In addition to the above named delegates and alternates, the following members of the National Council are present:. The final count of the correction came surprisingly close to the National Dues payments for 195 3.

August 18, 1954

The report of the Chairman of the Health and Physical Education Com- mittee, George L. Cheston, was next requested by Chairman Jacquin. Members of the Health and Physical Education Committee residing in the various areas took part in Natisnal Championships in their area. Due to the resignation of the National Chairman of Cultural Education, Turner J. L. Williams, as of August 1, 1954, Dr. Eklund, as Secretary of the Committee, stated that the report of the Chairman appeared in the 1953 Annual Report of the American Turners.).

It has been a pleasure working with Turner Cheston and I assure you that we are very fortunate in having him as Chair- man of the National Physical Educational Committee.). The children's classes, which are the lifeblood and backbone of the Turners, are in fair shape. In almost ninety percent of the societies I found that they have only part-time. instructors who are paid very little.

In the few societies where full-time instructors are em- ployed, the success of the society was noticeable. I believe that the future of the American Turners lies with the new members we have not yet developed.

SECOND SESSION

National Field Director It was moved and seconded that the report be received and that it also be published in American Turner Topics so that all Turners could read it. Motion made and seconded that the Chairman appoint a committee to present greetings to the Women's Auxiliary Convention.

Friday Morning, August 20, 1954

At this point a distribution was made to the delegates of a letter from Past President Weideman to Bob Stahl of the New York District and also copies of Turner Weideman's message to the Convention. President Kierschner explained that these letters do not necessarily have the approval of the National Council. Ei~khoff, President of the American Turner Endowment Trust, offering his resignation so that the Endowment Trust might operate on a more efficient basis.

Chairman Jacquin then asked for approval of the following rules to govern debate at the ensuing portion of the Convention. The Chairman then called for the report of the Finance Committee of the Convention which was read by Turner J. Edward Schenz of the Lake Erie District, a copy of this report being handed to each delegate:.

REPORT OF THE FINANCE COMMITTEE

Edward Schenz (Convention Secretary's Note: The Financial Statements referred to in the introductory paragraph of this report may be found for the period from January 1 to December in the Annual Report for 19 5 2 and for the period from January 1 to December 31, 195 3 in the minutes of the first session of this Convention.). It was ruled by the Chair that each item of the report was to be acted on separately. 3, Treasurer MacKay pointed out that in- creased printing costs accounted for some of the loss, but that revision of the mailing list would save about $2,500.00 in 1954 and '55 and the loss on Turner.

4 explained that a new source of supply for promotional supplies had been obtained and that profits would go up. 6 Turner Schenz recommended that the distribution of the Christmas Seals be at a Society level with proper poster dis- play and an active Christmas Seal Committee in each society. The Chairman next called upon the Convention Committee on Cultural Education to submit the report to the Convention.

REPORT OF THE CULTURAL EDUCATION COMMITTEE

We recommend that Article 24 of the National Cultural Rules be amended by adding the following paragraph. 34;The American Turners Annual Cultural Competition complete summary of points (July to June) shall be published in the Official Publication of the American Turners annually, as soon as available.". The whole report was read and following each numbered paragraph was reread for discussion by the Convention.

34;We recommend that the National Cultural Committee cooperate with the proposed National Youth Committee of the American Turners to en- courage participation in a Cultural Development program at the junior level." The amendment seconded, passed. During the consideration of the preceding report, a committee from the 18th National Convention of the Women's Auxiliary of the American Turners asked permission to deliver a message to the Convention. Chairman Jacquin next called for the report of the Convention Commit- tee on Bowling which was submitted to the Convention by its Chairman Turner Edward Timm in printed form so that each delegate had a copy, which read as follows:.

REPORT OF THE BOWLING COMMITTEE

We recommend that the American Turners National office be authorized to publish a book pertaining to the history of American Turners and their societies. We recommend that the American Turner Societies be known as the American Turners and that the word Turner-bund be barred from further use in all publication or publicity, except in writing historical articles. We also recommend that our mailing list for Turner Topics be am- plified with the names of the various libraries in the cities in which Turner halls now exist; and that the name of the local Turner society be attached in some way to this publication.

We recommefl;d that American Turner Topics being kept at the present level or at an even higher level as far as quality of printing and appearance is concerned. Ve recommend that the National office forward publicity and promo- tional advice to Society Publicity Directors. Orth, Secretary The above report was read and acted upon by the Convention, paragraph by paragraph and all five paragraphs were adopted by voice vote of the delegates after the words «except in writing historical articles" had been added to Paragraph No.

