 have extended for a second year the Research Scholarship awarded to Mr. .1, M. I laid win, M.A., who is now engaged in research work in Astrophysics a t the Observatory a t Potsdam.

15.—RHODES SCHOLARSHIP.

The Rhodes Scholarship for 190" was awarded by the Selection Committee to A. C. D. Rivett, B.Sc. (Queen's College).

10.—BACTERIOLOGICAL LABORATORY.

During the year 190ti, 8632 examinations of disease speci- mens for the Board of Health, the Praliran City Council, t h e hospitals, and medical practitioners, were conducted in tho Laboratory, tho diseases including tuberculosis, typhoid, diphtheria, plague, pleurisy, pneumonia, influenza, anthrax, actinomycosis, leprosy, cerebrospinal, and other forms of meningitis, tetanus, diarrhoea, and dysentery. The number of these examinations shows an increase of over 5 per cent, on the number of the previous year. For the Stock and Dairy branches of tho Agricultural Department 110 speci- mens of animal diseases, including anthrax, tuberculosis, actinomycosis, hog-cholera, septic endometritis, pneumo- enteiitis antiparasitic diseases were examined, together with samples of infected bone-meal, water, milk, creiimand cheese.

The early diagnosis of these diseases has materially assisted the Stock Department in successfully combating threatened epidemics. One hundred and forty-four pure " starters "

were supplied to b u t t e r and cheese factories with excellent results. The usual examiniitions of water and sewage were made for the Metropolitan Board ot Works and the

and researches were undertaken, especially in connection with opsonins and vaccines.

17.—SPECIAL CLASSES.

The usual classes in Dairy Bacteriology for Butter Factory Managers, conducted by Dr. Bull were attended by 40 students.

The two years course in Anatomy and Physiology arranged for at the request of the Australasian Massage Association is being attended by 10 students. Two short courses tor practising Masseurs, conducted by Dr. Strahan and Dr.

Hewlett, have been attended by 24 and 17 students respect- ively.

IS.—RESEARCH.

During tlie year 25 graduates and research students have been engaged in scientific work in the various laboratories under the direction of t h e Professors or Lecturei's, viz., in Bacteriology 9, in Physiology 7, in Biology 3, in Physics 2, in Chemistry 2, iu Botany 2.

A list is appended of work published during the last two years by members of the Stall' and research students.

19.—NEW BUILDINGS.

Thc new buildings required by the extension ot tho Mining School and the establishment, of a School of Agri- culture are now practically completed. The Laboratories for Agricultural and Analytical Chemistry, which were still unfinished at tho date of the last annual report, wore handed over by the contractors early in tho year and are now in daily use. The furnace rootu at the Metallurgical Labora- tories is still only partially equipped pending the result of experiments as to the cheapest tind most effective form of furnace.

20.—MINING SCHOOL.

The Minister of Mines has presented to the University a valuable collection of mining machinery, including a three- stamp battery. This will render it possible to begin the equipment of the Battery House, which has hitherto been standing empty. I t is hoped t h a t thc contributions of

manufacturers of mining machinery and others interested in t h e mining industry may before long provide a complete plant for the treatment ot ore, the possession of which is essential both for the training of students and for the con- duct of research.

21.—ANATOMY D EPARTMENT.

The teaching efficiency of thc Anatomy Department has been greatly increased by collections wliich Professor Berry has made since his arrival eighteen months ago. But any further addition to these collections is rendered impossible by want of space. Indeed the present accommodation is wholly insufficient for t h e needs of a Medical School whoso numbers have grown in five years from 234 to 301; and which has also to provide for the teaching of over seventy Dental and Massage Students. The Council regards the extension of the present cramped and inadequate quarters as a matter of most pressing necessity.

22 —VETERINARY SCHOOL.

At the end of 1900 a Committee was appointed by the Minister ot Agriculture in conjunction with tho University to draft a scheme for the establishment of a Veterinary School. The report of the Committee issued in March of this year recommends t h a t a Veterinary School should be established in t h e University under the immediate control of a Faculty on whicli the Agricultural Department aud the - University should be represented by an equal number of members, that a sum of money should be provided by the Government for buildings and an endowment of .£3250 guaranteed for at least ten years It is proposed that provision should be made for taking over tho teaching work of the Melbourne Veterinary College and securing tlie use of the hospital attached to it for a term of years. The Minister and the Council of the University have both signi- fied their approval of t h e recommendations and a new Com- mittee has been apt ointed to act as an advisory body ponding t h e formation of a Faculty. The new Committee has drawn up the necessary regulations for courses for a Degree and for a Diploma in Veterinary Science, which are ready to be passed into law without delay should the Goveriiinent and Parliament decide to provide the required endowment.

ANNUAL REPORT, 1110011)07. ; ) 2 5 23.—INSTITUTE OF TROPICAL MEDICINE.

