HROUGHOUT 2020, three state-owned mining issuers who are members of the MIND ID holding, reported mixed financial performance.

PT Bukit Asam Tbk (PTBA), for example, posted a decrease in revenue and net profit last year. This coal mining company posted revenues of Rp. 17.32 trillion, a decrease of 20.48% compared to the same period the previous year which reached Rp. 21.79 trillion.

Meanwhile, from the topline side, PTBA recorded a net profit of Rp. 2.39 trillion, down 41.17% compared to the same period the previous year which reached Rp. 4.06 trillion.

President Director of Bukit Asam Arviyan Arifin said that the profit was inseparable from the efficiency strategy carried out by PTBA in all lines. Arviyan said, throughout 2020 Bukit Asam had saved Rp 825 billion. "Without maximum efficiency, it will be difficult to achieve profit, amidst declining sales volumes and declining coal prices," explained Arviyan in a recent public expose.

The decline in Bukit Asam's performance is inseparable from the challenging coal prices throughout 2020. Arviyan said, the average reference coal price (HBA) throughout 2020 was the lowest in the last four years, namely at the level of US$ 58.17 per ton.

pertam-bangan milik negara yang tergabung dalam holding MIND ID, melaporkan kinerja keuangan yang beragam.

PT Bukit Asam Tbk (PTBA) misalnya, mem-bukukan penurunan pendapatan dan laba bersih tahun lalu. Emiten pertambangan batubara ini membukukan pendapatan Rp 17,32 triliun, menurun 20,48% dibanding periode yang sama tahun sebelumnya yang mencapai Rp 21,79 triliun.

Sementara dari sisi topline, PTBA mencatat laba bersih Rp 2,39 triliun, menyusut 41,17% dibanding periode yang sama tahun sebelumnya yang mencapai Rp 4,06 triliun.

Direktur Utama Bukit Asam Arviyan Arifin mengatakan, torehan laba ini tidak terlepas dari strategi efisiensi yang dilakukan PTBA di segala lini. Arviyan menyebut, sepanjang 2020 Bukit Asam telah menghemat Rp 825 miliar.

“Tanpa efisiensi yang maksimal akan sulit mencapai laba, di tengah volume penjualan yang menurun dan harga batubara yang menurun,” terang Arviyan dalam paparan publik belum lama ini.

Adapun penurunan kinerja Bukit Asam tidak lepas dari harga batubara sepanjang tahun 2020 yang cukup menantang. Arviyan bilang, rata-rata harga batubara acuan (HBA) sepanjang 2020 merupakan yang terendah selama empat tahun terakhir, yakni di level US$ 58,17 per ton.

(ANTM) has shown positive performance throughout 2020. ANTM posted a net profit attributable to the owner of the parent entity amounting to Rp 1.15 trillion. This realization skyrocketed 492.87% of the 2019 net profit which was only Rp 193.85 billion.

However, the increase in net profit is not in line with the increase in ANTM's income. This precious metal peddler posted revenues of Rp 27.37 trillion or a decrease of 16.34% from the net income at the end of 2019 which reached Rp 32.72 trillion. The increase in net profit amidst the decline in revenue was driven by the efficiency strategy implemented by ANTM. "ANTM puts forward the implementation of cost efficiency initiatives as a top priority as well as optimizing the production and sales performance of the Company's main commodities," explained Aneka Tambang's SVP Corporate Secretary, Kunto Hendrapawoko, Monday (15/3). Antam also succeeded in suppressing a number of load posts. Cost of goods sold, for example, decreased 19.01% from the original Rp 28.27 trillion to Rp 22.89 trillion. General and administrative expenses decreased by 6.69% from Rp 2.04 trillion to Rp 1.91 trillion.

Sales and marketing expenses also decreased, from Rp 1.44 trillion to Rp 533.07 billion.

Unlike its two brothers, PT Timah Tbk (TINS) is still suffering losses in 2020. This tin producer posted a net loss of Rp 340.60 billion.

However, this loss shrank from the previous year's net loss which reached Rp 611.28 billion.

Di sisi lain, PT Aneka Tambang Tbk (ANTM) menunjukkan kinerja positif sepanjang tahun 2020. ANTM membuku-kan laba bersih yang dapat diatribusimembuku-kan kepada pemilik entitas induk senilai Rp 1,15 triliun. Realisasi ini meroket 492,87% dari laba bersih tahun 2019 yang hanya Rp 193,85 miliar.

Hanya saja, kenaikan laba bersih ini tidak sejalan dengan kenaikan pendapatan ANTM. Penjaja logam mulia ini mem-bukukan pendapatan senilai Rp 27,37 triliun atau menurun 16,34% dari torehan pendapatan di akhir 2019 yang mencapai Rp 32,72 triliun.

Naiknya laba bersih di tengah penurunan pendapatan didorong oleh strategi efisiensi yang dilakukan ANTM. “ANTM mengedepankan implementasi inisiatif-inisiatif efisiensi biaya sebagai prioritas utama serta optimalisasi kinerja produksi dan penjualan komoditas utama Per-usahaan,” terang SVP Corporate Secretary Aneka Tambang, Kunto Hendrapawoko, Senin (15/3).

Antam juga berhasil menekan sejumlah pos beban. Beban pokok penjualan misalnya, menurun 19,01% dari semula Rp28,27 triliun menjadi Rp 22,89 triliun. Beban umum dan administrasi menurun 6,69% dari Rp 2,04 triliun menjadi Rp 1,91 triliun.

Beban penjualan dan pemasaran juga menurun, dari semula Rp 1,44 triliun men-jadi Rp 533,07 miliar.

Berbeda dengan dua saudaranya, PT Timah Tbk (TINS) masih menderita kerugian di 2020. Produsen timah ini membukukan kerugian bersih senilai Rp 340,60 miliar. Hanya saja, kerugian ini menyusut dari kerugian bersih tahun sebelumnya yang mencapai Rp 611,28 miliar.

Namun, emiten yang berbasis di Bangka Belitung ini berhasil menekan sejumlah bebannya. Beban pokok pendapatan menurun 22,53% menjadi Rp 14,09 triliun. Beban umum dan administrasi juga menurun 21,9% menjadi Rp 832,98 miliar. Bahkan beban penjualan menurun hingga 55,28%, dari Rp semula 155,13 miliar menjadi Rp 69,44 miliar. Tahun ini, TINS juga membukukan pendapatan lain-lain senilai Rp 96,01 miliar yang sebagian besar berasal dari keuntungan selisih kurs.

ESDM Ministry's Minerba Production and Utilization Planning Coordinator Cecep M Yasin said that the government realizes that the construction of a mineral processing and refining facility project faces a number of obstacles. Therefore, the Ministry of ESDM seeks to facilitate the construction of the smelter as planned. This effort was carried out in three stages. Koordinator Perencanaan Produksi dan Pemanfaatan Minerba Kementerian ESDM Cecep M Yasin mengatakan bahwa peme-rintah menyadari pembangunan proyek fasilitas pengolahan dan pemurnian mineral menghadapi sejumlah kendala. Oleh karena itu, Kementerian ESDM ber-upaya memfasilitasi agar pembangunan smelter dapat berjalan sesuai dengan rencana.

Upaya tersebut dilakukan dalam tiga tahap. Tahap pertama, melakukan penyusunan info memo perusahaan smelter untuk di-tawarkan kepada para calon investor dan calon pendana.

The amount consists of 13 nickel smelters, 2 bauxite smelters, 1 iron smelter, 2 copper smelters, and 1 manganese smelter. Meanwhile, this year it is targeted that there will be an additional four smelters operating. The smelter construction is targeted to continue to increase until it reaches a total of 53 smelters by 2024. Meanwhile, the Director General of Mineral and Coal at the Ministry of Energy and Mineral Resources (ESDM) Ridwan Djamaluddin asked mining business actors not to complain much about complying with the regulations on downstreaming obligations.

"Tahap kedua, kami dari Minerba mencoba memfasilitasi dalam pelaksanaan kerja sama dengan MKU Services LLC di Houston, Amerika Serikat, dalam rangka market sounding untuk mencari investor," ujar Cecep dalam webinar Masa Depan Pertambangan Indonesia, Rabu (17/3/ 2021).

Kementerian ESDM juga melakukan koor-dinasi dengan Kemenko Perekonomian dengan mengusulkan smelter menjadi proyek strategis nasional (PSN), sehingga kendala dari sisi administrasi dapat lebih cepat terselesaikan.

Kemudian tahap ketiga, market sounding akan dilakukan pada 2021 ke Amerika Serikat, Uni Eropa, Asia, dan lainnya. Pemerintah akan mengikuti forum bisnis atau event internasional dalam rangka promosi proyek pembangunan smelter. Dari sisi regulasi, pemerintah telah menerbitkan Permen ESDM Nomor 17 Tahun 2020 di mana perusahaan smelter dapat melakukan perubahan kurva-S rencana pembangunan fasilitas smelter hingga 2023.

Sampai dengan 2020, realisasi jumlah smelter yang beroperasi mencapai 19 unit. Jumlah tersebut terdiri atas 13 smelter nikel, 2 smelter bauksit, 1 smelter besi, 2 smelter tembaga, dan 1 smelter mangan. Sedangkan tahun ini ditargetkan ada tambahan empat smelter yang beroperasi. Pembangunan smelter ini ditargetkan terus meningkat hingga mencapai total 53 smelter pada 2024

Sementara itu, Direktur Jenderal Mineral dan Batubara Kementerian Energi dan Sumber Daya Mineral (ESDM) Ridwan Djamaluddin meminta para pelaku usaha pertambangan tidak banyak mengeluh dalam mematuhi aturan kewajiban melakukan hilirisasi.

Antam has spent funds of up to Rp3.69 billion for preliminary unaudited explo-ration costs in February 2021. Meanwhile, exploration activities focus on gold, nickel and bauxite commodities.

Quoted from the Company's report on the Information Disclosure of the Indonesia Stock Exchange (IDX), Thursday (18/3/ 2021), exploration activities were carried out in Pongkor, West Java, Tapunopaka and Pomalaa, Southeast Sulawesi, Buli, East Halmahera and Tayan, West Kalimantan.

Antam telah menghabiskan dana hingga Rp3,69 miliar untuk biaya eksplorasi preliminary unaudited pada Februari 2021. Adapun kegiatan eksplorasi berfokus pada komoditas emas, nikel dan bauksit. Dikutip dari laporan Perseroan di Keter-bukaan Informasi Bursa Efek Indonesia (BEI), Kamis (18/3/2021), kegiatan eksplorasi dilakukan di Pongkor, Jawa Barat, Tapunopaka dan Pomalaa, Sulawesi Tenggara, Buli, Halmahera Timur dan Tayan, Kalimantan Barat.

Untuk di wilayah Gunung Pongkor, Antam melakukan kegiatan eksplorasi emas. Kegiatan yang dilakukan di antaranya; permodelan geologi, pengeboran dan pemetaan geologi.

Eksplorasi nikel Antam yang dilakukan di daerah Pomalaa dan Tapunopaka dilakukan beberapa kegiatan, terdiri atas pemetaan geologi, percontoan core, logging core, pengukuran grid dan reukur, pemboran single tube, percontoan per-mukaan serta pengukuran lintasan.

Apalagi, target tahun ini sudah meng-akomodasi atau memperhitungkan selesai-nya kontrak Pama di pertengahan tahun "Secara pararel kami tetap aktif mencari peluang baru, baik dari proyek yang ada saat ini, maupun peluang proyek baru," ungkap Sara kepada Kontan, Rabu (19/3). Selain itu, Sara juga menambahkan kalau porsi produksi Pama di Adaro mewakili 8% dari total produksi Pama. memberikan jasa pertambangan yang andal dan kompetitif bagi Adaro selama 20 tahun atau lebih," kata Nadira kepada Kontan, Rabu (17/3).

Dengan rekam jejak yang ada, wanita yang akrab disapa Ira ini juga meyakini ke depan BUMA akan dapat memenuhi persyaratan kinerja kontraktualnya. Selain itu, dia juga berharap pengaturan yang akan datang akan semakin memperkuat daya saing dan keandalalan Adaro Indonesia sebagai produsen batubara pasca transisi.

thermal coal futures contract price closed 1.71 percent to US$ 89.45/ton.

