CHAPTER I INTRODUCTION

1.1 Background of the Apprenticeship

The Bengkalis Regency Government through the Gema Bahari Foundation established a university called the Bengkalis Shipping Polytechnic, which has 3 (three) study programs, namely: Ship Electrical Engineering, Ship Building Engineering and Ship Mechanical Engineering. Then, under the auspices of the Bangun Insani Foundation (YBI), the Bengkalis Marine Polytechnic changed its name to Bengkalis Polytechnic by adding 5 (five) study programs, namely:

Shipping Engineering, Mechanical Engineering, Electrical Engineering, Civil Engineering and Business Administration.

In July 2001, Bengkalis Polytechnic accepted the first batch of new students. Then in 2006, Bengkalis Polytechnic added 2 (two) new study programs, namely Business English and Informatics Engineering. Furthermore, on December 26, 2011, the Bengkalis Polytechnic officially became a State University (PTN) under the name State Polytechnic of Bengkalis through the Regulation of the Minister of National Education (Permendiknas) No. 28 of 2011 concerning the Establishment, Organization and Work Procedure of the State Polytechnic of Bengkalis and Culture of the Republic of Indonesia.

Then, from 2013 to 2016 the State Polytechnic of Bengkalis has added 9 (nine) new study programs, namely D4 Mechanical Production and Maintenance, D4 Electrical Engineering, D4 Road & Bridge Design Engineering, D3 Nautics, D3 Teknika, Management and Trading Ports, D4 Software Engineering, D4 International Business Administration and D4 Public Financial Accounting. And until 2021, the State Polytechnic of Bengkalis will again add 3 new study programs, namely D4 Marine Architecture Engineering Technology, D4 Information System Security, and D4 English. For Communication and Professionals. Thus, since 2000 until now the State Polytechnic of Bengkalis has 9 (nine) majors with 20 (twenty) study programs.

2 State Polytechnic of Bengkalis is a vocational campus that educates its students to create a competent spirit in various fields. State Polytechnic of Bengkalis implements a Apprenticeship program that is required to be followed by all final semester students.

Apprenticeship or better known as Practice Work or also abbreviated as KP is a series of activities that include an understanding of scientific theories/concepts applied in work according to the field of study. Apprenticeship can increase students knowledge and skills and can solve scientific problems in accordance with the theories they get in college. Apprenticeship is carried out, thus students can understand and apply well about the field of study. In addition, thus students can know the profession and work atmosphere in accordance with their study program. Thus, Apprenticeship is a useful place for students to use as a tool to gain knowledge and work experience. Apprenticeship is also one of the requirements for obtaining an applied bachelor's degree.

In this program, specifically for International Business Administration students in semester 7 (seven) Apprenticeship activities are carried out for approximately 4 (four) months, by choosing their own place and location for Apprenticeship. However, before choosing a place to do this program, the Apprenticeship coordinator provides several options or options for Apprenticeship places to students. Then, from some of these options the author is interested in carrying out Apprenticeship in the sector financial services, namely Pegadaian at PT. Pegadaian UPS Simpang Rumbai Branches.

PT Pegadaian is a company owned by BUMN that is engaged in financial services. The first PT Pegadaian was established in Sukabumi, West Java on April 1, 1901. The legal entity form of PT Pegadaian changed from a limited liability company to a limited liability company on September 23, 2021 based on Government Regulation (PP) No. 73 of 2021. PT Pegadaian has two types, namely conventional and sharia, whose operational activities are spread throughout Indonesia.

Pegadaian Syariah was first established in Jakarta under the name Sharia Pawn Service Unit (ULGS) Dewi Sartika Branch in January 2003. Following the

3 establishment of ULGS in Surabaya, Makassar, Semarang, and Yogyakarta in the same year until September 2003, 700 sharia outlets out of a total of 4,500 pawnshops, one of which is in Pegadaian Pekanbaru Area, Ahmad Yani Branch which has 5 Sharia Service Units (UPS), namely Dahlia UPS, Simpang Rumbai UPS, Harapan Raya UPS, Gobah UPS, and Paus Ujung UPS. The author does Apprenticeship in one of the units, namely UPS Simpang Rumbai which is located on Jalan Sekolah No. 19, Rumbai Pesisir District, Pekanbaru Regency, Riau Province.

1.2 Purpose of the Apprenticeship

The Apprenticeship activities of State Polytechnic of Bengkalis students, International Business Administration study program have the following objectives:

1. To describe job descriptions during Apprenticeship.

2. To know the place and time of Apprenticeship.

3. To explain Apprenticeshipplace systems and procedures.

4. To find out the obstacles and solutions during Apprenticeship.

1.3 Significances of the Apprenticeship

The Apprenticeship carried out is very beneficial for several parties such as students, companies and State Polytechnic of Bengkalis

1. For Students

There are several benefits from the implementation of Apprenticeship programs obtained by students, namely as follows:

a. Get a certificate from the company if you have completed the Apprenticeship program.

b. Get pocket money and transportation according to the agreement between the Apprenticeship participants and the company.

c. Students can develop work relationships and add experience to their resumes.

d. Students have the opportunity to apply theoretical or conceptual knowledge in the real world of work.

4 e. Students gain practical experience in applying theoretical/conceptual

science according to their study program.

f. Students have the opportunity to be able to analyze problems related to science that are applied in work according to their study program.

2. For Companies

The benefits of implementing Apprenticeship programs are also obtained by companies/institutions that accept Apprenticeship students, such as:

a. The company will receive labor assistance from students who do Apprenticeship Thus the work becomes a little lighter and easier.

b. The company will be recognized by academics and the world of education.

3. For State Polytechnic of Bengkalis

There are several benefits from implementing the Apprenticeship program obtained by the State Polytechnic of Bengkalis, which are as follows:

a. There is good cooperation/relationship between the campus and the company where students do Apprenticeship.

b. State Polytechnic of Bengkalis can improve the quality of its graduates through student Apprenticeship experience.

c. State Polytechnic of Bengkalis will be better known in the industrial or corporate world.

d. State Polytechnic of Bengkalis receives feedback from organizations or companies on the ability of students who take part in Apprenticeship in the world of work.

e. State Polytechnic of Bengkalis receives feedback from the world of work for curriculum development and learning processes.

CHAPTER II

GENERAL DESCRIPTION OF THE COMPANY

2.1 Company Profile

2.1.1 History of PT Pegadaian

The history of Pegadaian began when the Dutch colonial government (VOC) established Bank Van Leening, a financial institution that provides credit with a pawn system, this institution was first established in Batavia on August 20, 1746.

When the British took over Indonesian power from the Dutch (1811-1816) the government-owned Van Leening Bank was dissolved, and the public was given the freedom to set up pawnshops as long as they got a license from the local government (liecentie stelsel). However, this method has a bad impact, license holders carry out the practice of moneylenders or loan sharks which are felt to be less profitable for the ruling government (UK). Therefore, the liecentie stelsel method was changed to patch stelsel, namely the establishment of pawnshops given to the public who are able to pay high taxes to the government.

When the Dutch came back in power, the pattern or method of patch stelsel was maintained and had the same impact where the rights holders turned out to be a lot of fraud in running their business. Furthermore, the Dutch East Indies government implemented what was called "culture stelsel" where in the study of pawnshops, the suggestion put forward was that pawnshop activities should be handled by the government themselves in order to provide greater protection and benefits for the community.

Based on the results of this research, the Dutch East Indies government issued Staatsblad (Stbl) No. 131 dated March 12, 1901 which stipulates that the Pegadaian business is a monopoly of the Government and on April 1, 1901 the first State Pegadaian was established in Sukabumi (West Java), then every April 1 is commemorated as the birthday of Pegadaian.

During the Japanese occupation, the Pegadaian Bureau Head Office building located on Jalan Kramat Raya 162 was used as a place for prisoners of

6 war and the Head Office for the Bureau of Pawnshops was moved to Jalan Kramat Raya 132. Not many changes occurred during the Japanese government, both in terms of policy and organizational structure Pawnshop Office. The Pegadaian Bureau in Japanese is called Sitjieigeikyuku, the Head of the Pegadaian Bureau is held by a Japanese named Ohno-San with an indigenous person named M.

Saubari as his representative.

In the early days of the government of the Republic of Indonesia, the Office of the Pegadaian Bureau had moved to Karang Anyar (Kebumen) due to the increasingly heated war situation. The second Dutch military aggression forced the Pegadaian Office to be moved again to Magelang. Furthermore, after the war of independence the Pegadaian Office returned to Jakarta and Pegadaian was again managed by the Government of the Republic of Indonesia. During this period, Pegadaian has changed its status several times, namely as a Bureau of Business, changed to a State Company (PN) since January 1, 1961 based on Government Regulation in Lieu of Law (Perpu) No. 19 of 1960 Jo Government Regulation (PP) No. 178 of 1961, then based on Government Regulation (PP) No.

7 of 1969 became a Service Company (PERJAN), then based on PP. No. 10/1990 (which was updated with PP. No. 103/2000) it changed again to a Public Company (PERUM).

