Reason for change:  If no event time is provided in the getObservation request then provide default behaviour

Summary of change:  _{Change 8.4.2. There is no default behavior for what to respond when no event time} is provided. Is it all of the possible times or the late time.

Recommendation, following Oceans IE report (). If no time is provided then the latest should be return.
