Freeport Obtains an Export

Permit of 2 Million Tons of

Copper Concentrate Until 2022

T FREEPORT Indonesia (PTFI) welcomes the provision of new export recommen-dations for the next year with a quota of 2 million tons of copper concentrate.

"We welcome that the Indonesian govern-ment has issued a PTFI export permit for the next 1 year. [Quota] 2 million tons of concentrate," said Freeport Indonesia Corporate Communications Vice President Riza Pratama to Bisnis, Tuesday (23/3/ 2021).

The volume of the export quota has increased from last year. According to Bisnis records, the export quota given last year was 1,069,000 tons of copper concentrate.

Riza said that PTFI is committed to continuing to provide added value to Indonesia in various ways. The mining company also continues to discuss cooperatively with the government to realize PTFI's production plan and contribution, including export duties as stipulated in the work plan and cost budget. He admitted that the actual realization of the physical progress of the PTFI smelter construction had not reached the target set. This was due to the impact of the Covid-19 pandemic.

"As mandated in the recently issued Minister of ESDM regarding fines, the government and PTFI are currently discussing and detailing which smelter construction activities have been affected by the Covid-19 pandemic," he said.

T FREEPORT Indonesia (PTFI) menyam-but baik pemberian rekomendasi ekspor baru untuk setahun ke depan dengan kuota sebesar 2 juta ton konsentrat tembaga. "Kami menyambut baik bahwa Pemerintah Indonesia telah mengeluarkan izin ekspor PTFI untuk 1 tahun ke depan. [Kuota] 2 juta ton konsentrat," ujar Vice President Corporate Communication Freeport Indonesia Riza Pratama kepada Bisnis, Selasa (23/3/2021).

Volume kuota eskpor tersebut mengalami kenaikan dari tahun lalu. Menurut catatan Bisnis, kuota ekspor yang diberikan tahun lalu sebesar 1.069.000 ton konsentrat tembaga.

Riza mengatakan bahwa PTFI berkomitmen untuk terus memberikan nilai tambah bagi Indonesia dalam berbagai cara. Perusahaan tambang itu juga terus berdiskusi secara kooperatif dengan pemerintah untuk merealisasikan rencana produksi dan kontribusi PTFI, termasuk bea keluar ekspor sebagaimana diatur dalam rencana kerja dan anggaran biaya.

Dia mengakui bahwa realisasi aktual kemajuan fisik pembangunan smelter PTFI tidak mencapai target yang ditetapkan. Hal ini disebabkan dampak pandemi Covid-19. "Seperti amanat dalam Kepmen ESDM yang baru dikeluarkan terkait denda, pemerintah dan PTFI tengah mendiskusikan dan men-detailkan aktivitas-aktivitas pembangunan smelter mana saja yang terdampak oleh pandemi Covid-19," katanya.

Arifin Tasrif, revealed that the government has relaxed the recommendation for export permits to Freeport, even though the smelter construction progress until the end of 2020 has only reached about 6 percent of the target, which should have reached around 10 percent.

The recommendation is given because the price of copper in the market is increasing quite sharply. If export permits are not granted, the government is worried that it will eliminate the opportunity to increase state revenue.

"Indeed, based on the rules, we have the right not to give export permits, but if we are not granted export permits, it will have an impact on our income and social impacts on our employees," said Arifin in a working meeting with Commission VII DPR RI, Monday (22/3/2021).

However, he confirmed that the imposition of fines due to delays in the progress of smelter construction would still be enforced.

Based on the Minister of ESDM Regulation No. 25 of 2018, the construction of a smelter is indeed one of the requirements for companies to obtain mineral export recommendations. The development progress must reach 90 percent of the plan per 6 months. If it does not reach 90 percent of the target period, the export recommendation will be revoked and there will be financial sanctions in the form of a fine of 20 percent of the cumulative sales value. Menteri Energi dan Sumber Daya Mineral Arifin Tasrif mengungkapkan bahwa pemerintah memberi relaksasi rekomen-dasi izin ekspor kepada Freeport meski progres pembangunan smelternya sampai akhir 2020 baru mencapai sekitar 6 persen dari target seharusnya mencapai sekitar 10 persen.

Rekomendasi diberikan lantaran harga komoditas tembaga di pasaran tengah meningkat cukup tajam. Bila izin ekspor tidak diberikan, pemerintah khawatir akan menghilangkan peluang penambahan ter-hadap penerimaan negara.

