income? Their problem in dry season that land cannot be utilized although there is a river nearby. If we use diesel pump this will not be profitable. There is a technology with modified turbine for lifting the water, so the land can be watered.
Bisa tidak proyek ini adalah untuk meningkat pendapatan petani sawah lebak dimana permasalahan mereka adalah pada saat musim kering lahan tersebut tidak bisa digarap padahal ada sungai didekatnya, tapi kalau menggunakan pompa biaya solar cukup besar dan hasilnya menjadi rugi. Ada teknologi tepat guna dengan menggunakan kincir yang telah dimodifikasi dapat menaikkan air, sehingga sawah lebak tersebut dapat diairi dengan kincir tsb.
As long as the proposed renewable energy technology will be replacing fossil fuel and included as in Table 1 and Annex 2 of the CfP, you could propose for such project.

28 Our company are Project Managers for “Hutan Tanaman Industri (HTI)” land in a certain area. The lease on this land is until 2036 and all the documents, including AMDAL, are current. We plan to establish a Jatropha curcas plantation to produce Crude Jatropha Oil (CJO) for fuel plus the residual Seedcake as Biomass fuel. Previously we were discussing this project as a Renewable Fuel supply for power plant. Can we qualify for any type of grant?

If you would like to apply for Renewable Energy Community Grant, your proposed project should be in maximum 3 MW for each facility as the capacity limit. The project itself should be owned by community. In term of technology itself, we mentioned in Table 1 of CfP that your type of project is included in our biomass targeted sector. 29 Annex-1 1.1(6) Is it necessary for an applicant to have relevant experience in similar project in South East Asia only? For e.g. If we have done similar project in Europe but not in Southeast Asia, are we still eligible for window 3A or do we have to fulfill some other criteria to meet the requirement?
It is important for MCA-Indonesia that proponents have project experience in South East Asia as well as experience in navigating Indonesia’s complex permitting process (see Annex 1 of CfP). If you could not provide this, there will be two additional options:
1. Cooperate with other partner that has such experience (either Indonesian company or international company).
2. Providing a minimum two CVs of Senior Management that can demonstrate their ability to undertake the proposed project.

It is the “Riau Province” and not including the “Riau Islands Province”.
“Provinsi Riau” termasuk ke dalamnya, tetapi tidak termasuk “Provinsi Kepulauan Riau”.

Operation & Maintenance
The project scope includes design, development, construction, commissioning, and operation and maintenance:
• Annexure 11 Page 51 (in English version)– says “EPC is responsible for 1 year O&M from COD”.
• However, Annexure 11 Page 52 (in English version)-says “EPC to operate and maintain
We could provide O&M costs till 1 year after COD but no later than April 1 2018. The EPC contractor will operate and maintain the facility till two years after COD but this will be under SPV cost. After the 2nd year from COD, SPV can
decide either to extent the O&M contract with that EPC contractor or signing a new agreement with another company (see Annex 11). Thus,
the asset for 2 years from COD. MCA-I to provide funding for first 12 months of operating costs”.
Can you please confirm that O&M is for 1 or 2 year from COD?
Porsi kerja termasuk perencanaan, pengembangan, konstruksi, komisioning, dan operasional dan pemeliharaan:

we would like to have a smooth transition period between the EPC company who is doing the first O&M contract and the new one.
Kami dapat menyediakan biaya O&M hingga 1 tahun sejak dari COD tetapi tidak melewati 1 April 2018. Kontraktor EPC tersebut tetap ada di lokasi tersebut untuk memastikan pengoperasian dan pemeliharaan fasilitas dapat dilakukan oleh perusahaan EPC yang sama hingga dua tahun setelah COD namun dengan biaya dari SPV. Setelah tahun ke 2 dari COD, SPV dapat memutuskan akan melanjutkan O&M kontrak dengan kontraktor EPC tersebut atau menandatangani kontrak baru dengan perusahaan lain (lihat Lampiran 11). Karena itu kami bermaksud memiliki periode transisi yang mulus antara perusahaan EPC yang menjalankan O&M kontrak yang pertama dengan perusahaan yang baru.
32 Cost of Project Managing Director (PMD) & Community Liaison Officer(CLO?) of SPV
• Annexure 11-says the cost covered for PMD & CLO in the project proposal is from Project Starts to 2nd Anniversary from COD.
• Annex 10-(A.11) says the cost in proposal should cover the PMD cost & CLO cost during construction & for first three years.
Can you please confirm that PMD & CLO cost is for 2 year or 3 year from COD.

It is a typo, the PMD & CLO cost should be for 2 years after COD.