The Bishop of North Queensland has called attention to the necessity for scientific study of tropical diseases in Australia, and has p u t forward a scheme for t h e establish- ment of an Institute of Tropical Medicine at Townsville, working in co-operation with the three Australian Univer- sities, the immediate control being in the hands of the University of Sydney. The Bishop has forwarded the scheme with great energy and has obtained promises of financial support from the Commonwealth and Queensland Governments. The necessary buildings will lie made available by the Managers of the Townsville Hospital. The Universities, have approved of the proposal and it is hoped t h a t the Institute will be inaugurated in 1908.

24.—EVENING STUDENTS.

The experience of the first two years of Evening Lectures has shown t h a t in most cases the strain of preparing four subjects a year is too great for students engaged in work during the day. A regulation has accordingly been intro- duced under which the Faculty of Arts is given power to allow such students to spread the wqrk of each year over two years, taking two subjects only a t each Annual Exami- nation. Advantage has already been taken of this con- cession by 07 students.

25.—TRAINING OF TEACHERS.

The introduction of the Schools and Teachers Registra- tion Act has called attention to the necessity of providing for the special needs of Secondary Teachers. A conference was held at the beginning of the year between representa- tives of t h e Education Department, t h e Association of Secondary Teachers, and the University, which recom- mended t h e establishment of a Practising School for Secondary Teachers, and the addition to the University staff of two Assistant-Lecturers on Method. 'The Council has expressed its general approval of these proposals, and has appointed an Assisfant-Lecturer to deal with the method of teaching Science and Mathematics. Thc full scheme cannot be carried out without further financial assistance.

20.—MI LIT A RY TRA IN ING.

The question ol the introduction of a compulsory system of Military Training and the institution of a Military School has been under tho consideration of the Council during the year. A Committee, appointed at the instance of Dr. Barrett early iu 1900, after consultation with the military authorities and the Minister of Defence, proposed ti scheme under which all male students, with certain exceptions, should be required to undergo a two years' course ot military training, the Commonwealth providing tho necessary instructors together with rifles aud ammun- ition and all equipment except uniforms. I t was proposed t h a t at the end of the term of training, students who had pas.sed the necessary examinations should be eligible for commissions. Some doubt was, however, raised as to the powers of the University and further consideration of the proposal lias for the present been postponed.

27.—SCHOOL OF NAVAL SCIENCE.

The proposal of the Commonwealth to establish an Australian Navy has rendered it necessary t h a t proper means should be provided for thc education of officers. By the kindness of the Minister of Defence, Captain Creswell, the Naval Director, was instructed to collect information during his visit to England in 1906 and to report as to the practicability ot establishing a Naval School at the Univer- sity. Captain Creswell's suggestions were referred to the Faculty of Science, which has now reported t h a t the higher training of officers can be undertaken by the University with soim.' additions to its present staff, but recommends t h a t no action should be taken until the intentions of the Commonwealth Government in regard to the earlier training should be known.

2S.—MARINE OFFICERS.

I n his report on the proposal to establish a Naval School, Captain Creswell suggested that much might bo done for t h e improveuient of the training of Marine Officers and Engineers. On th« suggestion of Dr. Barrett a conference was held between the Faculties of Science and of Engineer- ing and representatives of the Marine Board, together with • Captain Creswell and the Director of the Working Men's

College, as the result of which a scheme has been drafted for the education of officers of the mercautite marine. Tho needs of Marine Engineers have been satisfactorily provided for by the amendment of the course already iu existence at the Working Men's College.

29.—IMPERIAL ARMY AND NAVY.

The Army Council has agreed to the nomination to Com- missions in the Royal Army Medical Corps of two candi- dates annually from among the medical graduates of the Australian Universities. The Admiralty has also assented to the extension for a further period of three years of thc system by wliich two nominations annually to Commissions in the Medical Department of the Royal Navy are reserved for tlie Australian Universities. These privileges are addi- tional to tho right of nomination to Commissions in thc Army and to Military Cadetships, wliich has been granted to the Australian Universities for many years past}.

30.—STATUTES AND REGULATIONS.

The amendments of Statutes and Regulations adopted during the year are' contained in an Appendix to this report. The most important of these amendments provides for a revision of the Science course, raising thc standard of 'Mathematics required for entrance and for the later years of Chemistry and Physiology, exempting students in liiology from the Mathematics of the F i r s t Year, and introducing Anthropology and Botany as separate subjects of the course.

31.—WORKING MEN'S COLLEGE.

The Working Men's College has been recognised by tin;

Council under the new Regulations, by which students of recognised Technical Schools who have received instruction equivalent in character and amount to that required in the University, may be admitted to Examination for t h e Diplomas in Mining nud Metallurgy and for Degrees in Engineering on payment of about one-fifth of usual fee.

The Schools ot Mines at Ballarat and Bendigo have- previously received recognition.

By the will of the fide Dr. James Stewart, formerly of Balltirat, one-fifth of tlie residue of his estate is bequeathed to the University for the foundation of three Schohirsliips of jfioft for two years in Anatomy, Surgery and Medicine, the remainder to be used for the benefit of t h e Medical School in such way ns the Council may think fit. Tho gross value of the estate is £\'Aii,W0: the proportion falling to the University for the above purposes will probably amount to about .£25,000.
