PEMERINTAH PROVINSI SUMATERA BARAT, REPUBLIK INDONESIA DENGAN
DEWAN DAERAH FES- BOULEMANE- KERAJAAN MAROKO TENTANG
KERJA SAMA PROVINSI BERSAUDARA
Pemerintah Provinsi Sumatera Barat - Republik Indonesia dan Dewan Daerah Fes- Boulemane Kerajaan Maroko, selanjutnya disebut sebagai "PARA PIHAK"; BERKEINGINAN untuk meningkatkan hubungan kerjasama yang saling menguntungkan antara PARA PIHAK, sesuai dengan hukum dan peraturan perundang-undangan yang berlaku ;
MENGAKUI pentingnya prinsip-prinsip kesetaraan, saling menghormati, dan saling menguntungkan;
Dengan ini menyatakan niat untuk menjalin Kerjasama Provinsi Bersaudara sebagai suatu dasar pembangunan kedua wilayah dimasa yang akan datang, khususnya pada bidang ekonomi, perdagangan, kebudayaan, pariwisata dan pendidikan;
PARA PIHAK sepakat bahwa dokumen ini merupakan langkah awal yang akan dituangkan dalam suatu kerjasama formal yang disahkan melalui penandatanganan Memorandum Saling Pengertian (MSP) tentang Kerja Sarna Provinsi Bersaudara antara PARA PIHAK pada kesempatan pertama.
Dibuat di Fez tanggal 26 Mei 2014 dalam tiga naskah asli, dalam bahasa Indonesia, Arab dan lnggris, semua naskah memiliki kekuatan hukum yang sama. Apabila terjadi perbedaan penafsiran terhadap Pernyataan Kehendak ini, naskah dalam bahasa lnggris yang berlaku.

LETTER OF INTENT
BETWEEN
THE GOVERNMENT OF WEST SUMATRA PROVINCE, THE REPUBLIC OF INDONESIA
AND
THE COUNCIL OF THE REGION OF FES- BOULEMANE, THE KINGDOM OF MOROCCO
CONCERNING
THE ESTABLISHMENT OF SISTER PROVINCE COOPERATION
The Government of West Sumatra Province of The Republic of Indonesia and The Council of The Region of Fes- Boulemane, The Kingdom of Morocco, hereinafter referred to as " The Parties";
Desiring to promote the favorable relations of partnership and cooperation between the Parties, in accordance with their prevailing laws and regulations;
Recognizing the importance of the principles of equality, mutual respect and mutual benefit;
Do hereby declare their intention to establish Sister Province Cooperation as a basis for further development in the two regions, especially in the field of economy, trade, culture, tourism, and education;
The Parties agree that this document serves as the initial step with a view to establishing a formal cooperation to be officiated by signing the Memorandum of Understanding (MoU) on Sister Province Cooperation between the Parties in the near future.
Done in Fez, on 26 May 2014, in three original copies in Indonesian, Arabic, and English languages, all texts being equally authentic. In case of any divergence on the interpretation of this Letter of Intent, the English text will prevail.
