DECREE OF THE MINISTER OF HOME AFFAIRS AND REGIONAL AUTONOMY NO. 4/2001 DATED JANUARY 8, 2001
THE APPLICATION OF APPROPRIATE TECHNOLOGY
THE MINISTER OF HOME AFFAIRS AND REGIONAL AUTONOMY,
Considering :
a. that in a bid to improve productivity and competitive edge of goods and services, the application of TTG needs to be accelerated;
b. that in relation to the matter as meant in letters a, it is necessary to stipulate a decree of the Minister of Home Affairs and Regional Autonomy on the Application of Appropriate Technology.
In view of :
1. Law No. 22/1999 on Regional Administrations (Statute Book of 1999 No. 60, Supplement to Statute Book No. 3839);
2. Law No. 25/1999 on the Financial Equilibrium between the Central Government and Regional Administrations (Statute Book of 1999 No. 72, Supplement to Statute Book No. 3848);
3. Government Regulation No. 25/2000 on the Authority of the Government and the Authority of Provinces as Autonomous Regions (Statute Book of 1999 No. 54, Supplement to Statute Book No. 3952);
DECIDES :
To stipulate :
THE DECREE OF THE MINISTER OF HOME AFFAIRS AND REGIONAL AUTONOMY ON THE APPLICATION OF APPROPRIATE TECHNOLOGY.
Article 1
In this Decree, what is meant by :
1. Appropriate technology hereinafter called TTG is technology which matches the need of people, can answer problems of the people, does not harm environment, can be used easily by the people and results in added value from the economic aspects.
2. The Application of Appropriate Technology is the process or a series of activities aimed at speeding up transfer of technology from inventors or owners to the users of technology.
3. Rural Areas and Urban Areas are as meant in Law No. 22/1999 on Regional Administrations.
4. Rural Technology Service Centers hereinafter called poyantekdes are institutions/media in sub-districts which function to provide technical services, information and orientation of various kinds of specific efficient technology needed by the people.
5. Rural Technology Outlets are institutions/media in villages functioning to provide technical service, information and orientation of various kinds of specific TTG needed by the people.
Article 2
a. improve the capability, knowledges and skill of people in using efficient technology to increase and improve the production capacity and quality.
d. improve the competitive edge of the main products of the regions.
Article 3
The objects of the application of TTG are :
a. jobless, semi-jobless, broken students and people in poverty.
b. people who run small- and medium-scale businesses, which need appropriate technology to develop. c. rural and urban areas which need TTG to develop.
Article 4
Activities of applicating TTG cover :
a. identifying the types and specification of technology which has been utilized by the local people.
b. assessing and trying out technology to make the list of the types of technology needed by the people in accordance with regional potentials.
c. preparing the pattern of the application of appropriate technology in accordance with regional conditions. d. preparing the people through conselling, information, the establishment of study groups and training. e. strengthening and developing the technological institutions and centers in sub-districts and villages.
Article 5
(1) The stipulation of the type of TTG to be applied is adjusted to the aspiration of people through negotiations (2) The application of appropriate technology is carried out in coordination with related parties
Article 6
(1) The Minister of Home Affairs and Regional Autonomy stipulates policies on : a. facilities of the application of TTG
b. cooperation with government institutions, private sector, non-governmental organizations to jointly the application of TTG
c. the working-out of general plans on the application of TTG
d. the monitoring and evaluation of the application of appropriate technology.
(2) Governors stipulate policies on : a. facilities of the application of TTG
b. mobilization of supports for the program of the application of TTG
c. facilities of strengthening the capacity of technological centers in sub-districts and villages d. cooperations with various institutions in the framework of the application of TTG
e. controlling the realization of the application of TTG
(3) Regents/Municipals stipulate policies on :
a. coordination of the realization of the application of TTG
b. mobilization of supports for the program of the application of TTG
c. facilities of strengthening the capacities of technological centers in sub-districts and villages d. cooperation with other institutions in the framework of the application of TTG
e. monitoring and evaluation of the realization of the application of TTG.

This Decree starts to be effective as from the date of stipulation.
