This paper demonstrates an adequate understanding of the relevant literature in the field and cites an appropriate range of literature sources.

3. Methodology:  Is the paper's argument built on an appropriate base of theory, concepts, or other ideas?  Has the research or equivalent intellectual work on which the paper is based been well designed?  Are the methods employed appropriate?: The methodology section is quite good, but I have some objections:

(1) The language of the questionnaire needs to be mentioned in the paper. Is it English or local? If it is local, then who validates all the scales used in this paper in the local language first? Please mention. If the language of the questionnaire in English, then my question is how can you collect data precisely by using a foreign language?

(2) The data were collected from only two cities, but how these two cities can represent overall Indonesia? You have to collect data from more cities and also from rural sites to make this study more reliable. Otherwise mentioned it as a single-site survey.

(3) The sample size is not appropriate. Only 330 observations can not portrait the actual picture of the country.

Increase observations or mention it as a pilot survey.

4. Results:  Are results presented clearly and analysed appropriately?  Do the conclusions adequately tie together the other elements of the paper?: Give some time to the results section and conclusions so that the reader can easily understand your findings. Otherwise, it is adequate.

5. Implications for research, practice and/or society:  Does the paper identify clearly any implications for research, practice and/or society?  Does the paper bridge the gap between theory and practice? How can the research be used in practice (economic and commercial impact), in teaching, to influence public policy, in research (contributing to the body of knowledge)?  What is the impact upon society (influencing public

attitudes, affecting quality of life)?  Are these implications consistent with the findings and conclusions of the paper?: This paper deals with a political concept and the findings are drawn from only 330 primary data. The data set is poor to overcome bias. Moreover, perception analysis is also subject to a well-known

methodological bias problem. Therefore, I think a study like this paper, which is based on only 330 opinions, can provide serious misleading results to the policymakers, and its implication in the society will be

insignificant. So, my opinion is-either increase the data or mention in the title it is a pilot survey or a single-site survey.

6. Quality of Communication:  Does the paper clearly express its case, measured against the technical language of the field and the expected knowledge of the journal's readership?  Has attention been paid to the clarity of expression and readability, such as sentence structure, jargon use, acronyms, etc.: There are some problems with the quality of communication. It will be best for the author if a native speaker goes through the

paper. There are some spelling mistakes too that should be corrected.

First I should like to congratulate your for your topic. It is a very good one. I enjoyed reading your paper, which is very clear, well written, and understandable. I hope oyu are not discouraged by my many comments on the method. Please, consider them, you will not regret. Honestly, I think that taking this challenge is doable and it is a necessity. I wish you good luck.

Additional Questions:

1. Originality:  Does the paper contain new and significant information adequate to justify publication?: Yes.

The idea to test the hypothesis that the perceived response to COVID-19 may have a mediating role between trust and the the hypothesized other factors of trust is original.

2. Relationship to Literature:  Does the paper demonstrate an adequate understanding of the relevant literature in the field and cite an appropriate range of literature sources?  Is any significant work ignored?: I suggest that in addition to thepresent review of literature two more block of literature be presented and analyzed.

First, and most importantly,  literature on criteria and parameters to measure citizens' trust in government policies.

Second, any existing literature on other factors that determine trust, beyond the three factors retained by the authors.

3. Methodology:  Is the paper's argument built on an appropriate base of theory, concepts, or other ideas?  Has the research or equivalent intellectual work on which the paper is based been well designed?  Are the methods employed appropriate?: Partly.

Three lines of improvements are needed: 1) explain the limitations of the method, 2) be much clearer about the implementation of the method, and 3) improvements to the method.

Specifically, I strongly suggest the authors to consider the following:

1) The study is based on a cross-sectoral sample, as stated in the manuscript. In terms of trust modelling, this is not only unusual, it is a kind of limitation. It does not mean that the author should not do so, but they shall explain it. As a matter of fact, trust models usually take a time-series and check if between time-1 and time-2 trust has increased and if the factors selected are determining this increase, or not.

2) It is absolutely fundamental to explain how the authors measure "trust". This is not done. As said above, trust determination is usually done over a time period. As the authors make an enquiry at one point in time, this raises the essential and tricky question: what is trust in absolute terms? Is there an absolute measure of trust? And how is that measured? Without clarifying that, I think the author should avoid to publish their research. Large institutions, such as the EU and the World Bank, make periodic trust surveys in order to measure improvements in level of trust. The authors are certainly aware of them.

3) The authors asked to the same persons what are their perceived transparency, perceived accountability and perceived responsiveness, as well as their trust level. This is also a limitation that shall be explained in the article. We would rather expect to have two samples of persons, one where the three hypothesized factors are measured, and the other where the level of trust is measures. Asking all those questions to the same

individuals may result, at worse, in testing if the individuals are logical and consistent with themselves, and not measuring the actual relationship between the left-side and the right-side of the equation. Ideally of course, we would suggest to have an objective measure of the three factors, and an enquiry of the individual's trust level.

Of course, this limitation is compounded by the fact that the study is don at one single instant of time, and not over a period of time.

