Menjelaskan secara komprehensif perkembangan dan teori ilmu administrasi dan kaitannya dalam peranan pemerintah dalam tugas pengaturan (pemerintah umum), pelayanan masyarakat dan pembangunan nasional.
2. TUJUAN INSTRUKSIONAL KHUSUS :
Membahas asumsi dan paradigma yang mendasari berbagai konsep dan teori administrasi. Pembahasan mencakup pengaruh lingkungan pilitik, ekonomi, social dan budaya terhadap perkembangan teori maupun praktrk administrasi. Disamping itu juga dibahas usaha-usaha pengembangan administrasi (“administrative reform”, “reinventing government” dan sebagainya), serta kajian pengantar tentang strategi pembangunan dan kebijakan publik.
