Reason for change:  A number of elements and types representing temporal aggregates are specified in SWE Common (within SensorML, OGC 07-000). These are generic

capabilities, implementing classes from ISO 19108 not included in GML

Summary of change:Add the following elemenets and types from SWE Common

(temporalAggregates.xsd) to GML:

TimePositionListType (same pattern as gml:PosListType)

TimeObjectPropertyType, TimeGeometricPrimitivePropertyType (omitted from GML by accident?)

TimeGeometricComplex + Type + PropertyType TimeAggregate + Type + PropertyType

Consequences if

not approved: GML implementation of ISO 19108 temporal schema is incomplete.