"Memang kalau berdasarkan aturan, kami ada hak untuk tidak berikan izin ekspor, tapi kalau tidak diberi izin ekspor akan memberikan dampak terhadap penerima-an kita dpenerima-an dampak sosial ke karyawpenerima-an- karyawan-nya," ujar Arifin dalam rapat kerja dengan Komisi VII DPR RI, Senin (22/3/2021). Namun, dia memastikan pengenaan sanksi denda karena keterlambatan progres pem-bangunan smelter tetap diberlakukan. Berdasarkan Peraturan Menteri ESDM No. 25 Tahun 2018, pembangunan smelter memang menjadi salah satu syarat bagi perusahaan untuk mendapatkan reko-mendasi ekspor mineral. Progres pem-bangunan harus mencapai 90 persen dari rencana per 6 bulan. Jika tidak mencapai 90 persen dari target periode tersebut, rekomendasi ekspornya akan dicabut dan ada sanksi finansial berupa denda sebesar 20 persen dari nilai penjualan kumulatif.

NUMBER of business actors have responded positively to the government's move to provide relaxation on mineral commodity export recommendations during the Covid-19 pandemic.

Vice President for Corporate Communi-cation of PT Freeport Indonesia (PTFI), Riza Pratama, said that his party welcomed the government's efforts to issue PTFI's export permit for the next year.

"PTFI is committed to continuing to provide added value to Indonesia in various ways. PTFI also continues to discuss cooperatively with the Government to realize PTFI's production plans and contributions, including export duties as stipulated in the RKAB," said Riza to Kontan.co.id, Tuesday (23/3).

Riza ensured that the actual realization of the physical progress of the Freeport smelter construction did not reach the target set due to the impact of the Covid-19 pandemic.

Riza continued, with these conditions, Freeport is now in discussion with the government regarding the provisions of fines as mandated in the Minister of ESDM Decree that has been issued. EJUMLAH pelaku usaha menyambut positif langkah pemerintah memberikan relaksasi rekomendasi ekspor komoditas mineral selama masa pandemi covid-19.

Vice President Corporate Communication

PT Freeport Indonesia (PTFI) Riza Pratama mengungkapkan pihaknya menyambut baik upaya pemerintah yang telah mengeluarkan izin ekspor PTFI setahun ke depan.

"PTFI berkomitmen untuk terus mem-berikan nilai tambah bagi Indonesia dalam berbagai cara. PTFI juga terus berdiskusi secara kooperatif dengan Pemerintah untuk merealisasikan rencana produksi dan kontribusi PTFI, termasuk bea keluar ekspor sebagaimana diatur dalam RKAB," ujar Riza kepada Kontan.co.id, Selasa (23/3).

Riza memastikan realisasi aktual kemajuan fisik pembangunan smelter Freeport tidak mencapai target yang ditetapkan akibat dampak pandemi covid-19.

Riza melanjutkan, dengan kondisi tersebut maka Freeport kini tengah berdiskusi dengan pemerintah seputar ketentuan denda sesuai amanat dalam Keputusan Menteri ESDM yang telah dikeluarkan. "Pemerintah dan PTFI tengah men-diskusikan dan mendetailkan aktivitas-aktivitas pembangunan smelter mana saja yang terdampak oleh pandemi Covid-19," sambung Riza.

Corporate Communication at PT Amman Mineral Nusa Tenggara, said that his party would focus on meeting the targets set by the government.

"Thus, the export planning that we have made also remains based on our efforts to run operations optimally and ensure the smelter construction process runs," Kartika told Kontan.co.id, Monday (22/3). Meanwhile, Chairman of the Association of Indonesian Processing and Refining Industry Companies (AP3I) Prihadi Santoso said that his party could understand the policies taken by the government based on the impact of the Covid-19 pandemic.

Nevertheless, Prihadi assessed that government policies should not be reactive. "I also disagree if the ESDM Minister's decision is only reactive and has a medium term," Prihadi told Kontan.co.id, Tuesday (23/3).

"Dengan demikian, perencanaan ekspor yang kami buat juga tetap bertumpu pada upaya kami menjalankan operasional secara optimal dan memastikan berjalannya proses pembangunan smelter," kata Kartika kepada Kontan.co.id, Senin (22/3).

Sementara itu, Ketua Umum Asosiasi Perusahaan Industri Pengolahan dan Pemurnian Indonesia (AP3I) Prihadi Santoso mengungkapkan pihaknya dapat memahami kebijakan yang diambil oleh pemerintah yang didasarkan dampak pandemi covid-19. Kendati demikian, Prihadi menilai kebijakan pemerintah sebaiknya tidak bersifat reaktif. "Saya juga tidak setuju jika keputusan Menteri ESDM sifatnya hanya reaktif dan berjangka waktu sedang," kata Prihadi kepada Kontan.co.id, Selasa (23/3).

Coordinating Ministry for Maritime Affairs and Investment, Septian Hario Seto, said copper is also a commodity whose demand will increase, such as nickel. According to him, the need for copper for an electric car can reach four to five times that of an ordinary car.

"For an ordinary car, 20 tons (copper) per one car, for an electric car it can be up to 80 to 100 tons," he said.

