2 [E-RT] Pottsville Community Pre-School
ORIGIN:

SUMMARY OF REPORT:
The Pottsville Community Pre-School has received funding for the construction of new buildings and car park, and is seeking the approval of the Trust to support the extension and lodgement of the development application.
The current pre-school operates from Crown Reserve 140049 for Kindergarten, being Lot 509 in DP 728257, and the extensions will expand north and north-east into adjacent Crown Land, Lot 7021 in DP 111304 and Lot 507 in DP 728257
The Department of Crown Lands has advised that they support the excision of the areas affected, and to add these areas to Crown Reserve 140049 to allow the extensions to proceed.
It is recommended that the Reserves Trust resolve to approve the lodgement of the development application and to also resolve to approve the addition of Crown Land excised from Lot 7021 in DP 111304 and Lot 507 in DP 728257 to Crown Reserve 140049.
RECOMMENDATION:
That the Reserves Trust:
1. Supports the lodgement of a development application over Lot 509 in DP 728257 being Crown Reserve 140049 for Kindergarten; and
2. Approves the addition of part of Lot 507 in DP 728257 Crown Land to Crown Reserve 140049.

The Pottsville Community Pre-School operates at 2-4 Centennial Drive, Pottsville and has received funding for the construction of a new building and car park to meet the expanding demand for pre-school places in Pottsville. The Pre-School Committee is seeking written approval of the Trust to support the extensions and approval for the lodgement of the development application.
The current pre-school operates from Crown Reserve 140049, Lot 509 in DP 728257, and the extensions will expand into adjacent Crown Land to the north for new building in Lot 7021 in DP 111304 (being Crown Reserve 52373 for Sale of Lease and part Crown Reserve 729 Site for Village Purposes).
The car park for the extensions are proposed within Lot 507 in DP 728257 to the north east (being Crown Reserve 74096 for Rubbish Depot and Sanitary Purposes). The plan below (Figure 1) illustrates the approximate areas required for the extensions:

The excisions are necessary to allow the pre-school activities to occur within Crown Land reserved for that purpose.
Crown Lands have advised that they support the excision of the areas required to facilitate the extensions to the Pre-School, and the addition of these areas to Crown Reserve 140049 for Kindergarten to allow the extensions to proceed within a single Crown Reserve purpose.
It is recommended that the Reserves Trust resolves to approve the lodgement of the development application and to also resolve to approve the addition of Crown Land excised from Lot 7021 in DP 111304 and Lot 507 in DP 728257 to Crown Reserve 140049.
OPTIONS:
1. To support the lodgement of the development application and addition of Crown Land to Crown Reserve 140049; or
2. Not support the lodgement of the development application and addition of Crown Land to Crown Reserve 140049.

In light of the increasing demand for pre-school placements in the Pottsville area, as well as the support of Crown Lands for the extension of the pre-school, demonstrated by its advice that it will facilitate the excision and addition of Crown Land for the extensions, it is recommended that the Trust resolve to approve the lodgement of the development application and support the additions of other Crown Land with Crown Reserve 140049.
IMPLICATIONS:
a. Budget/Long Term Financial Plan:
Survey and administrative costs will be incurred by Council to facilitate the Crown Land property amendments.
b. Legal:
