ABSTRACT
The prosperity level of the villages can not be stand a from by natural
conditions, behaviors, and socio culture, undereducated and having little amount of
capitals. The last mentioned factor (a little amount of capitals) is one of general
characteristic in the rural people. Meanwhile, capitals is the most important elements
to increase productions and income level, and also the people's quality of living
In
case to prove less capital in the rural, the credit
has
been generally used as
one better component in helping them. According to the assumption tell us that giving
some credits can increase the rural income and also job opportunity. A Bankers is the
institution which have duty in gathering money and lending credits to the rural
people. This will tum to the highly transaction cost which must be paid by banks. As
far there were a financial institution operating in the rural, it prefers to reach the
higher economic level of the rural's peole. In order to get more advantages of the
opportunity we need some reguirements so that poor people of the rural can also get a
chance in having amount of capitals which offered by the legal financial institution.
In
expedient to expand attainable of the credits facility to the poor rural
people, so it is important considering institutions and the design of the effective
credit for the rurals. Wheter
by
the credit institution is expected to reach the poor
groups in the rural, which is trudy need the increasing of capital which can not
reached by the governments formal credit programme. Nowadays there has been a lot
of NGO's (Non Government Organizations) developing micro credit system. Wheter
the developing mechanism is more variety, from revolving fund up to the formal
models, is by establishing the People Credits Bank called BPR. We all know if
Indonesia is consist of any kind culture with it's different characteristics so that the
succes of rural credit institution in any district of Indonesia can not be generate. So
the key to make a succesful credit institution is the management that adapted with teh
situation and socio culture in the region.
So that the credit institutions which
mentioned has the power to let the mission in reducing rural people's addiction from
the informal money lender which gave high interest.
In order
to
improve the
people's capability and responsibility within
increasing prosperity, the government achieve to strengthen the cooperation's
capability.
There is a kind of
people's participation model in developing
cooperation, in North Sumatera since I971 has been established a credit institution
such as credit cooperation which of called Credit Union (CU}
In
the
beginning of the
year 1971 there still 3 units of CU based on 170 members and amount assets of Rp.
174.185. in North Sumatera. Then in the next year this CU has been expand
in
the
regent and district.
The Yapidi Foundations as a non profit organization who support Credit
Union in the region of Pancur Batu Deli Serdang., Since 1992 until now on
the
Credit Union supported by YAPIDI has grown very fast in mobilizing money in the
rural area. We can see it by the increase of the train community, number of members
and loan year per year
has
increased meaningful.