Not to mention the need for copper for charging station components that require cables and others. Thus, it is estimated that the demand for copper will also increase significantly.

"Especially if we later use the charging station components, all kinds of wiring (cables) will be bigger," he said.

Another mineral commodity that is also excellent in the future is bauxite. According to him, bauxite will also be used for a mixture of electric car frames.

This bauxite will be processed into aluminum to make the electric car frame lighter. However, according to him, his strength is not inferior compared to other minerals. With a lighter load and the same battery capacity, according to him, this electric car can go further.

"Copper, we know that the reserve source is in Freeport, then in Amman Mineral, then in Banyuwangi which is Tumpang Pitu, we can see that what is currently being explored is also in Sumbawa," he said.

Indonesia has large reserves in these three leading mineral commodities, and is relatively high relative to world reserves. Therefore, he added, by carrying out further exploration, this would strengthen the reserve position of the three leading commodities.

Deputi Investasi dan Pertambangan Kemen-terian Koordinator Bidang Kemaritiman dan Investasi Septian Hario Seto mengatakan, tembaga juga menjadi komoditas yang permintaannya akan meningkat seperti nikel. Menurutnya, kebutuhan tembaga untuk mobil listrik bisa mencapai empat sampai lima kali lipat dibandingkan mobil biasa. "Kalau mobil biasa 20 ton (tembaga) setiap satu mobilnya, untuk mobil listrik itu bisa sampai 80 sampai 100 ton," tuturnya.

Belum lagi kebutuhan tembaga untuk kompo-nen stasiun pengisian daya (charging station) yang membutuhkan kabel dan lainnya. Dengan demikian, diperkirakan permintaan tembaga ini juga akan meningkat cukup signifikan. "Apalagi kalau kita kemudian nanti komponen

charging station butuh wiring (kabel) segala

macamnya, akan lebih besar," ujarnya.

Komoditas mineral lain yang juga menjadi primadona di masa depan adalah bauksit. Bauksit menurutnya juga akan dimanfaatkan untuk campuran pembuatan kerangka mobil listrik.

Bauksit ini akan diproses menjadi aluminium untuk membuat kerangka mobil listrik menjadi lebih ringan. Namun kekuatannya menurutnya juga tidak kalah dibandingkan dengan mineral lainnya. Dengan beban lebih ringan dan kapasitas baterai yang sama, maka mobil listrik ini menurutnya bisa melaju lebih jauh.

"Tembaga kita tahu sumber cadangan ada di Freeport, kemudian ada di Amman Mineral, ada kemudian di Banyuwangi yang Tumpang Pitu, kita lihat yang sedang dilakukan eksplo-rasi saat ini juga ada di Sumbawa," tuturnya. Indonesia memiliki cadangan besar di tiga komoditas mineral unggulan ini, dan relatif tinggi terhadap cadangan dunia. Maka dari itu, imbuhnya, dengan melakukan eksplorasi lebih lanjut, maka ini akan memperkuat posisi cadangan tiga komoditas unggulan tersebut.

HE FOCUS of market players today is on the increase in coal prices that have occurred in the last few months. The tightening of industrial activities that occurred as a result of the re-enactment of the lockdown was the cause of the increase in coal prices.

In its daily research, Pilarmas Sekuritas explained that the increase in reference coal prices would certainly be a positive catalyst for the performance of issuers and export earnings.

However, Pilarmas said that the increase in the benchmark coal price could be a trigger for rising inflation. Because, the increase in production costs as a result of the increase in reference coal prices is considered to be able to increase the selling price of the product.

Meanwhile, referring to historical data, the benchmark coal price has risen +24.56% in the past month and +16.94% since the beginning of the year.

OKUS para pelaku pasar pada hari ini tertuju pada kenaikan harga batubara yang terjadi pada beberapa bulan terakhir. Pengetatan aktivitas industri yang terjadi akibat kembali berlakunya lockdown jadi sebab peningkatan harga batubara.

Dalam riset hariannya, Pilarmas Sekuritas menjelaskan, kenaikan harga batubara acuan tentu menjadi katalis positif bagi kinerja emiten maupun pendapatan ekspor.

Meski demikian, Pilarmas mengatakan meningkatnya harga batubara acuan dapat menjadi pemicu naiknya inflasi. Lantaran, kenaikan dari biaya produksi sebagai dampak dari kenaikan harga batubara acuan dinilai dapat memberikan kenaikan pada harga jual produk.

Adapun, jika mengacu pada data historis, harga batubara acuan telah naik +24.56% dalam satu bulan terakhir dan +16.94% sejak awal tahun.

Meanwhile, to meet domestic coal demand, the government has set the selling price of coal used as electricity for public use at US$ 70 per metric ton free on board (FOB) vessel.

