RECOFTC – The Center for People and Forests holds a unique and important place in the world of forestry. It is the only international not-for-profit organization that specializes in capacity development for community forestry and devolved forest management. RECOFTC engages in strategic networks and effective partnerships with governments, non-government organizations, civil society, the private sector, local people, as well as with research and educational institutes throughout the Asia-Pacific region and beyond. With 30 years of international experience and a dynamic approach to capacity development—involving research, analysis and synthesis; strategic communication; training and learning networks; and piloting and demonstrating — RECOFTC delivers innovative solutions for people and forests.

Background

In Nepal, RECOFTC's engagement in strengthening forest sector governance dates back to 2002 when RECOFTC engaged with Women Acting Together for Change (WATCH) and FECOFUN in implementing Forest, Trees and People Program (FTPP) in Asia. The focus of the program was to strengthen internal governance of forest users’ groups, i crease space for participatio of argi alized groups i forest -related decision making, enhance institutional capacity of FECOFUN and improve networking of community based forestry supporters.

Beginning in 2009, under the Climate and Forest Initiative of Norad, Grassroots Capacity Building Program for REDD+ in the Asia-Pacific Regions was implemented in three phases from 2009 to 2015. The project was i ple e ted i part ership with Federatio of Co u ity Forests Users’ Nepal (FECOFUN), HIMAWANTI and ForestAction Nepal. The project covered a total of 18 districts and developed a total of 212 national and local level resource persons on REDD+ and Climate Change. In addition, the project in collaboration with REDD Implementation Centre of the Ministry of Forests and Soil Conservation, published a series of extension materials and ToT manuals. Recently, RECOFTC concluded two small projects i) Trees and Bees Project, and ii) Climate Change Adapt. Both Projects were implemented in Sarlahi Districts. Until 2014, presence of RECOFTC in Nepal was limited to the projects. But later stage from 2014, Nepal is considered as focal country and established Nepal Country Program. RECOFTC has MoU with Social Welfare Council (SWC) and Ministry of Forests and Soil Conservation (MoFSC). Nepal has substantial experiences on the development of community based forest management and is in fourth generation issues. The lessons from Nepal in Technical and Governance aspects could be very useful to other focal country of the RECOFTC. Hence, RECOFTC Nepal Country program is envisioned to engage in sharing lessons learnt/ Capacity building and further contribute in the development of community based forest management, climate change and livelihoods in Nepal.
