ABSTRAK
PENGARUH SISTEM MANAJEMEN KESELAMATAN KONSTRUKSI (SMKK) TERHADAP FENOMENA TUMBAL PROYEK

Pada masyarakat masih sering terjadi kesalahan persepsi bahwa kecelakaan kerja dianggap sebagai tumbal proyek atau Construction Sacrifice. Namun, Pada kenyataannya kecelakaan kerja terjadi karena penerapan SMKK yang buruk. Penelitian ini bertujuan mengidentifikasi persepsi pekerja dan ahli Keselamatan dan Kesehatan Kerja (K3) terhadap fenomena ini, serta melihat pengaruh penerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) terhadap tumbal proyek. Metode penelitian yang digunakan meliputi pendekatan kualitatif dan kuantitatif. Hasil penelitian berhasil mengidentifikasi persepsi pekerja dan ahli K3 terhadap fenomena tumbal proyek, serta faktor-faktor yang mempengaruhinya. Faktor penting yang berperan dalam mengurangi fenomena tumbal proyek antara lain dukungan sosial, pelatihan dan pemahaman, pengawasan, evaluasi K3, kondisi lingkungan, peran pemerintah, dan peran pekerja sendiri. Penerapan SMKK yang efektif melalui peningkatan pelatihan keselamatan, pengawasan yang ketat, dan evaluasi yang teratur, dapat membantu meminimalisir fenomena tumbal proyek. Dengan langkah-langkah yang tepat, diharapkan dapat meningkatkan Construction Safety Climate dan melindungi pekerja di proyek konstruksi.

THE INFLUENCE OF CONSTRUCTION SAFETY MANAGEMENT SYSTEM (SMKK) ON THE PHENOMENON OF PROJECT SACRIFICE

In society, there is often a misconception that work accidents are considered as sacrifices for projects or "Construction Sacrifice." However, in reality, work accidents occur due to poor implementation of Occupational Health and Safety (OHS) management systems. This study aims to identify the perceptions of workers and Occupational Health and Safety (OHS) experts regarding this phenomenon and to examine the influence of implementing Construction Safety Management Systems (CSMS) on project casualties. The research methods used include both qualitative and quantitative approaches. The research successfully identified the perceptions of workers and OHS experts regarding the phenomenon of project casualties, as well as the factors that influence it. Important factors that play a role in reducing the phenomenon of project casualties include social support, training and understanding, supervision, OHS evaluation, environmental conditions, government roles, and workers' own responsibilities. Effective implementation of CSMS through improved safety training, strict supervision, and regular evaluation can help minimize the occurrence of project casualties. With appropriate measures, it is hoped that Construction Safety Climate can be improved and workers on construction projects can be protected.