The increase in coal prices followed the increase in China's domestic coal prices. In China's domestic coal market, the spot price of Qinhuangdao 5500kcal FOB NAR increased for two consecutive weeks last week.

The reference spot price for coal with 5,500 kcal calories rose 4.9% to RMB 638/ton. The appreciation kept China's domestic coal prices above the so-called 'green zone' ceiling of RMB 500 - RMB 570 per tonne.

Green zones are informal price target ranges set by the authorities aimed at ensuring the profitability of marginal domestic coal producers as well as electricity producers.

Chinese authorities have been pushing for increased domestic supplies to bring down skyrocketing prices, while easing import controls (with the exception of Australia's coal import ban) have also been approved since mid-December.

Australia's relationship with China has yet to find a resolution. According to the latest news, Australian Prime Minister Scott Morrison said any Chinese action not to import high-quality Australian coal would only result in losses for both parties. The relationship between Kangaroo and Panda Country, which is not getting along well, will actually benefit Indonesian coal miners and exporters, considering that China is Indonesia's main trading partner. Harga acuan spot batu bara dengan kalori 5.500 kcal naik 4,9% menjadi RMB 638/ ton. Apresiasi tersebut membuat harga batu bara domestik China tetap di atas batas atas yang disebut 'zona hijau' sebesar RMB 500 - RMB 570 per ton.

Zona hijau adalah rentang sasaran harga informal yang ditetapkan oleh pihak berwenang yang bertujuan untu k memastikan profitabilitas produsen batu bara domestik marjinal serta produsen listrik.

Otoritas China telah mendorong pening-katan pasokan domestik untuk menurun-kan harga yang melesat tajam, sementara pelonggaran kontrol impor (dengan pengecualian larangan impor batu bara Australia) juga telah disetujui sejak per-tengahan Desember.

Hubungan Australia dengan China memang belum menemukan resolusi. Menurut kabar terbaru, Perdana Menteri Australia Scott Morrison berkata setiap tindakan China untuk tidak mengimpor batu bara berkualitas tinggi asal Australia hanya akan mengakibatkan kerugian bagi kedua belah pihak.

HE AIR Laya Mine, which is managed by PT Bukit Asam Tbk, has become an early sheet of the history of the coal mining industry in South Sumatra.

A coal mound lies in the expanse of the Air Laya Mine area, Tanjung Enim, Muara Enim Regency, South Sumatra Province. Dozens of truck vehicles go back and forth around the black gold temporary stock pile that has been dredged from the bowels of the earth.

The vehicle then goes to the convenyor which will deliver the coal to the train station (TLS). From the open pit mining, the sedimentary rock has become a commodity that has been powering energy since 102 years ago.

The Sumatra Bisnis Indonesia Commodity Exploration Team had the opportunity to see the process of mobilizing coal from a height of 15 meters - 20 meters at the Air Laya Mining Platform provided by PTBA. PTBA's Air Laya Development Manager, Eri Virnadi Saliman, said that the Air Laya mine was the first mine to be worked on by this state-owned company.

AMBANG Air Laya, yang dikelola PT Bukit Asam Tbk, telah menjadi lembar awal sejarah industri pertambangan batu bara di Sumatra Selatan.

Kendaraan lantas menuju convenyor yang akan mengantarkan batu bara hingga ke stasiun kereta (train load station/TLS). Dari tambang terbuka (open pit) itu, batuan sendimen tersebut menjadi komoditas yang menyalakan energi sejak 102 tahun lalu. Tim Jelajah Komoditas Sumatra Bisnis Indonesia berkesempatan menengok proses mobilisasi batu bara dari ketinggian 15 meter – 20 meter di Anjungan Tambang Air Laya yang disediakan PTBA.

Manajer Pengembangan Air Laya PTBA Eri Virnadi Saliman mengatakan Tambang Air Laya merupakan tambang pertama yang digarap perusahaan pelat merah tersebut. “Tambang ini sudah ada sejak zaman kolonialisme Belanda, tepatnya tahun 1919. Begitu kekuasaan mereka berakhir, Negara mulai menguasainya pada tahun 80-an,” katanya kepada Tim Jelajah, Rabu (17/3/ 2021).

PTBA supplies coal for the PLTU (steam power plant). He said PTBA is supplying all generators. One of them is from the Air Laya Mine.