Then, the government also requires IUP, IUPK, and PKP2B holders to fulfill the domestic market obligation (DMO) of 25% of the planned amount of approved coal production.

"The US$ 70 price fixing actually has a good impact on consumers because they can get substantial savings due to the rising international coal price," Pilarmas explained, Wednesday (24/3).

Furthermore, when referring to data from the Ministry of ESDM, in 2018 when the average coal price was around US$ 99 per metric ton, the DMO coal price policy was able to create BPP savings of Rp 17.9 trillion. Then, in 2019 the average coal price was in the range of US$ 77.9 per metric ton, the same policy was able to save BPP of Rp. 11 trillion.

"Meanwhile, during 2020, the coal price is relatively lower than the caping price, so there will be no cost savings. The determination of the selling price of coal in the electricity sector is intended to ensure that PLN can buy domestic coal according to its financial capabilities, without additional subsidies and an increase in the basic electricity tariff," explained Pilarmas. On the other hand, the coal selling price for electricity of US$ 70 per metric ton has taken into account the economic feasibility of a mining company so that it can operate in a sustainable manner. Terbaru, lewat kebijakan DMO baik batubara maupun B30 menjadi langkah pemerintah guna menekan impor bahan bakar dan menjaga stabilitas harga dalam negeri.

Sementara itu, untuk memenuhi kebutuhan batubara dalam negeri, pemerintah mematok harga jual batubara yang digunakan sebagai penyediaan tenaga listrik untuk kepentingan umum dipatok US$70 per metrik ton free on board (FOB) vessel.

Kemudian, pemerintah juga mewajibkan pemegang IUP, IUPK, dan PKP2B memenuhi domestic market obligation (DMO) sebesar 25% dari rencana jumlah produksi batubara yang disetujui.

“Penetapan harga US$70 sebetulnya mem-berikan dampak baik ke konsumen karena bisa mendapatkan penghematan cukup besar disebabkan harga batubara internasional yang mengalami kenaikan,” jelas Pilarmas, Rabu (24/3).

Lebih lanjut, apabila mengacu pada data Kementerian ESDM, pada 2018 saat rata-rata harga batubara pada kisaran US$99 per metrik ton, kebijakan harga DMO batubara mampu menciptakan penghematan BPP sebesar Rp 17,9 triliun. Lalu, pada 2019 rata-rata harga batubara pada kisaran US$ 77,9 per metrik ton, kebijakan yang sama mampu menghemat BPP sebesar Rp11 triliun.

“Sedangkan selama 2020, harga batubara relatif lebih rendah dari harga caping sehingga tidak ada penghematan biaya. Penentuan harga jual batubara pada sektor ketenagalistrikan dimaksudkan untuk menjamin PLN dapat membeli batubara dalam negeri sesuai kemampuan finansialnya, tanpa ada tambahan subsidi dan kenaikan tarif dasar listrik,” jelas Pilarmas.

Di sisi lain, besaran harga jual batubara untuk kelistrikan sebesar US$ 70 per metrik ton tersebut telah mempertimbangkan kelayakan ekonomi perusahaan pertambangan agar dapat beroperasi secara berkelanjutan. Apabila ditentukan lebih rendah dari...

HE MINISTRY of Energy and Mineral Resources (ESDM) has confirmed that there are two additional smelter projects that have been completed to date.

Director General of Mineral and Coal at the Ministry of ESDM Ridwan Djamaluddin said the two additional smelters came from iron sand and bauxite concentrates.

"There are two (completed), namely PT Rusan Sejahtera iron sand concentrate smelter and PT Berkah Bintan Island for bauxite smelter," Ridwan said, Monday (22/3).

Ridwan added, so far there has been no revocation of business licenses by the government. This is because the progress of the existing smelters is considered to still meet the target in monitoring according to the S curve.

EMENTERIAN Energi dan Sumber Daya Mineral (ESDM) memastikan ada tambahan dua proyek smelter yang telah rampung hingga saat ini.

Direktur Jenderal Mineral dan Batubara Kementerian ESDM Ridwan Djamaluddin mengungkapkan dua tambahan smelter ini berasal dari konsentrat pasir besi dan bauksit.

"Ada dua (yang selesai), yakni PT Rusan Sejahtera smelter konsentrat pasir besi dan PT Berkah Pulau Bintan untuk smelter bauksit," kata Ridwan, Senin (22/3).

Ridwan menambahkan, selama ini tidak ada pencabutan izin usaha yang dilakukan pemerintah. Sebab, progres smelter yang ada dinilai masih memenuhi target dalam pemantauan sesuai kurva S.

Hingga tahun 2020 lalu, total realisasi pembangunan smelter tercatat baru 19 unit. Jumlah ini terdiri dari 13 smelter nikel, 2 smelter bauksit, 1 smelter besi, 2 smelter tembaga, dan 1 smelter mangan.

