Background

Background I nformation

The Ministry of Forestry (Directorate General of Land Rehabilitation and Social Forestry) is in the process of implementing Strengthening Community-Based Forest and Watershed Management (SCBFWM) for the period of 4-5 years to come (2009-2014). The project is implemented under the framework of the Ministry of Forestry’s programme activities. I t is also supported by Global Environment Facility (GEF) through UNDP in I ndonesia.

The project is meant to enhance and upscale the GOI ’s programme on community-based forest and watershed management by addressing inequitable distribution of benefits from forest resources and lack of coordination among stakeholders and sectors as major underlying causes of land forest degradation.

The project is specifically designed to complement (a) the 5-year national pledge of approximately USD 300 million to rehabilitate degraded forest and land distributed to 282 prioritized watersheds located in 400 districts (32 provinces) and (b) the GOI ’s annually approved pledge – from the Reforestation Fund – for district reforestation. Main activities of the project are the development of CBFWM plot demonstration in 6 selected locations; mainstreaming of CBFWM in policy, programme, activities and funding of government and local governments and the enhancement of stakeholders’ capacity at various levels (national, provincial, districts and community) in the programme of CBFWM.

Objectives of Assignment

Under the coordination of National Project Director/ Deputy National Project Director, the Project Manager of SCBFWM is responsible to ensure the performance of Project Management Unit, ensure the management of overall conduct of the project, initiate activities by mobilizing goods and services, check of progress and watch for plan deviations, ensure that changes are controlled and problems addressed, monitor risks and report on progress.

Duties and Responsibilities

Scope of Work

Ensure day-to-day operations on the implementation of SCBFWM project in compliance with existing regulations applied by the Government of I ndonesia and donor(s).

Coordinate and facilitate the efforts of the Government of I ndonesia in achieving the goal, objectives, outputs and outcomes of SCBFWM project.

Facilitate the efforts of UNDP in ensuring good performance of project implementation conducted through spot checks, periodic monitoring/ field visits, budget revision, auditing and project performance evaluation (Mid Term Review, CPAP Review, CPD Review, etc).

Coordinate and facilitate Regional Facilitators and their staff in undertaking regional offices’

project activities. Conduct appraisal on their work performance regularly in coordination with NPD/ DNPD.

Collect data and information on the project progress prepared for the development and submission of periodic (quarter and annual) reports demanded by the donors and the Government of I ndonesia.

Monitor risks. I dentify potential issues and changes. Address problems/ challenges in coordination with NPD and/ or DNPD. Manage deviation and propose appropriate strategy as required.

Develop and establish a Standard Operating Procedure (SOP) in coordination with Ministry of Forestry and UNDP.

I nitiate and maintain good communication with Project Board and relevant stakeholders (including BAPPENAS, Ministry of Forestry, Local Government agencies and UNDP).

Expected Results

Good performance of project implementation in accordance with the applied programme framework and existing regulations of the Government of I ndonesia and donor(s).

Deliverables

1. Good performance of PMU and project activities in accordance with existing regulations applied by both the Government of I ndonesia and donor(s).

2. Periodic reports (progress and monitoring/ evaluation) are well prepared and established. 3. Financial activities have been well established and implemented.

4. The Government of I ndonesia and donor(s) are able to gain best practices from the implementation of the project.

Expected Final Products

Project Goal and objectives have been achieved.

The Government of I ndonesia and donor(s) are satisfied with the project implementation.

Required Skills and Experience

Qualifications

Education:

Master Degree on watershed, forestry, natural resources management and related fields. A PhD will be an advantage

Experience:

10 (ten) years of working experience in the field of forestry, watershed management and related fields. 2 years of working experience in related international projects.

Skills:

Office management (administration and finance) in addition to good understanding on technical aspects.

Basic computer operation skills (words, exel, power point)

Good interpersonal approaches skills.

Language requirements:

Excellent in Bahasa I ndonesia and English languages. Spoken and written.