Based on company records, coal pro-duction from the Air Laya Mine reached 5.27 million tons in 2020. This figure is decreasing compared to the previous year which reached 7.77 million tons.

According to Eri, the age of a mine really depends on the level of production. As an area that was exploited earlier, his party estimates that the operational life of the Air Laya Mine could be up to 5 years. It is known that PTBA has three locations in the Tanjung Enim mining unit (UPTE). Apart from the Air Laya Mine, coal production also comes from the Muara Tiga Besar Utara (MTB) Mine, as well as Banko Barat and Banko Tengah.

The total UPTE production throughout 2020 reached 24.23 million tons. Currently, the highest production is in Banko Barat and Banko Tengah which reached 11.71 million tons.

Berdasarkan catatan perseroan, produksi batu bara dari Tambang Air Laya mencapai 5,27 juta ton pada tahun 2020. Angka tersebut menurun jika dibandingkan tahun sebelumnya yang mencapai 7,77 juta ton. Menurut Eri, usia sebuah tambang sangat bergantung pada tingkat produksi. Sebagai areal yang lebih dulu dieksploitasi, pihaknya memerkirakan masa operasional Tambang Air Laya bisa sampai 5 tahun ke depan.

Diketahui, PTBA memiliki tiga lokasi di unit pertambangan Tanjung Enim (UPTE). Selain Tambang Air Laya, produksi batu bara juga bersumber dari Tambang Muara Tiga Besar Utara (MTB), serta Banko Barat dan Banko Tengah.

Adapun total produksi UPTE sepanjang 2020 mencapai 24,23 juta ton. Saat ini produksi tertinggi berada di Banko Barat dan Banko Tengah yang menapai 11,71 juta ton.

PT ANEKA Tambang Tbk (ANTM) has

extended the tenor of the credit facility from BTPN worth US$ 40 million or the equivalent of around Rp. 572 billion to 8 April. This debt was supposed to mature in January yesterday.

In fact, ANTM has cash and cash equivalents worth Rp 3.98 trillion as of the end of 2020. If you measure this financial post, ANTM has the ability to pay off the loan which is equivalent to around Rp572 billion.

ANTM SVP Corporate Secretary Kunto Hendrapawoko said that the extended tenor is a working capital loan. "This facility can be extended automatically according to the need for working capital credit as stated in the credit agreement, as long as it is still needed and within the tenor of the facility," explained Kunto to KONTAN, Wednesday (17/3).

In cash, that's enough. However, ANTM still needs working capital credit as a strategy to regulate cash flow.

Working capital loans are still needed to support ANTAM's operations, especially to support the production of the company's main commodities, namely nickel, bauxite and gold so that it can run optimally. "The working capital credit strategy is implemented as a cash buffer for the smooth running of ANTM's routine operations," added Kunto.

Padahal, ANTM memiliki kas dan setara kas senilai Rp 3,98 triliun per akhir 2020. Jika mengukur pos keuangan ini, ANTM memiliki kemampuan untuk melunasi pinjaman yang setara sekitar Rp 572 miliar tersebut.

SVP Corporate Secretary ANTM Kunto Hendrapawoko menyebut, utang yang tenornya diperpanjang itu merupakan kredit modal kerja. "Fasilitas ini dapat diperpanjang secara otomatis sesuai kebutuhan kredit modal kerja yang tertuang dalam perjanjian kredit, sepanjang masih dibutuhkan dan dalam tenor fasilitas tersebut," terang Kunto kepada KONTAN, Rabu (17/3).

Secara kas, memang cukup. Tapi, ANTM tetap butuh kredit modal kerja sebagai salah startegi untuk mengatur arus kas. Kredit modal kerja tetap dibutuhkan untuk mendukung operasional ANTAM terutama untuk menunjang produksi komoditas utama perusahaan, yakni nikel, bauksit, dan emas sehingga dapat berjalan dengan optimal.

"Strategi kredit modal kerja dijalankan

THE GOVERNMENT's policy of removing

fly ash and bottom ash (FABA) from the list of hazardous and toxic waste (B3) has drawn controversy.

Government Regulation (PP) No. 22 of 2021 which is a derivative regulation of the Job Creation Law, in Appendix XIV, stipulates it in the category of registered Non-B3 Wastes.