HE JAKARTA Futures Exchange (JFX) or the Jakarta Futures Exchange (BBJ) has officially traded the physical market commodity for pure tin bars.

Reporting from the company's official statement on Tuesday (23/3/2021) this physical tin trade was officially carried out on Monday (22/3/2021) yesterday and is intended for the domestic market.

In this initial trade, there were recorded total transactions of 150 lots or 150 tons of tin in collaboration with PT Kliring Berjangka Indonesia or PT KBI as the tin clearing house.

AKARTA Futures Exchange (JFX) atau Bursa Berjangka Jakarta (BBJ) telah resmi memperdagangkan komoditi pasar fisik timah murni batangan.

Dilansir dari keterangan resmi perusahaan pada Selasa (23/3/2021) perdagangan timah fisik ini resmi dilakukan pada Senin (22/3/2021) kemarin dan diperuntukkan bagi pasar dalam negeri.

Pada perdagangan perdana ini, tercatat total transaksi sebanyak 150 lot atau 150 ton timah yang bekerja sama dengan PT Kliring Berjangka Indonesia atau PT KBI sebagai Lembaga Kliring timah.

Stephanus Paulus Lumintang, Direktur Utama Jakarta Futures Exchange, mengata-kan kehadiran pasar fisik timah dalam negeri diharapkan dapat mendorong pertumbuhan industri dalam negeri serta mempercepat pemulihan ekonomi.

EMBER of Commission VII DPR RI Muhammad Nasir questioned the information regarding the existence of a coal company that did not carry out the domestic market obligation (DMO) regulation. Even though the government requires each holder of a Mining Business Permit (IUP), a Special Mining Business Permit (IUPK), and a Coal Mining Exploitation Work Agreement (PKP2B), to fulfill the DMO of 25% of the approved coal production volume plan.

"We have discussed with the DPR, there is an agreement in the conclusion that the DMO has been agreed to help PLN. For companies that do not comply with the DMO, their license will be revoked," he said in a working meeting of Commission VII DPR RI with ESDM Minister Arifin Tasrif, Monday (22 / 3/2021).

Nasir continued, this was solely to meet domestic coal needs. The government has also set a maximum coal selling price for domestic power plants at USD70 per metric ton. NGGOTA Komisi VII DPR RI Muhammad Nasir mempertanyakan informasi terkait adanya perusahaan batu bara yang tidak menjalankan aturan domestik market obligation (DMO). Padahal pemerintah mewajibkan masing-masing pemegang Izin Usaha Pertambangan (IUP), Izin Usaha Pertambangan Khusus (IUPK), dan Per-janjian Karya Pengusahaan Pertambangan Batu Bara (PKP2B), untuk memenuhi DMO sebesar 25% dari rencana jumlah produksi batu bara yang disetujui.

"Kita sudah bahas bersama DPR, ada kesepakatan dalam keputusan kesimpulan bahwa DMO itu sudah disepakati untuk membantu PLN. Bagi perusahaan yang tidak memenuhi DMO itu izinnya dicabut," ujarnya dalam rapat kerja Komisi VII DPR RI dengan Menteri ESDM Arifin Tasrif, Senin (22/3/2021).

Nasir melanjutkan, hal tersebut semata untuk memenuhi kebutuhan batu bara dalam negeri. Pemerintah juga menetap-kan harga jual batu bara untuk pembangkit listrik di dalam negeri maksimal USD70 per metrik ton. "Setelah rapat ini, kita adakan pembentukan Panja Energi Primer, siapa perusahaan yang tidak setor DMO untuk dicabut izinnya," tuturnya.

Nasir mengungkapkan, pihaknya men-dapatkan informasi adanya Pembangkit Listrik Tenaga Uap yang berubah bahan bakarnya dari batu bara ke gas. Hal ini lantaran stok batu bara untuk pembangkit listrik hanya cukup untuk tiga hari.

Kalau terjadi bencana, bukan Indonesia terang, tapi Indonesia gelap. Saya minta DMO secara serius. Perusahaan yang tidak memenuhi DMO dicabut izinnya," tegasnya.

Menanggapi hal tersebut, Menteri ESDM Arifin Tasrif menjelaskan, realisasi penyerapan batu bara untuk domestik tidak sesuai target, atau kurang dari 137 juta ton dari total realisasi produksi 560 juta ton. Penyerapan untuk dalam negeri (terganggu) karena adanya pandemi Covid-19 untuk PLN dan IPP (pengembang listrik swasta).

