IMPLEMENTASIKEBIJAKAN PROGRAM ADIWIYATA NASIONAL DI SMA NEGERI 1 SILAHISABUNGAN DAN SMA NEGERI 2
SIDIKALANG KABUPATEN DAIRI
ABSTRAK
Penurunan kualitas dan kuantitas lingkungan disekolah dapat diakibatkan oleh pengelolaan sekolah yang tidak berwawasan lingkungan. Sarana dan prasarana direncanakan dengan mengabaikan prinsip pelestarian lingkungan hidup, misalnya pembangunan di ruang terbuka hijau sekolah yang massif sehingga mengurangi luasan area resapan air. Perilaku kebersihan lingkungan yang negatif seperti berbagai bentuk pengotoran / pembuangan sampah sembarangan, vandalism terhadap obyek lingkungan dengan budaya “kurang sadar lingkungan”. Pemerintah Republik Indonesia mencanangkan Program Sekolah Adiwiyata Nasional sebagai bagian dari strategi Pendidikan Lingkungan Hidup. Pemerintah Kabupaten Dairi menempatkan peningkatan kualitas sumber daya manusia melalui pendidikan yang berwawasan lingkungan berkelanjutan dalam pencapaian sekolah Adiwiyata Nasional. Penelitian ini bertujuan menjawab program Kabupaten Dairi, memadukan pendidikan ekologis mencapai pengembangan kualitas sumber daya manusia melalui implementasi kebijakan berwawasan lingkungan, pelaksanaan kurikulum berbasis lingkungan, kegiatan lingkungan berbasis partisipatif dan pengelolaan sarana pendukung ramah lingkungan. Dengan metodologi deskriptif penelitian ini dilakukan terhadap dua SMA yang terdapat di Kabupaten Dairi yaitu SMA Negeri 1 Silahisabungan dan SMA Negeri 2 Sidikalang. Interpretasi atau penyimpulan terhadap pencapaian mutu sekolah Adiwiyata dilakukan dari data yang telah diperoleh guna mencari faktor yang berpengaruh terhadap pencapaian mutu sekolah Adiwiyata Nasional di SMA Negeri 1 Silahisabungan dan SMA Negeri 2 Sidikalang. Dari hasil analisis diperoleh kesimpulan bahwa implementasi kebijakan sekolah untuk membangun budaya lingkungan masih memerlukan upayasosialisasi, muatan kurikulum berbasis lingkungan beragam karena kualifikasi guru yang tidak merata serta rendahnya kemampuan sekolah dalam mengidentifikasi isu lingkungan, persepsi siswa, guru dan pengelola sekolah dalam pengelolaan lingkungan masih belum maksimal hanya sebatas partisipan pasif dan belum memperoleh ruang yang memadai dalam aktivitas pengelolaan lingkungan hidup. Kondisi sarana dan prasarana sekolah yang mendukung gerakan peduli dan sadar lingkungan belum menunjukkan upaya optimal dan masih memerlukan upaya keras untuk mewujudkannya. Hasil penelitian ini selanjutnya akan bermanfaat sebagai inventarisasi data awal bagi program perencanaan pendidikan daerah dalam pengembangan sumber daya manusia yang berwawasan lingkungan.

ABSTRACT
Decline in the quality and quantity of school environment can be caused by school management that are not environmentally sound. Facilities and infrastructure are planned to ignore the principle of preservation of the environment, for example the development of open green space school that massively reducing the area of water catchment areas. Negative environmental hygiene behavior such as various forms of fouling / littering, vandalism against the environment objects with culture "environmentally conscious". The Government of Republic Indonesia launched the National Adiwiyata School Program as part of the strategy of Environmental Education. Dairi Regency Government put improving the quality of human resources through education that is environmentally sustainable through the National Adiwiyata school achievement. This study aims to answer Dairi program for the integration of ecological education achieve quality development of human resources through the implementation of environmental policy, the implementation of environment-based curriculum, activity-environment-based participatory environment and management of environmentally friendly means of support. With descriptive research methodology was conducted on two high schools located in Dairi, namely State Senior High School (SMANegeri) 1 Silahisabungan and State Senior High School (SMANegeri) 2 Sidikalang. Interpretation or inference to the achievement of the quality of school Adiwiyata made from data that has been obtained in order to look for factors that affect the quality of school achievement in the National Adiwiyata at State Senior High School (SMANegeri) 1 Silahisabungan and State Senior High School (SMANegeri) 2 Sidikalang. From the analysis we concluded that implementation of the policy of the school to build a culture of the environment still requires dissemination, curriculum-based diverse environments for teachers' qualifications are not evenly distributed and the low capacity of schools in identifying environmental issues, perceptions of students, teachers and school administrators in the management of the environment is still not a maximum one it is just limited to the passive participant and has not obtained adequate room in environmental management activities. The condition of school facilities and infrastructure that supports the movement of caring and environmentally conscious efforts have not shown optimal and still require substantial effort to make it happen. The results of this study will further be useful as initial data inventory for educational planning programme in the area of human resource development with environmental sensitivity.