Environmental groups believe that the policy is not in favor of environmental protection. On the other hand, business actors appreciate the issuance of PP 22/2021 even though it only applies to FABA generated from Steam Power Plants (PLTU), so that non-PLTU producing industries that generally use industrial stoves are still categorized as B3 waste. The Indonesian Center for Environmental Law (ICEL) regrets the issuance of this PP because it is considered a threat to public health and the environment.

In addition, the policy is considered to create environmental injustice with the potential distribution of impacts or risks to the environment and public health. The government is considered to be slack in enforcing the law against business actors producing FABA.

As a result, the government has been urged to immediately revoke the looseness of this regulation and continue to categorize FABA as B3 waste.

KEBIJAKAN pemerintah yang mengeluarkan

abu terbang dan abu dasar (fly ash and bottom ash/FABA) dari daftar limbah bahan berbahaya dan beracun (B3) menuai kontroversi.

Peraturan Pemerintah (PP) No. 22 Tahun 2021 yang merupakan peraturan turunan dari UU Cipta Kerja, dalam Lampiran XIV, menetapkannya dalam kategori Limbah Non-B3 terdaftar.

Kelompok pemerhati lingkungan menilai kebijakan itu tidak berpihak terhadap perlindungan lingkungan. Di sisi lain, pelaku usaha mengapresiasi penerbitan PP 22 Tahun 2021 meskip hanya berlaku bagi FABA yang dihasilkan dari Pembangkit Listrik Tenaga Uap (PLTU), sehingga bagi industri penghasilnya dari non-PLTU yang umumnya menggunakan tungku industri, masih dikategorikan sebagai limbah B3. Indonesian Center for Environmental Law (ICEL) menyayangkan terbitnya PP tersebut karena dianggap memberikan ancaman bagi kesehatan masyarakat dan lingkungan hidup.

Selain itu, kebijakan tersebut dianggap me-munculkan ketidakadilan lingkungan dengan potensi distribusi dampak atau risiko terhadap lingkungan dan kesehatan masyarakat. Pemerntah dinilai kendur dalam penegakan hukum terhadap pelaku usaha penghasil FABA.

Alhasil, pemerintah didesak segera men-cabut kelonggaran aturan tersebut dan tetap mengkategorikan FABA sebagai limbah B3.

management and utilization are cons-trained by PP. 101 of 2014 concerning Hazardous Waste Management. With the increasing use of coal as the cheapest primary energy source, the resulting FABA is increasing.

If it is not properly absorbed every day, unused FABA will accumulate and can cause environmental problems.

This material can actually be used as a substitute mixture for other industries, including in infrastructure development and can be processed into other useful products such as tiles, paving blocks and so on.

However, if it is categorized as B3 waste, the company/industry producing it must comply with the management obligations as stipulated in Government Regulation no. 101 of 2014.

The requirements imposed for the FABA producer are management obligations in the form of activities for reducing, storing, collecting, transporting, utilizing, managing and landfilling B3 waste. This stage of obligation is very bureaucratic and takes a long time.

In addition, accredited laboratories for toxicology tests as required in PP No. 101 of 2014 is also still limited.

Therefore, business actors have complained about obstacles in the field that have resulted in inefficient and expensive FABA management. Apindo noted that the FABA generated by PLTU and non-PLTU companies annually ranges from 10-15 million tons. The impact of management costs by large-medium scale companies is around Rp. 50 billion-Rp. 2 trillion.

Bagi pelaku usaha penghasil FABA, penge-lolaan dan pemanfaatannya terkendala dengan PP No. 101 Tahun 2014 tentang Pengelolaan Limbah B3. Dengan semakin meningkatnya penggunaan batu bara sebagai sumber energi primer termurah, FABA yang dihasilkan semakin bertambah. Bila tidak diserap dengan baik setiap harinya, FABA yang tidak termanfaatkan akan menumpuk dan dapat menyebabkan permasalahan lingkungan.