On April 1, 2012, the pawnshop changed back from (PERUM) to (PERSERO) based on PP no. 51 of 2011, and finally on September 23, 2021 Pegadaian changed back from (PERSERO) to (Limited Company) based on PP No. 73 of 2021, currently Pegadaian is a subsidiary of Bank Rakyat Indonesia which is engaged in three business lines, namely financing, gold, and various services. Since July 2, 2021, the Indonesian government has officially handed over the majority of the pawnshop shares to Bank Rakyat Indonesia through Government Regulation No. 73 of 2021, as part of the formation of a BUMN holding engaged in the ultra micro sector.

7 2.1.2 History of PT Pegadaian Syariah

Pegadaian Syariah are financial institutions that have the main activity in the form of pawning with sharia-compliant principles. Pegadaian Syariah is a relatively new institution in Indonesia. The concept of sharia pawnshop operations refers to a modern administrative system, namely the principles of rationality, efficiency and effectiveness that are aligned with Islamic values. Pegadaian Syariah was first established in Jakarta under the name Sharia Pawn Service Unit (ULGS) Dewi Sartika branch in January 2003. This was followed by the establishment of ULGS in Surabaya, Makassar, Semarang, Surakarta and Yogyakarta in the same year until September 2003. Still in the same year also 4 Pegadaian branch offices in Aceh were converted into Sharia Pawnshops.

Pegadaian Syariah currently has been formed as its own institution under the auspices of PT. Pegadaian and fully managed by PT. Pegadaian. It is expected that sharia pawnshops at Sharia Pawnshops can improve performance, facilitate operations and develop their businesses Thus they can increase every year both in terms of the number of customers for financing 51 and other products offered, the number of sharia branch offices and the number of sharia pawnshop units in Indonesia.

Pegadaian Syariah are financial institutions that have the main activity in the form of pawning with sharia-compliant principles. Sharia principles in sharia pawnshops are based on the DSN MUI Fatwa No. 25/DSN-MUI/III/2002 dated June 26, 2002 that loans by pledging goods as collateral for rahn debts are allowed.

Pegadaian Syariah in carrying out its operations adheres to sharia principles.

Basically, sharia based products have characteristics, such as not collecting interest in various forms because of usury, setting money as a medium of exchange rather than as a traded commodity, and doing business to obtain compensation for services or profit sharing.

The Pegadaian logo displays symbols of three intersecting circles which symbolize the journey of Pegadaian as a company from its history of existence, development to transformation into a financial solution that adheres to the corporate culture, namely AKHLAK (Amanah, Kompeten, Harmonis, Loyal, Adaptif and Kolaboratif). The symbols of three intersecting circles represent the three main services at Pegadaian such as Pawn and Micro Financing, Gold, and Various Pegadaian Services with the logo philosophy as follows:

1. Green color: Symbolizes shade, grows to help and protect the community 2. Figure Scales: Symbolizes justice and honesty

3. Letter Shape: Symbolizing to foster the impression of being humble, sincere and friendly in serving

2.1.4 Vision and Mission

Every company must have a vision and mission in order to realize its goals and as a driving force to carry out their respective programs, as well as PT Pegadaian UPS Simpang Rumbai Branches. The following is the vision and mission of PT Pegadaian UPS Simpang Rumbai Branches:

1. Vision

To become The Most Valuable Financial Company in Indonesia and as the community's first choice financial inclusion agent.

2. Mission

Mission is a statement of what the company must do. In an effort to realize

9 the vision and mission are also defined as the goals and reasons why the company was created. The following is the mission of PT Pegadaian UPS Simpang Rumbai Branches:

a. Providing optimal benefits and benefits for all stakeholders by developing the core business

b. Expanding the reach of MSME services through Ultra Micro synergies to improve the value proposition to customers and stakeholders

c. Providing service excellence with a customer focus through:

a. Simpler and digital business processes

b. Reliable and up-to-date information technology c. Strong risk management practices

d. Professional HR with good performance culture 2.2 Kind of Business

Business is an activity carried out by individuals or organizations that involve production, sales, purchase, or exchange of goods/services, with the aim of making a profit or profit. The word "business" can be used depending on the group. There are 3 (Three) ways to use the word business, namely:

1. Business Entity, which is a technical, juridical, and economic unit for profit.

2. Certain Market Sectors, such as the capital market.

3. All activities in the community of producers or producers of goods or services.

Business has many types, such as Agriculture Business, Raw Materials Production Business, Manufacturing Business, Construction Business, Transportation Business, Communication Business, Service Business, Big/Small Trading Business, and Financial Business. In Apprenticeship activities carried out the type of business of PT Pegadaian Syariah is Financial Business. Financial Business is a business in the financial sector that helps the community in terms of capital credit, insurance, planning and property ownership loans.

