The Chairman ordered that the Treasurer's Report be received and referred to the Finance Committee of the Convention. Chairman Hermann stated that the Convention was ready to receive the Report of the Chairman of the Health and Physical Education Committee.
REPORT OF CHAIRMAN OF NATIONAL CULTURAL EDUCATION COMMITTEE
The President of the Convention ordered that this report be received and referred to the Committee on Health and Physical Education of the Convention. Report of the Credentials Committee on the allocation of delegates to Convention committees on the basis of the certificates submitted by the districts.
REPORT OF THE CREDENTIALS COMMITTEE ON COMMITTEE ASSIGNMENTS
The Chair then directed that the Convention should receive the report of the Credentials Committee covering the appointment of delegates to Convention committees. At this point, the Chairman announced the first session of the Convention adjourned, 13:00.
SECOND SESSION
The Chair stated that: Any changes desired by any of the delegates in the committee assignments or any errors in the report be corrected through the Credentials Committee. The convention then adopted the report by voice vote, and the delegates named in the several committees were declared ex-officio members of the respective committees. Vice President Mohr then announced the location of the meetings provided by the host company for several congressional committees.
The Secretary announced that excellent stenographic and typing facilities and facilities for duplicating reports would be made available to the officers of the Committees as soon as their reports were ready. At this point, Chairman Hermann stated that the next agenda of the Convention would consist of the meetings of the Convention Committees to enable them to consider the various resolutions submitted to them by districts and delegates.
Saturday Morning, August 30, 1952
On motion made, seconded and carried, the reading of the minutes of the First Session of the Convention was omitted. The Chairman requested that this committee have its report ready for presentation at the opening of the Third Session of the Convention. At this point a suggestion was made that a sergeant-at-arms be appointed to assist the officers of the Convention.
As there was no objection, the presiding officer ordered that the proposed rules would govern the discussion in the further part of the convention. The President then called for the report of the Finance Committee of the Convention, which was submitted by J.
REPORT OF THE FINANCE COMMITTEE
That receivables are divided by year in the annual report for the financial position. That the percentage contribution to the Endowment Trust Fund be limited to $1.00 of the $1.75 national per capita tax levied. During the consideration of the foregoing report, a committee of the Seventeenth National Congress of the Woman's Auxiliary of American Turners requested permission to deliver a message to the convention.
A demonstration of all activities as outlined in the four-point goals outlined in the principles of the American Turners. Chairman Hermann then asked for the report of the Convention Committee on Principles, Statutes and Grievances.
REPORT OF THE COMMITTEE ON PRINCIPLES, STATUTES AND GRIEVANCES
34;Chairman" (as printed above) and was then adopted by unanimous vote of the Convention and Chairman Hermann stated that this proposed amendment was adopted by a Federal Vote of 226 to 0. We recommend that in view of the fact that nothing of value has been gained by the individual Societies remitting their District fees to the National Office; and as the National Office incurs considerable work and expense in accounting for and repaying these District fees. After some discussion Chairman Hermann decided that the proposed amendment in Paragraph 6 was not in proper form and after the statements of the officers of the Convention Committee on Principles, Statutes and Grievances that other proposals had been before the committee covering the same subject in a better form, this paragraph was ordered to be referred back to the Convention Committee on Principles, Statutes and Grievances for reconsideration.
Since an affirmative majority of two-thirds of the federal votes represented at the Convention amounts to 150,213 votes and 159 1/4 votes were cast in the affirmative, Chairman Hermann declared that the proposed amendment was adopted by 159 1/4 votes. to 66 314. The Secretary of the Convention Committee on Principles, Statutes and Grievances then advised that Paragraph 7 had completed their original report to the Convention, which report was submitted with Turner Greetings and signed by.
THIRD SESSION
On the basis of a motion immediately tabled, seconded and unanimously accepted, Chairman Hermann declared that the Convention was adjourned to reconvene at 2 p.m.
REPORT OF THE NOMINATING COMMITTEE
Edward Groth of the Central States District Dr. Chairman of the National Health and Physical Education Committee:. After the list of nominees was completed, Chairman Hermann ordered that the convention proceed to the election of the various officers in order. This motion was enthusiastically adopted, and Chairman Hermann declared Turner Kierschner elected President of the American Turners.
This proposal was enthusiastically accepted and Turner Anderson was announced by the president as the first vice president of the American Turners. Turner Groth thanked the delegates and declared that he would do his best for the welfare and progress of American Turners.
REPORT OF THE COMMITTEE ON CULTURAL EDUCATION
The score of the music must be obtained by the National Secretary and made available to the competing Societies at cost. We recommend that the proposed schedule of craft competition classifications as submitted to this committee be adopted by the subcommittee of the National Rules Committee. We recommend that entries for music, vocal and orchestra, drum and bugle corps, theater and treasure be sent to the local cultural committee instead of to the Chairman of the National Cultural Committee.
We recommend that the competing group submit three copies of the sheet music of the chosen music to the local cultural committee one month before the festival. President Hermann then asked for the report of the Convention Committee on Health and Physical Education.
REPORT Of COMMITTEE ON HEALTH AND PHYSICAL EDUCATION
We recommend that each association that participates in the annual competition be issued with an appropriate certificate of the number of awarded association points and the association's position in its group. We recommend that two copies of the essay be submitted to the essay contest, one of which may be a duplicate, the original returned to the entrant, and the other copy retained by American Turners. Each of the thirty-one paragraphs of this report was adopted consecutively by voice vote after a few questions on several paragraphs and with little or no negative discussion on any paragraph.
The rules for physical education competitions at national festivals have the following title: "National Festival Rules of the American Turners.". The members of the National Board of Health and Physical Education consist of six (6) technically qualified Turner teachers who are actively involved in teaching in the Turner Society of American Turners; and represents two or more regions of American Turners.”.

We recommend that a suitable bowling committee be set up entirely separate from the Health and Physical Education Committee by the National Board. During the meeting of this committee, Turner Al Jones, Chairman of the Detroit Invitational Festival, invited all Turner organizations to attend this 195 3 festival on June and Turner Jones gave a clear explanation of the plans of their Festival Committee. During the consideration of the above report of the Committee on Health and Physical Education, Turner notified George Cheston of the Western New York District that a group of members of the Convention Health and Physical Education Committee members, of which he was one, intended to to present a minority. to report on a matter considered and rejected by the committee.
MINORITY REPORT OF THE HEALTH AND PHYSICAL EDUCATION COMMITTEE
This roll call vote was taken and resulted in the following: 149 for the amendment: md 77 against the amendment. 34;We, the minority, appeal to the convention to consider our recommendation to lower the age limit to only 15 years in National Turner Championships, to allow for greater participation." This rearranged recommendation of the minority report was then adopted by voice vote of the convention.
