Reason for change:  To clarify the parts that deal with output coverage encodings and to allow single binary files as an option to the list of GetCoverage response encoding. One change request, namely “07-096 WCS change request - Allow one output file” first dealt with the latter issue.

This change request attempts to deal with the following issues:

1. Support GetCoverage response encoding of an output coverage in a single binary file

2. Support GetCoverage response encoding of an coverage into multiple binary files

3. Clarify the contents of output coverage encoding extension documents.

Summary of change:  Most of the sections on coverage encodings have been modified.

Consequences if 

not approved: Organizations will develop ad hoc ways of encoding single binary files which seems to be a very desirable feature.