10 Activities PT Pegadaian is a company that runs its business based on the principles stipulated by law and aims to meet the needs of financial services. In its implementation, PT Pegadaian provides products and services in conventional and sharia systems that can be selected and utilized by customers. The following products are provided by PT Pegadain, namely:

1. KCA (Kredit Cepat Aman) or Rahn; Loans with a pawn legal system are given to all customer groups for both consumptive and productive needs, with a credit term of 4 months and an interest system per 15 days and per 10 days.

2. KCA Prima; a Fast and Secure Credit feature which is the right solution to get a loan with 0% interest and a tenor of up to 60 days and can be extended.

2.3 Organization Structure

The organizational structure of PT Pegadaian UPS Simpang Rumbai Branches is a type of functional organizational structure, namely the organizational structure based on the function of each component. PT Pegadaian UPS Simpang Rumbai Branches has 1 branch manager located at the Ahmad Yani branch. The function is to plan, coordinate, organize, and control the operational, administrative and financial activities of the branch office. For more details, see Figure 2.2 which shows the organizational structure of PT Pegadaian UPS Simpang Rumbai:

Each of the job position in organizational structure has its own responsibility and duty to reach the goals of its organization. These are the description of each position:

UPS Manager is a representative under the auspices of the branch office to fulfill pawn operations and other services offered, the UPS manager is responsible to the Branch Office.

12 2. Estimator

The Appraiser has the main task of estimating the collateral to determine the quality and value of the goods in accordance with applicable regulations in order to realize a reasonable determination of loan money and the good image of the company. The following are the details of the estimator's duties, namely:

a. Assess all the items that will be used as collateral by customers in taking credit.

b. Determine the loan money to be given with the existing conditions.

c. Fill in the proof of rahn (SBR)

d. Determine the installment of the cost of storing goods (marhun).

3. Cashier

The cashier has the main task of carrying out the duties of receiving and paying in accordance with applicable regulations for the smooth implementation of branch office operations. The following are the details of the cashier's duties, namely:

a. Prepare work equipment and supplies

b. Receive daily working capital from superiors in accordance with applicable regulations

c. Prepare small money for smooth execution of tasks.

d. Carry out receipt of repayment of loan money from customers.

e. Check the validity of the SBR starting from:

a. Calculate the capital lease and write it down on the SBR.

b. Inform the customer about the fees he must pay and receive money from the customer and calculate it.

c. Affixing the broad stamp and initialing the SBR body and its parts.

d. Writing proof of payment in duplicate, or receipt of payment from a computer or cash machine and tearing the SBR into two parts, namely the SBR body and the kitir.

e. Distributing SBR from proof of payment.

f. Make payments for credit loans

Security has the task of securing the assets of the company and customers in the office environment and its surroundings as well as creating comfortable conditions in the office environment during operating hours and outside operating hours.

5. Office boy

The office boy has several tasks that can be carried out in the workplace including:

a. Clean the office in the morning before the activity starts.

b. Arrange work equipment to be used.

c. Assist staff if needed for smooth work.

d. Cleaning equipment in the office.

2.4 The Working Process

In this report, the author explains about how the company's business processes and work processes are in goal.

2.4.1 The Business Process of PT Pegadaian UPS Simpang Rumbai Branches The business process at PT Pegadaian UPS Simpang Rumbai Branches is a company process in achieving profit and profit sharing. In Figure 2.3, the following is the business cycle or process of PT Pegadaian UPS Simpang Rumbai Branches:

Figure 2.3 illustrates the business process of PT Pegadaian Syariah, namely the company is a State-Owned Enterprise (BUMN) whose entire or most of the capital is owned by the State. Pegadaian was established to realize the ideals of BUMN to contribute to the movement of the national economy in general, providing benefits to the community in the form of providing quality and adequate products and services to meet the needs of the community at large.

2.4.2 The Working Process of PT Pegadaian UPS Simpang Rumbai Branches In carrying out this Apprenticeship activity, the author is placed in the Customer Service section, here are the duties and authorities of that section:

At PT Pegadaian UPS Simpang Rumbai Branches, the author carried out Apprenticeship based on the direction of the Apprenticeship supervisor in the field, namely helping the smooth operation of the appraiser and cashier. The author is given several powers and responsibilities to carry out the following tasks:

Sekolah/Khayangan No. 19, Rumbai Pesisir District, Pekanbaru Regency, Riau Province. With entry conditions starting at 08.00 to 16.00 WIB for Monday-Friday and from 08.00 to 13.00 WIB for Saturday.
