Reason for change: The schema wfs.xsd (found at http://schemas.opengis.net/wfs/1.1.0/wfs.xsd) references an element “ows:Capabilities” on line 164. However, no such element exists.
Summary of change: Remove the substitutionGroup on line 164, or change line 164 from “ows:Capabilites” to “ows:CapabilitiesBaseType”,. I suggest removing the substitutionGroup, since WFS_Capabilities already relies on
“ows:CapabilitiesBaseType” as an extension for its complexContent.
Consequences if
not approved: The wfs.xsd schema is invalid because the reference to ows:Capabilities does not exist. Until this is fixed, the schema is unusable.
