Reason for change: The schema wfs-util.xsd (found at http://schemas.opengis.net/wfs/1.1.0/wsdl/wfs-util.xsd) has a critical error. The current schemaLocation for namespace
http://www.w3.org/2001/XMLSchema is “./xmlschema.xsd”. No such file exists, making this schema invalid
Summary of change: Change the value of schemaLocation from “./xmlschema.xsd” to
http://www.w3.org/2001/XMLSchema.xsd.
Consequences if
not approved: The wfs-util.xsd schema will be unable to load the xsd namespace, invalidating the schema and all schemas which import it.
