Question 1: There are no direct changes to my property, why did I receive a letter?
While there may not be a specific change to your property, the planning proposal is for the introduction of a new Local Environmental Plan which will apply to all properties across the Local Government Area (excluding North Kellyville and Box Hill) so we have notified all affected properties about the proposed changes as a courtesy. For most property owners, the only change will be to the date of the plan. If you are unsure whether there are any specific changes that apply to your property, please call our LEP2020 team on 9843 0597.
Question 2: My property had its planning controls changed as part of the approved Castle Hill North Precinct, Cecil and Roger Avenue, or The Greens Planning Proposal. Why is the previous zoning still showing on the LEP2020 Interactive Map?
The exhibition of a planning proposal for Draft The Hills LEP2020 commenced before the Castle Hill North, Cecil and Roger Avenue and The Greens amendment was finalised and therefore identifies the former land use zones and planning controls that applied within these Precincts at the time the plan went on exhibition.
As the exhibition maps represent a ‘point in time’ we were unable to amend the plans during the exhibition period. Amendments will be made to Draft The Hills LEP 2020 following the conclusion of public exhibition period in order to reflect the new land use zones and planning controls applying to the Precinct.
Question 3: Can I have an extension of time to lodge my submission?
Government reporting timeframes for finalisation of the proposal mean that we are unable to extend the exhibition period or accept late submissions. To ensure your submission is considered, please submit no later than 5pm Friday 7 August 2020.

Question 4: When will the proposal go back to a Council meeting?
Following exhibition, the matter including all submissions received will be reported to Council. The date of the council meeting is tentatively scheduled for an Ordinary Council meeting on Tuesday 25 August 2020.
Every endeavour will be made to ensure that the matter is reported to this meeting, however unforeseen events may occur that could see the matter not listed. It is requested that you phone Council's Agenda Line on 9843 0130 the weekend prior to the meeting to confirm that it is listed for consideration. In the event the agenda hotline has not been updated please also check Council’s website or contact the Notification Officer on 9843 0277 if you wish to address Council on any matters.
If the matter is listed, the meeting is scheduled to begin at approximately 7.00pm.
Please note there have been changes to Council’s Ordinary meetings in response to the COVID-19 pandemic. Recently the NSW Government made amendments to the Local Government Act to allow Councillors to attend a meeting remotely by audio visual link. The current Public Health Order that prevails in NSW prevents any person, without reasonable excuse, to leave the persons residence meaning that unfortunately, the public are unable to attend meetings. The Meeting will be recorded and available on Council’s website by the following Friday. Further details regarding the changes to Council meeting arrangements can be viewed at the following link:

Under the current Code of Meeting Practice, members of the public are able to address Council about items on the Meeting agenda or ask questions in Community Forum. As far as possible in these altered meeting arrangements, members of the public should register to speak and send their typed, written address via email to Council’s Governance staff at: [email protected]
Arrangements will be made for the submission to be read at the appropriate time during the meeting.
Councillors will then deal with the item in accordance with the Code of Meeting Practice.
Please note that if the COVID-19 restrictions change we will further advise you of the process.
Written addresses are to be received by Council no later than 5pm, on the day before the Meeting. Please note that the time limit of five minutes per address still applies so please ensure your written submission meets this criterion as time limits will be enforced. Under the Code of Meeting Practice, one speaker for and one speaker against the recommendation in the business paper is permitted to speak.