Arifin mengaku ada sejumlah PLTU PLN yang rusak, sehingga bahan bakar batu bara digantikan dengan gas. "Di akhir tahun sampai awal tahun ini ada gelombang besar, hujan, dan lainya sehingga menghambat pasokan batu bara ke pembangkit listrik. Lalu, ada kerusakan pembangkit PLN, kami sudah bantu dengan suplai gas yang ada di inventori," jelasnya. (ind)

China, Japan, Vietnam. As cement and road buildings. In Japan, the Fukushima dam is made from coal waste. So why don't we learn from it," he said.

Hendra said a number of coal companies, including the PLTU company, had conducted a study on the use of FABA which stated that the raw material was safe to use. However, he argued, mass use was not yet because there still had to be a clearence.

Dia menyatkan limbah batu bara dan sawit menjadi bahaya ketika tidak digunakan atau ditumpuk dalam jumlah banyak. Padahal, dia berpendapat bahwa limbah itu bisa digunakan untuk berbagai produk, seperti batako hingga bahan jalan.

"Komposisinya sudah kami analiasa dan sebagainya tidak ada yang berbahaya. Kerugian besar jika limbah itu tidak digunakan," katanya. Direktur Eksekutif Asosiasi Perusahaan Batubara Indonesia (APBI) Hendra Sinadia mengatakan bahwa Indonesia harus meniru negara maju dalam mengelola FABA. Menurut-nya, pemerintah sudah tepat menghapus FABA dari daftar limbah berbahaya mengingat nilai ekonomi yang dimiliki.

"Ini bisa dimanfaatkan secara umum. Ini best practice banyak negara. China, Jepang, Vietnam. Sebagai bangunan semen dan jalanan. Di Jepang, bendungan fukushima itu bahan bakunya dari limbah batu bara. Jadi kenapa

nggak kita belajar dari itu," katanya.

Hendra menuturkan sejumlah perusahan batu bara, termasuk perushaan PLTU telah melaku-kan kajian pemanfaatan FABA yang menyata-kan bahwa bahan baku tersebut aman diguna-kan. Namun, dia mengayakan, pemakaian masal memang belum karena masih harus ada

”Hasil olahan dari limbah FABA itu kami manfaatkan untuk merenovasi rumah di sekitar PLTU Tanjung Jati B," kata Agung. Sebelumnya, FABA dikategorikan menjadi Limbah Non Bahan Berbahaya dan Beracun (B3) sesuai Peraturan Pemerintah (PP) 22 Tahun 2021 tentang Penyelenggaraan Perlin-dungan dan Pengelolaan Lingkungan Hidup. Berdasarkan hasil uji laboratorium inde-penden atas Toxicity Characteristic Leaching Procedure (TCLP) dan Lethal Dose 50 (LD50) yang sampelnya berasal dari beberapa PLTU, FABA yang dihasilkan tidak mengandung

As information, the copper smelter capacity to be built in Weda Bay will have a larger copper concentrate input capacity than the planned smelter project in Gresik. The capacity to be built is 2.4 million tons at a cost of around US$ 2.5 billion.

Meanwhile, the Freeport smelter capacity in Gresik was initially planned to be 2 million tons with an investment of around US$ 3 billion. But lately, the capacity has been cut to 1.7 million tons. Meanwhile, another 300,000 tonnes was covered through the development of an existing copper smelter at PT Smelting.

Ratih menambahkan, sebagai induk dari PTFI, MIND ID akan mendukung arahan dari pemerintah.

"Pembangunan smelter ini termasuk dalam daftar proyek-proyek strategis MIND ID yang perlu segera dieksekusi dan diharap-kan selesai pada Desember 2023. Kami, bersama PT Freeport Indonesia, akan melakukan langkah-langkah penyesuaian jika diperlukan untuk dapat membantu kelancaran proyek tersebut," tegas Ratih kepada Kontan.co.id, Selasa (23/3).

Sekedar informasi, kapasitas smelter tembaga yang akan dibangun di Weda Bay nantinya memiliki kapasitas input konsentrat tembaga yang lebih besar dibandingkan rencana proyek smelter di Gresik. Kapasitas yang akan di-bangun sebanyak 2,4 juta ton dengan biaya sekitar US$ 2,5 miliar.

Sedangkan untuk kapasitas smelter Freeport di Gresik awalnya direncanakan sebesar 2 juta ton dengan investasi sekitar US$ 3 miliar. Namun belakangan, kapasitasnya dipangkas menjadi 1,7 juta ton. Sedangkan 300.000 ton lainnya ditutupi melalui pengembangan smelter tembaga eksisting di PT Smelting.

ENTERI Energi dan Sumber Daya Mineral Arifin Tasrif memberikan relaksasi pem-berian rekomendasi persetujuan ekspor mineral tertentu bagi pemegang IUP dan IUPK Operasi Produksi Mineral Logam yang sedang melakukan pembangunan fasilitas pemurnian di dalam negeri.

Komoditas mineral yang diberikan relaksasi adalah konsentrat tembaga, besi, timbal, seng, mangan, dan washed bauxite.