33 Page 4 Regarding Page 4, Step 1, the CfP states “…Applicants who do not have a DFS or, in MCA-Indonesia’s assessment, require additional development of their DFS, may be eligible for a Technical Assistance & Project Preparation (TAPP) Grant award….” If we do not yet have a full DFS, should the Concept Note propose a budget for a TAPP Grant, to complete the DFS?
Proposals are evaluated based on their technical merit. Proposals that include projects that are in advanced stage of development are preferred to those that are in very early stage of development. Where technical gaps are identified, TAPP funding may be made available for merit-worthy projects.
Pada Halaman 4, Step 1, CfP menyatakan “…Pengusul yang tidak memiliki DFS atau, melalui pengkajian dari MCA-Indonesia, membutuhkan pengembangan DFS, mungkin akan layak untuk diberikan Hibah Technical Assistance & Project Preparation (TAPP) ..” Jika kami tidak memiliki DFS lengkap, apakah di dalam Nota Konsep mengusulkan anggaran untuk Hibah TAPP, untuk menyelesaikan DFS?
Are there further guidelines related to such a budget proposal? (Other than on Page 4 where it states: “TAPP Grants provide need-based finance to Eligible Applicants to strengthen their project preparation on par with MCA-Indonesia standards. TAPP Grants for this CfP may range up to $250,000 for individual proposals”).
Apakah ada panduan lain terkait dengan anggaran proposal tersebut? (selain pada Halaman 4 yang menyatakan: “Hibah TAPP diberikan berdasarkan kebutuhan finansial dari Pengusul yang Layak untuk memperkuat persiapan proyek tersebut yang terkait dengan standar MCA-Indonesia. Hibah TAPP di dalam CfP ini memiliki kisaran $250,000 untuk tiap proposal”).
Proposal akan dievaluasi berdasarkan tingkat teknisnya. Proposal yang melibatkan proyek yang berada di tahap lebih jauh akan menjadi preferensi disbanding proyek yang sama sekali baru. Apabila teridentifikasi perbedaan teknis, hibah TAPP dapat diberikan untuk proyek tertentu yang layak menerimanya.
The guideline for the TAPP Grant will not be required on this stage. If your project has been included in the shortlisted project for TAPP Grant, we will discuss with you in more details.

35 Can the 4% community portion of the capital expenditure for the project be: loaned to the community and paid back over time via revenue from electricity sales; or provided by the community in the form of land: or can it be entirely in-kind labor, for example, or do they have to make a cash contribution upfront?

Please refer to Section II (subsection B) that explain the community contribution should be 1% cash and 3% in-kind. For the cash form, as long as it has been obtained without breaking any applicable rules and regulations, we could accept it. For the in-kind form, as long as they are part of the listed eligible costs as mentioned in Annex 10 of CfP, you could propose them. Thus, the track record from affiliates/sister companies/subsidiaries will not be qualified if they are not the ones who submitted the Application and not the ones who have the authorities to enter into the Grant Agreement with MCA-Indonesia.

Could you explain what we need to provide to show the financial ability at the concept note stage?

Pada bagian 1.1. dari Lampiran 1, disebutkan “Entitas yang secara hukum terdaftar di Indonesia atau tempat lain, memiliki hak untuk merancang, mengembangkan, membangun, melakukan komisioning dan mengoperasikan proyek energi terbarukan di Indonesia” memiliki hak. Namun, disebutkan pula di bagian 1.5 “Untuk entitas yang didirikan di luar yuridiksi Republik Indonesia, dokumen pendirian harus dilegalisir secara lengkap di Indonesia”. Jika ada perusahaan yang terdaftar di Amerika dan ingin menjadi Pengusul Utama dan perusahaan tersebut belum memiliki kantor perwakilan di Indonesia, dokumen apa yang diperlukan? Apakah perusahaan ini dapat mengusulkan?
Jika perusahaan Anda belum terdaftar secara hukum di Indonesia (seperti yang tercantum di Lampiran 1, bagian 1.5.5.), semua dokumen pendirian dari negara asal harus telah dilegalisir di Indonesia. 40 For a company registered in the US, but does not have a representative office in Indonesia, will this company still be eligible to participate only as a member of the consortium (not as the lead applicant)?
All the consortium member should be able to prove that they could do business legally in Indonesia for this specific project. It is the task for the Lead Applicant to check and verify this. See also answer no 39 in this Q&A sheet.
Untuk perusahaan yang terdaftar di Amerika tetapi tidak memiliki kantor perwakilan di Indonesia, apakah perusahaan ini layak berpartisipasi sebagai anggota konsorsium (bukan sebagai Pengusul Utama)?
Semua anggota konsorsium harus dapat membuktikan bahwa mereka dapat melakukan bisnis di Indonesia sesuai hukum yang berlaku untuk proyek yang spesifik ini. annex 11 is provided for illustrative purpose only. Could we confirm the tariff design mentioned there (the tariff expected to be at PLN rates to minimize complications) also for illustration only? Our consortium may come up with different tariff structure and institutional set-up.

Dapatkah kami mengkonfirmasikan bahwa desain tariff yang disebutkan (ekspektasi tariff adalah sesuai tariff PLN untuk mengurangi komplikasi) juga hanya sebagai ilustrasi saja? 42 CfP said that MCA-Indonesia can provide up to 96% of Project Total Cost. What other funding sources that are eligible in providing the rest? What about BUMN (State-Owned Company) or BUMD (Regional-Owned Company)? Are they eligible? What if financial-based BUMN can provide loan to local government, so the local government would be able to provide the rest of the funding.
BUMD may act as an Applicant as long as the shares from government is no more than 49%. The Applicant should not be BUMN (see Annex 1, section 1.5.1.). The source of funding for community contribution is to be determined by community.
CfP menyatakan bahwa MCA-Indonesia dapat memberikan 96% dari Total Biaya Proyek. Dalam bentuk apa bentuk pendanaan lainnya yang layak untuk sisa pendanaan tersebut? Bagaimana dengan BUMN atau BUMD? Apakah mereka layak? Bagaimana jika pendanaan BUMN dapat menyediakan pinjaman untuk pemerintah setempat, sehingga pemerintah setempat dapat menyediakan sisa dana tersebut.
CfP also said that the proposal must contain a Community Support Letter from people in where the project is planned and also their contributions to the project. Can you elaborate what kind of contributions that are eligible? It would be very hard to ask the people around the project to contribute financially to the project given their financial state.
CfP juga menyatakan bahwa proposal harus mengikut sertakan Surat Dukungan Komunitas dari masyarakat tempat proyek direncanakan dan juga kontribusi mereka ke dalam proyek.