4) As said above, a literature review on other factors of trust is suggested. In addition, the authors should consider that their model may omit additional factors of trust. I come back to this below, when I comment about correlation vs. causality.

5) As an extension of the previous point 4, I would like to elaborate on age, sex and revenue. The enquiry has collected data on those three parameters. But they use it only for checking if the sample is representative. I suggest the authors to go further. It is necessary to test if those parameters are also relevant factors in the model. Do males have more trust than females? Do wealthier persons assess the accountability better than poorer ones? Do younger persons assess transparency better than older ones? Those are important

clarifications to make. For example, if a government is very transparent online, younger persons may be highly satisfied but older ones dissatisfied. If the government is very transparent but has little online presence, the reverse would result. This is important to do to check if there is any bias in the method itself, especially, again, because the study is at one single instant in time and not measuring improvement of trust over time, which would neutralize the bias; and because the same person is asked and answering questions on both the left- side and the right-side of the equation. In technical terms, those variable such as age etc. should be included into the model as "control variables" to ensure that they, indeed, do not play any role.

5) Correlation vs causality. The paper needs to be clearer about what is measured, even more so given the above considerations. To a large extent, the paper uses terms such as "related to" "positively related", "positive relationship", or “associated”, which is right. However, sometimes the paper jumps to conclusions and uses terms such as "effect", "impact" or “impacting” and other terms assuming causality.  The fact is that the statistical tools used did not test causality, but only correlation. The beta-statistic is only on correlation, as is the t-statistic. The R square is simply testing is the variance on the left side of the equation is explained by the variance on the right side, which is certainly more than a mere beta-statistic, but still falls short of a definitive assessment of causality between the endogenous variable and the exogenous variables. Back to the R-square.

Yes, this statistics is high. But it does not amount to a proof of causality, in particular if the time-dimension is omitted.

I suggest that the terminology used be limited strictly to statements on correlation.  Examples: there is a positive correlation between transparency and trust. But: the causality may well go the other way around. E.g.

if a government feels that it enjoys public trust it will dare to be more transparent, and if its feels distrust it will retain information. More crucially, if a citizen trusts the government for any reason, including irrational ones, he will certainly feel happy with the level of transparency and declare it that way in your questionnaire. If a citizen for any reason distrusts the government he will always feel transparency is not good enough. Again, this is why the author should consider extending the literature review and the analysis of limitations as stated above.

Another reason to recommend the author that they focus on correlation rather than causality is, again, related to temporality. The concept of causality is somehow linked with time: What has happened yesterday

(transparency) determines what happens today (your trust). Without time dimension, it will be a challenge for the author to explain what type of causality they are testing, what is the nature of that causality at one instant of time. Again, the authors should make sure they are note merely testing if individuals are delivering

consistent and logical answers.

The confirmatory analysis presented on page 9 is a good step. But the authors should consider to go beyond that as explained above.

6) At the risk of repeating myself, and coming back to point 2, the key question is: what explains the

VARIABILITY in trust. Hence, the first question is to clarify in the paper how to measure the variance in trust that has been explained. Especially in the absence of a time dimension this needs to be clarified.

7) Another question of terms used relate to the term "perceived".  Actually, all variables tested are "perceived"

values. Not only transparency, accountability, and responsiveness are "perceived" values, but also the core variable of "response to COVID-19" is a perceived value.  The authors to a very large extent make it clear, but there are exceptions. For example, on page 3, line 7, I suggest to add "perceived" before "response", and so on through the text. The same at line 31 of page 1 (Abstract).

8) As to the limitations, the authors rightly state the limitation in terms of formation of the sample, at the bottom of page 7. This limitation is unfortunate, but understandable. Where I have a question is in respect of the term “approached randomly” at line 3 of page 8. How can citizens be genuinely picked randomly after what is said on page 7? Does that simply mean that the collectors were advised to pick people at random, or

systematically? In that case, how is “random” defined here? I assume that the data collection is done at a given place and at a given time, and just for that there is no total random.  I the collector stands two blocks away from a mosque on Friday at 3pm, he will collect data form a high proportion of worshippers, not knowing it.

While if he stand there at 12h30 all worshipers would be in the mosque and not captured by the survey. In either case the distribution in terms of age, sex and revenue would probably not reveal that bias. In addition, how is it ensure that in fact, the collectors really make abstraction of any psychological factors and act at

random. Would they stop a busy lady with shopping bags and two babies in her arms, or a cyclist? What about the class of people who only move around by car or motorbike? I fear that in the term “approached randomly”

random only qualifies how people are approached in the last meters, but not all choices made before that.

4. Results:  Are results presented clearly and analysed appropriately?  Do the conclusions adequately tie together the other elements of the paper?: Yes, the paper is clear, and the conclusions are in line with the content.

For example, the paper uses "OTL - overall trust in the local government" and "OPT - overal public trust" to mean exactly the same thing.  This should be harmonized.

Sometimes on pages 11-12 the capital latin letter B is used instead of the greek caracter beta.

A small hint: on line 43/44 of page 10 it is written "Table 3" while "Table 2" is meant.

In table 1, it should be clarified that "P." means "perceived".

But in general teh paper is very well written.