Kebijakan tersebut dituangkan dalam Keputusan Menteri ESDM No. 46.K/MB.04/ MEM.B/2021 terkait Pemberian Rekomen-dasi Penjualan ke Luar Negeri Mineral Logam pada Masa Pandemi Covid-19 yang ditetapkan pada 12 Maret 2021.

Berdasarkan Kepmen tersebut, pemegang Izin Usaha Pertambangan (IUP) dan Izin Usaha Pertambangan Khusus (IUPK) Operasi Produksi Mineral Logam dapat diberikan rekomendasi persetujuan ekspor meskipun kemajuan fisik pembangunan smelternya tidak mencapai minimal 90 persen pada dua periode evaluasi sejak ditetapkannya Covid-19 sebagai bencana nonalam nasional.

Namun demikian, sanksi denda administratif dari nilai kumulatif penjualan ke luar negeri pada periode evaluasi tetap dikenakan bagi pemegang IUP dan IUPK yang pembangunan smelternya tidak memenuhi target.

Relaksasi tersebut diberikan sebagai bentuk dukungan pemerintah terhadap sektor pertambangan yang terdampak pandemi Covid-19.

HE ICE Newcastle thermal coal price collapsed after flying to reach its highest level in two years. The contract price of the black stone, which was busy being traded on the futures exchange, was corrected by 3.86% and closed at US$ 94.6/ton.

The contract price of diamonds was hit by profit taking after previously racing from the level of US$ 80.5/ton to US$ 98.4/ton or an increase of 22.2% in 10 trading days. ARGA batu bara termal ICE Newcastle ambruk setelah terbang menyentuh level tertingginya dalam dua tahun terakhir. Harga kontrak si batu hitam yang ramai ditransaksi-kan di bursa berjangka tersebut terkoreksi 3,86% dan ditutup di angka US$ 94,6/ton. Harga kontrak batu legam terkena aksi ambil untung setelah sebelumnya melesat kencang dari level US$ 80,5/ton ke level US$ 98,4/ton atau kenaikan sebesar 22,2% dalam kurun waktu 10 hari perdagangan.

Meski belum mampu menembus level keramat US$ 100/ton, level ini merupakan harga tertinggi batu bara dalam kurun waktu dua tahun terakhir. Terakhir harga batu bara menyentuh level tersebut pada 8 Maret 2019. Sebelumnya, Kenaikan harga batu bara meng-ekor naiknya harga batu bara domestik China. Di pasar batu bara domestik Cina, harga spot Qinhuangdao 5500kcal FOB NAR naik untuk dua minggu berturut-turut minggu lalu.

Green zones are informal price target ranges set by the authorities aimed at ensuring the profitability of marginal domestic coal producers as well as electricity producers.

Chinese authorities have been pushing for increased domestic supplies to bring down skyrocketing prices, while easing import controls (with the exception of Australia's coal import ban) have also been approved since mid-December.

Australia's relationship with China has yet to find a resolution. According to the latest news, Australian Prime Minister Scott Morrison said each would only result in harm for both parties.

The relationship between Kangaroo and Panda Country, which is not getting along well, will actually be beneficial for coal miners and exporters from Indonesia, considering that China is Indonesia's main trading partner.

In February, exports of mineral fuels, including coal, fell by 11% (mom) in volume compared to the previous month. The Central Statistics Agency (BPS) recorded February exports at 34.2 million tons, while in the previous month exports reached 38.5 million tons.

However, due to the increase in coal prices, the decrease in volume was offset by the increase in the total value of its exports. Based on BPS data, the total exports of Indonesian mineral fuels last month reached US$ 1.97 billion, an increase of 4.92% from the previous month which was only US$ 1.88

Indonesia eases mining export rules, nickel excluded

NDONESIA will now grant miners export permit for unrefined mineral ores, even if construction of their refining facilities is delayed, a move aimed at lessening the blow to the industry from the coronavirus, according to a document seen by Reuters.

Indonesia announced last year it would ban exports of unprocessed ore by 2023 to spur higher value smelting industries in the country, and that only miners with refining facilities that were meeting their construction schedules would be eligible for export permits.

The new regulation exempts nickel ore exports, which were banned last year to encourage foreign firms to help Indonesia’s bid to build a full supply nickel supply chain, from extraction to production of electric vehicles.

Indonesia considers projects to be on schedule if they have reached 90% of the construction target specified for a particular time.

Now, mining companies building smelters short of targets will be eligible for permits, according to the document, which was signed by an energy ministry official on March 12. “Holders of Metal Mineral Production Operation Mining Business Permits (IUP) and Metal Mineral Production Operations Special Mining Business Permits (IUPK) with refining facilities that do not meet the construction requirement of at least 90%… can be given a recommendation for export approval,” the ministry said in the document.

