ABSTRAK
Laporan akhir ini berjudul “IMPLEMENTASI ADMINISTRASI PENDAFTARAN PENDUDUK NON-PERMANEN DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA BANDUNG PROVINSI JAWA BARAT” disusun untuk mengetahui tentang pelaksanaan administrasi pendaftaran kartu SKTS bagi penduduk non permanen di Kota Bandung dan mengetahui faktor apa saja faktor yang mempengaruhi pelaksanaan administrasi pendaftaran kartu SKTS serta apa saja upaya pemerintah untuk meningkatkan masyarakat non permanen dalam pelaksanaan administrasi pendaftaran kartu SKTS.
Metode deskriptif dengan pendekatan induktif dipilih dalam pengamatan untuk menggambarkan aspek-aspek yang berkaitan dengan fokus yang diamati dan dikaji serta bertujuan unutuk memahami sehingga dapat membangun pengetahuan dan mencari tahu apa yang terjadi. Untuk kemudian menarik suatu kesimpulan, pemecahan persoalan yang bersifat umum dengan menggunakan observasi, dokumentasi, dan wawancara sebagai instrumen pengumpulan data.
Berdasarkan observasi, dokumentasi, dan wawancara yang dilakukan maka diperoleh kesimpulan bahwa implementasi administrasi pendaftaran penduduk di Kota Bandung sudah berjalan dengan lancar, hal tersebut dilihat dari mekanisme pengurusan keterangan tinggal sementara, biaya dan penerbitan dokumen pendaftaran penduduk, pelaksanaan pendaftaran penduduk non permanen di Kota Bandung yang sudah sesuai dengan Undang undang dan dapat dimengerti masyarakat. Faktor faktor pendudukung dalam pelaksanaan pendaftaran penduduk non permanen di Kota Bandung yaitu faktor organisasi, faktor aturan dan faktor sarana. Walaupun sudah berjalan dengan lancar perlunya memberikan pelatihan bagi para karyawan baik melalui Diklat Pimpinan atau Diklat penjenjangan maupun pelatihan lainnya, dan juga perlunya peningkatan dan peremajaan sarana dan prasarana.

ABSTRACT
This final report entitled "IMPLEMENTATION OF THE ADMINISTRATION OF REGISTRATION OF RESIDENT NON-PERMANENT RESIDENCY IN THE SERVICE AND CIVIL REGISTRATION OF BANDUNG OF WEST JAVA" to find out about the execution of the administrative registration cards for SKTS non permanent residents in the city of Bandung and know what are the factors that affect the implementation of the administrative registration card SKTS and what are the Government's efforts to improve the public administration in the implementation of non permanent card registration SKTS.
Descriptive method with inductive approach chosen in the observations of depicting the aspects relating to the focus of the observed and reviewed as well as a aims for understand that it can build knowledge and find out what happened. To draw a conclusion, solving problems they are common with the use of observation, documentation, and interviews as an instrument of data collection.
Based on observation, documentation, and interviews obtained the conclusion that the implementation of the administrative registration of inhabitants in the city of Bandung has been running smoothly, it is seen from the mechanism of management of information temporary stay, cost and publishing documents of registration of the population, the implementation of non permanent registration in Bandung which is in compliance with the law and understandable society.
Supporting factors in the implementation of the registration of a non permanent residents in the city of Bandung,. a factor of organization, rules and means.
Although it's been running smoothly the necessity of providing training for employees, either through Training or Leadership Training and education levels as well as other training, and also the need for improvement and rejuvenation facilities and infrastructure.