Material tersebut sebenarnya dapat di-manfaatkan sebagai campuran substitusi industri lain, termasuk dalam pembangunan infrastruktur dan dapat diolah menjadi produk lain yang bermanfaat seperti genteng, paving block dan lain sebagainya. Namun, jika dikategorikan sebagai limbah B3, perusahaan/industri penghasilnya harus mematuhi kewajiban pengelolaan sebagaimana diatur dalam PP No. 101 Tahun 2014.

Persyaratan yang diberlakukan bagi peng-hasil FABA adalah kewajiban pengelolaan berupa kegiatan pengurangan, penyim-panan, pengumpulan, pengangkutan, pemanfaatan, pengelolaan dan kegiatan penimbunan limbah B3. Tahapan kewajiban tersebut sangat birokratis dan memerlukan waktu lama.

Selain itu, laboratorium yang terakreditas untuk uji toksikologi sebagaimana disyarat-kan dalam PP No. 101 Tahun 2014 juga masih terbatas.

Oleh karena itu, pelaku usaha mengeluhkan kendala di lapangan yang mengakibatkan pengelolaan FABA menjadi tidak efisien dan mahal. Apindo mencatat FABA yang di-hasilkan oleh perusahaan PLTU dan non-PLTU setiap tahunnya berkisar 10-15 juta ton. Dampak biaya pengelolaan oleh per-usahaan skala besar-menengah itu sekitar Rp50 miliar-Rp2 triliun.

actors who are also committed to managing waste generated from business activities, including FABA. For PLN, this financial obligation burden certainly triggers significant inefficiencies, while the amount of subsidies disbursed by the government is also fantastic.

In terms of utilization, the use of FABA in Indonesia is still very low. For fly ash less than 1% and bottom ash less than 2%. Several countries, such as the United States, Australia, China, India, Japan, and even Vietnam, have long used FABA as a construction material for cement mixtures in infrastructure projects.

It can also be used for the interests of the agricultural, forestry and fisheries sectors with the utilization rates of fly ash and bottom ash, respectively 44% and 86%. Based on the above considerations, Apindo, which coordinates with dozens of industrial associations whose business activities produce FABA, has proposed that the government remove the material from the list of B3 waste.

The Ministry of Environment and Forestry (KLHK) then issued the Minister of Environment and Forestry Regulation No. 10 of 2020 concerning Procedures for Characteristics Testing and Determination of Hazardous Waste Status.

However, it has never been socialized before with business actors. Business actors see that the rules for testing the characteristics of B3 waste are constrained by the limited number of accredited laboratories, so that the licensing process is long and inefficient.

Attachment XIV of Government Regulation No. 22 of 2021 stipulates that FABA which is categorized as non-B3 registered is that which results from...

Berdasarkan pertimbangan di atas, Apindo yang berkoordinasi dengan belasan asosiasi industri yang kegiatan usahanya menghasilkan FABA, mengusulkan agar pemerintah mengeluarkan material ter-sebut dari daftar limbah B3.

Kementerian Lingkungan Hidup dan Kehutanan (KLHK) kemudian menerbitkan Peraturan Menteri LHK No. 10 Tahun 2020 tentang Tata Cara Uji Karakteristik dan Penetapan Status Limbah B3.

Namun, tidak pernah disosialisasikan sebelumnya dengan pelaku usaha. Pelaku usaha melihat aturan uji karakteristik limbah B3 terkendala dengan terbatasnya laboratorium yang terakreditasi, sehingga proses perizinan menjadi lama dan tidak efisien.

There was an impression that regulators were still "halfhearted" in removing FABA as B3 waste. In fact, according to the results of several studies, there is no difference in the process of burning coal through PLTU with a PC system or with a boiler.

Government policy breakthroughs through the issuance of PP. 22 Year 2021 is commendable. For PLN and private electricity suppliers this rule is a relief because it will reduce operational costs. However, for industries (non-PLN) which generally use industrial boilers or furnaces, the FABA produced is classified as B3 waste.

prices rose on Wednesday as a bright demand outlook and supply disruptions in some South American mines offset pressure from rising inventories.

Copper for delivery in May was up 0.91% by midday, with futures touching $4.1055 per pound ($9,031 a tonne) on the Comex market in New York.

Three-month copper on the London Metal Exchange rose 0.8% to $9,028 a tonne, while the most-traded May copper contract on the Shanghai Futures Exchange closed down 0.7% at 66,940 yuan ($10,298.46) a tonne.