The ministry added, however, that there would be a 20% of export value “administrative fine” for miners receiving export permits having not met their construction schedules.

Australian copper production declines in 2020

HE INTERNATIONAL Copper Study Group (ICSG) has found that global copper mine production remained stable in 2020 despite production declines in Australia.

The world’s copper mine production was most heavily impacted in April-May last year due to temporary mine shutdowns in the wake of COVID-19.

Daily News Update Page 22 However, the ICSG found global mine production recovered as early as June 2020 as the industry adapted to health protocols, moving away from lockdowns.

Last year, world copper production grew by around 1.5 per cent in 2020, while primary production was up by 2.8 per cent. The preliminary data did not include specific production numbers for Australia.

The ICSG described the results as “essentially unchanged”, with additional output from new projects in Panama and the Democratic Republic of the Congo (DRC) leveraging the pandemic’s impact on copper production.

“COVID-19 related constraints and other operational issues also resulted in declines in production in other major copper mine producing countries, most notably Australia, Mexico and the United States,” the ICSG stated.

Meanwhile, Chile’s full-year output declined by 1 per cent, while Indonesia’s production also increased by 39 per cent in 2020 due to a transition of ore zones at its two major copper mines.

Preliminary data from the ICSG suggests the world’s refined copper balance for 2020 had a deficit of 560,000 tonnes due to strong Chinese demand.

Outside of China, copper usage is estimated to have declined by around 10 per cent, while China enjoyed a 38 per cent (1.2 million tonnes) boost to its copper imports.

According to the Australian Bureau of Statistics, Australia’s copper exports grew from $10.2 billion in 2019 to $10.4 billion in 2020.

The resources sector added $116 billion in exports revenue to Australia’s economy last year, up from $96 billion in 2019.

Copper has entered 2021 with a strong streak of higher prices, with its London Metal Exchange (LME) prices peaking at $US9615.50 ($12,630) per tonne on February 25.

February 2021 was the first time copper had risen above $US9000 since 2011, in the same year copper achieved a record $US10,190 price per tonne.

Floods in eastern Australia hit coal mining operations, supply chains

LOODS in eastern Australia, affecting the states of New South Wales and Queensland, have impacted operations at coal mines in the region, stalled railway transportation, affected port schedules and disrupted supply chains in general, mainly for thermal coal exports.

With weather conditions getting worse, companies and government officials were still assessing the impact, but market participants expect more rail and port infrastructure to be affected in coming days.

Daily News Update Page 23 Miner Glencore said in a statement March 23 about its coal operations that it had taken "precautionary measures, including the decision to operate at reduced capacity at some sites" and that train movements to the Port of Newcastle had been delayed due to flooding on some parts of the track.

'We continue to monitor the current weather events across NSW and have robust infrastructure installed at each of our sites to minimize impacts," Glencore said, adding that it was business as usual at its Queensland coal operations.

Glencore is one of Australia's largest coal producers with a mixture of open cut and underground coal mines across New South Wales and Queensland.

Another major coal producer Yancoal Australia Ltd said March 23 that heavy rainfall since March 19 had caused the suspension of production at two of Yancoal's open-cut mines in the Hunter Valley region, mainly the Mount Thorley Warkworth as well as the Stratford and Duralie mines.

"There have also been interruptions to rail transportation and port operations. Given the rain event is anticipated to continue over the coming days, it is too early to provide an accurate indication of the extent of these production interruptions," Yancoal said in a statement.

However, Yancoal said its mines in regions outside the Hunter Valley, such as Moolarben in the Central West of NSW and Queensland operations, have not been impacted by the rains. Ports and Railways

Rail and port infrastructure have also been disrupted.

The Australian Rail Track Corp temporarily ceased operations through the Hunter Valley network between Newcastle and Maitland and the Interstate Network between Telarah and Grafton due to localized flooding, it said in a statement.

"This was done as a precautionary measure, following extreme weather conditions across the region," it said, adding that "high rainfall, potential for more severe flooding beyond the current impacts to the network, strong winds, fallen trees and debris, power failures and fallen power lines and power poles are all concerns which led to operations being halted." "When it is safe to do so, we will begin the process of reopening the tracks by undertaking a full assessment of rail operations however this will not be until conditions are safe and water levels recede," ARTC said, adding that it would provide further updates as the situation progresses."

Australian rail freight operator Aurizon said there was no impact on its operations in Queensland.

The Port of Newcastle said it was monitoring conditions and scheduling vessels in close communication with Port Authority of NSW, and that each vessel is assessed on a case-by-case basis for its suitability at the time of each scheduled movement.

"The shipping schedule is adapted relative to the weather conditions and safety assessments. This type of temporary weather event does not typically have any lasting impact. The port continues to operate and is monitoring conditions closely," it said in a statement March 23.
