Reason for change: SWE Common encodings are used thorough the suite of SWE specifications. Implementers need to have a clear understanding of the SWE Common concepts to implement most of the SWE standards (SOS, SAS, SPS, SensorML), hence it would be easier if there is a distinct document to point them to.
Summary of change: Create a separate OGC document with a new number. Extract all SWE Common sections from SensorML 1.0 Implementation Specification (07-000) in to this new document.
Consequences if
not approved:
It will be harder to refer implementers to the SWE Common aspects if it is lost in the SensorML specification.