Antofagasta expects to reach a pay deal with its workers this month, it said on Tuesday after posting a 12.3% jump in annual profit on high copper and gold prices.

Wage talks with unions remain unresolved after workers rejected the company’s latest offer at its Los Pelambres mine in Chile, the world’s top copper producer.

“It’s about how we preserve business competitiveness together with unions – and that is the key thing that we need to establish as a fundamental for any negotiation,” finance chief Mauricio Ortiz told Reuters.

Redpath secures the sale of six raiseboring machines to Chile

THE REDPATH Group recently secured the sale of six Redbore raise drills destined for the

Chilean market. Four of the drills are Redbore 50 MDURH model machines (multi-directional up-ream hydraulically powered drills), whereas the other two machines are of the Redbore 60 UR and Redbore 65 models, respectively.

All six drills were designed, manufactured and assembled at the Redpath Raiseboring production facility in North Bay, Canada. “The client wanted to expand their service offering and needed a reliable product that would meet the demands for larger up-ream holes,” said Johan Davel, General Manager, Redpath Raiseboring. The Redbore 60 UR drills have a capacity range of up to 2 m in diameter in up-ream applications and were exclusively designed for the Chilean market.

Australia urged to expand mining export markets

mining industry is being encouraged to diversify its export markets beyond key commodities such as iron ore and gold.

A Joint Standing Committee on Trade and Investment Growth report, Pivot: Diversifying Australia’s Trade and Investment Profile, suggests that Australia’s export reliance on China and growing demand from other East Asia countries may incite political and security risks, and threaten the strength of nation’s economy.

Iron ore, gold, bauxite and nickel were listed as the commodities most dependent on a single market, while coal and precious metals have the most diverse markets.

“Australia has capitalised on its natural advantages to grow its exports, particularly in the resources and agricultural sectors,” the report stated.

According to the Department of Foreign Affairs and Trade (DFAT), at least 60 countries listed China as their number one merchandise trading partner in 2018, which has boosted its reliance on imported resources.

The report cited the United States Studies Centre, which stated that Australia is more vulnerable in its reliance on exporting natural resources than its largest trading partner, China.

METS Ignited, who aims to improve the global competitiveness of Australian suppliers to the mining industry, suggested that the country can diversify its exports by commercialising its mining-related technology.

Resource Industry Network also stated the technological advancement of Australia’s mining industry could be commercialised and provide opportunities for Australian businesses.

Minerals Council of Australia (MCA) chief executive officer Tania Constable agreed with the report’s incentive to diversify the customer base of the mining industry.

“In this context, it is important to note that Australia’s resources sector is not overexposed to China. For example, when iron ore is excluded from our trading profile, China only represents 15 per cent of Australian resource exports.”

Constable encouraged the industry to look toward new markets in countries part of the Association of Southeast Asian Nations (ASEAN).

“The MCA has been a long-term advocate for free trade and trade expansion and diversification through trade and investment agreements which can help build and maintain strong and enduring government to government connections,” Constable said.

The Australian Bureau of Statistics revealed that Australia’s iron ore exports increased by 20 per cent in 2020 to reach $116 billion, while gold exports rose by 12 per cent to $27 billion.

Codelco gets regulatory nod to extend life of Radomiro Tomic mine

Codelco, the world's largest copper producer, said on Tuesday it had received approval from the regional environmental regulator to extend the life of its Radomiro Tomic mine until 2030, a key part of a larger plan to maintain output from its aging operations in the South American nation.

The Radomiro Tomic mine, which produced 261 000 t of copper in 2020, was originally slated to end operations in 2022, the State-run company said, but advances in technology and processes will now allow it to tap additional resources.

"Thanks to the incorporation of new mining resources, it will be possible to extend it for seven more years from 2023," Codelco said in a statement, adding that additional investment would be necessary to sustain output.

Codelco is in the midst of a 10-year, $40-billion initiative to upgrade its century-old network of mines in Chile, the world's top copper producer. Many mines in the country have suffered in recent years from sharply falling ore grades.

"The next five years will not be easy for Radomiro Tomic because of the deterioration in our mining assets, so it is key we continue to be austere, innovative and more productive," a company official said in the statement.