REPORT OF THE NATIONAL AFFAIRS COMMITTEE

Mergers with outside groups shall only be made with the consent of the National Council. We recommend that the action of the National Council of the American Turners in establishing the Missouri District be approved. 5 after being amended by proper action to read «we recommend that a member society or district of the American Turners, etc.".

Chairman Jacquin then called for the report of the Convention Committee on Principles, Statutes and Grievances. This committee was informed by the National Secretary that the proposed amendments to the Statutes were properly submitted to all Districts pursuant to Article 175 of the Statutes. Committee Chairman Stocker then submitted a Supplemental report of the Committee on Principles, Statutes and Grievances.

SUPPLEMENTAL REPORT OF COMMITTEE ON PRINCIPLES, STATUTES AND GRIEVANCES

Subsequent meetings of the Committee may be called by the National Council upon recommendation by the Chairman of the Committee. The National Secretary shall act as the Secretary of the Bowling Committee and the National Council shall keep, preserve, and have custody of the records of the National Bowling Committee. A percentage of the entry fee for bowling tournaments as deter- mined by the Bowling Committee and approved by the National Council shall be allocated for defraying expenses of the Bowling Committee.

The Chairman of the Committee on Principles, Statutes and Grievances then advised that this completed· the Supplemental Report .to the Convention, which report was submitted with Turner Greetings and signed by. Chairman Jacquin then stated that the balance of the report of the Con- vention Bowling Committee should be acted ·upon. 4 and 5 were deleted upon recommendation of the Bowling Committee because they were superseded by Amendments 69a through 69e.

FOURTH SESSION

This amendment was unanimously adopted by voice vote and the Chair declared the amendment adopted by a Federal Vote of 224 to 0. We recommend that recommendations and 11 of the Bowling Committee report be referred to the Bowling Committee for incorpo- ration into their Rules, Regulations, and Program. A motion was made and seconded and unanimously carried to change paragraph 31 of the Statutes of the American Turners to read: «The method of election of the Chairman of the Health and Physical Education, Cultural Education and Bowling Committees shall be the same as the· above except that, in view of the technical nature of these offices, the Health and Physical Educa- tion Committee of the Convention, the Cultural Education Committee of the Convention and the Bowling Committee of the Convention respectively, shall be required to submit nominees for these offices to the Convention.

REPORT OF THE COMMITTEE ON HEALTH AND PHYSICAL EDUCATION

That the National Council retain Turner George Cheston as Chairman of the National Health and Physical Education Committee. A minority report from the Convention Committee on Health and Physical Education was presented by Turner Kenneth Adler of the Lake Erie District as follows:. The undersigned member of the Committee on Health and Physical Educa- tion respectfully submits the following recommendation as a minority report:.

Motion made, seconded, and carried to drop Meriden from the rolls of the American Turners. It was regularly moved and seconded that these two societies be dropped from the rolls of the American Turners. The Council recommends that the South Side Turners of Omaha, Nebraska be dropped from the rolls of the American Turners.

Saturday Afternoon, August 21, 1954

Convention Committee for the splendid arrangements and facilities which they had provided for the convenience and entertainment of the delegates was seconded and enthusiastically carried. At this point Turner Eisele reminded the delegates of the grand job that was being done by our National Officers and suggested a vote of thanks was in order. Turner Lascari of the Buffalo Turners then led the delegates in a Turner Applause for the National Officers.

He thanked the delegates for their appreciation of the efforts of the National Officers and promised that all officers would continue to serve the American Turners to the best of their abilities. Turner Elmer Raasch, President of the Milwaukee Turners asked all dele- gates to take a copy of the July-August issue of the. The following report was read by the Secretary of the Committee, Turner Aaron Orchard of the Concordi~ Turners:.

REPORT OF THE NOMINATING COMMITTEE

Chairman of Health and Physical Education Committee, a Chairman of the National Cultural Education Committee, and a Chairman for the newly created National Bowling Committee. This request was granted and the Chair ordered that a ballet be taken for the election·· of· one of the two remaining nominees. There being no further nominations, in each case a motion was duly made, seconded and carried by voice vote of the Convention that nominations be closed and the Secretary cast one ballot for the unanimous election of the candidate.

In each case a motion was regularly made, seconded and carried by voice vote of the Con- vention to close nominations and to have the Secretary cast one ballot for the unanimous election of the candidate. Chairman Jacquin then asked for further nominations for Trustee of the American Turner Endowment Trust. A motion was made and seconded to thank the officers of the Convention for a splendid job.
