RESOLVED, That we approve the amendment of the 1985-86 budget of Circle K International to include a $17,000 grant from the Kiwanis International Foundation for the scholarship program.

EXECUTIVE COMMITTEE OF KIWANIS INERNATIONAL

The officers of a federation shall consist of a president and other officers as provided by the by-laws of the federation. The board of trustees of a federation consists of the officers and other trustees as provided in the bylaws of the federation. The president of the federation and other officers and trustees of the federation shall be elected as provided in the bylaws of the federation.

The duties of other officials of the association and the board of directors of the association are prescribed in the statute of the association. All officers and past district governors in the federation are authorized delegates to the convention of the federation.

Ramifications

Due to the need for each trainee to actually present a portion of the program to fellow trainees, train-the-trainer programs should generally be limited to a maximum of 20 people. The need to hold 205 sessions each year during a four-month period reduces our potential to handle training through the appointment of an additional professional staff. While the need to implement the program as quickly as possible is obvious, implementing a train-the-trainer program worldwide without first testing it would be similar to many of former President Johnson's Great Society Program Raving trainers coming to Indianapolis, a significant boost overall.

Staff Recommendations

During two years of testing and revision, the Leadership Training Program has gained wide acceptance and critical acclaim within each of the pilot districts. Kiwanians who have participated in numerous Kiwanis training efforts over the years truly find this program to be far superior to anything they have experienced in the past. A combination of leadership skills from this program, a truly effective guide, and an improvement in the quality of operations training within districts will produce leadership.

Selection, training and certification of quality trainers in each district with a minimum commitment of three years will give us a cadre of volunteer Kiwanians around the world to provide support. It is very likely that through continued networking among these trainers, we can continually improve all levels of our Kiwanis training efforts.

The committee discussed the plan's requirement that members, as specified in the pension plan document, be appointed to an administrative committee for the subsequent plan year beginning on October 1, 1986. The Collinses are hereby appointed as members of the plan's administrative committee. , to serve on such terms and to have such powers and duties as set forth in the Plan and Trust Agreement;. The committee discussed the plan requirement that members, as specified in the salary savings plan document, be appointed to an administrative committee for the subsequent plan year beginning October 1, 1986.

Collins is hereby appointed as members of the Administrative Committee of the Plan, to serve these terms and have the powers and duties set forth in the Plan and the Trust Agreement; The committee discussed the desirability of a proposal to amend Article XVIII of the Articles of Association.

Most plans offer at least a 1% employer match in order to ensure higher employee participation. This in turn hurts higher paid employees because their contributions are limited by the lower contribution rate. Also, without an employer match, the plan is viewed by many employees as undesirable or unattractive.

To avoid perceptions that this plan is "loaded" in favor of higher paid employees, it is desirable to make a higher contribution. Not to offer any employer match to Senior Managers may serve as an objection to their participation.

Staff was asked to expand on each of these criteria for the committee's review at the January meeting. The committee reviewed the need of clubs in extension areas for basic Kiwanis educational materials translated into their native languages. The committee reviewed membership growth in 1986-87 and plans to build new clubs, particularly as they related to operations outside of North America.

The Committee noted with concern that the Provisional District of Korea was still not progressing towards full district status. The committee requested that staff remind the district at the request of the committee that full district status must be achieved by October 1, 1988.

Any Circle K Club member in good standing with Circle K International and its respective district shall be. 4- CAPITAL EXPENDITURES

The Committee requested that the Accounting Procedures manual, with the exception of major changes, be completed by the end of the year. The Committee requested that Staff prepare a study of life membership revenue to include information such as how many life memberships have been sold and how many are still active, and whether the 10 year amortization is still a valid process. The Committee recommends approval of the changes to the 1986/87 budget as shown in Exhibit D. The changes include the revised grant expenditures and income for Kiwanis International and Key Club International, changes. arising from the Sponsored Youth interdepartmental levies, and requests for changes from various departments.

The subject of departmental grants was discussed and a recommendation will be presented by staff at the January board meeting. The attached material has been submitted to the Finance Committee and will be discussed at the Council meeting on Wednesday, October 8, 1986.

It was determined that the IBH tape drives, which were part 0£ the IBH System 3, would be transferred to the Nixdorf computer upon completion of the full conversion. A written contract was made with the Nixdorf Computer Corporation at the time of the original purchase providing for the loan of a tape drive for a period of six (6) months. However, to take full advantage of the software, it is necessary to add a letter-quality printer with sheet feeder near their physical location.

We would estimate that the time saved is approximately 15% of the current requirement, which we estimate at 50 hours per week. AB Dick machines are obsolete and must be replaced when the current maintenance expires.
