SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 08.01.2016.

Summary observations of the Group on Agenda Items

Details of the mean maximum and minimum temperature during the week 31st December, 2015 to 06th January, 2016 were as under:-

Maximum Temperature

Above normal by 4 to 6oC over many parts of Rajasthan, Madhya Pradesh, Gujarat, Marathwada, Vidarbha, isolated pockets of Punjab, Haryana, Bihar, Jharkhand, Chhattisgarh, Telangana and North Interior Karnataka and by 2 to 4 oC over the country except Mizoram, Tripura, Andaman & Nicobar Islands, many parts of Jammu & Kashmir, West Bengal & Sikkim, Odisha, Coastal Andhra Pradesh, Tamil Nadu, Kerala, some parts of Bihar, South Interior Karnataka and isolated pockets of Assam, Telangana, Konkan, Madhya Maharashtra and North Interior Karnataka.

Normal to near normal in remaining parts of the country.

Minimum Temperature

Above normal by 4 to 6oC over some parts of West Rajasthan and isolated pockets of Kutch and by 2 to 4 oC over Andaman & Nicobar Islands, many parts of Uttarakhand, West Uttar Pradesh, Rajasthan, Saurashtra & Kutch, Gujarat, West Madhya Pradesh, some parts of Himachal Pradesh, Haryana, Delhi, East Uttar Pradesh and isolated pockets of Odisha, Chhattisgarh, East Madhya Pradesh and Madhya Maharashtra, Marathwada, Telangana.

Below normal by 2 to 4oC over isolated pockets of Rayalaseema, South Interior Karnataka, Kerala and Tamil Nadu.

Normal to near normal in remaining parts of the country.

In the winter season, weekly Rainfall for the country as a whole during the week 31st December, 2015 to 06th January, 2016 was 68% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 96% in East & North East India, 44% in North West India, 100% in Central India and 99% in South Peninsula.

The cumulative rainfall in the country during the post monsoon season i.e. 01st October to 31st December, 2015 was 23% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 58% in East & North East India, 26% in North West India and 63 in Central India. However, in South Peninsula has been higher by 16%.

Out of 36 met sub-divisions, 10 met sub-divisions constituting 22% of the total area of the country has received excess/normal rainfall and 26 met sub-divisions constituting 78% of the total area of the country has received deficient/scanty rainfall.

Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as 07th January, 2016 was 69.59 BCM as against 89.41 BCM on 07.01.2015 (last year) and 92.20 BCM of normal (average storage of the last 10 years) storage. Current year’s storage is 78% of the last year’s storage and 75% of the normal storage.

As per latest information available on sowing of Rabi crops, around 91% of the normal area under Rabi crops has been sown upto 08.01.2016. Area sown under all Rabi crops taken together has been reported to be 564.98 lakh hectares at All India level as compared to 582.46 lakh hectares in the corresponding period of last year.

Availability position of seeds and fertilizers has been found satisfactory.

1. Post Monsoon Season (October – December) during the week ending on 06th January, 2016

Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1

Rainfall during the week (31st December, 2015 to 06th January, 2016) Rainfall was normal in 01, deficient/scanty in 07 and no rain in 28 out of 36 meteorological sub-divisions.

Cumulative rainfall (01st October to 31st December, 2015) Rainfall was excess/normal in 10 and deficient/scanty in 26 out of 36 meteorological sub-divisions.

2. Reservoir Status (For the week ending on 07.01.2016)

The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.

 Water stock in 91 major reservoirs decreased to 69.59 BCM from the previous week’s level of 72.10 BCM. Current storage is lower than the last year’s position of 89.41 BCM and the average of last 10 year’s storage of 92.20 BCM.

The percentage to live capacity at FRL was 57% on 07/01/2015, 62% on 07/01/2014, 54% on 07/01/2013 and 61% on 07/01/2012.

There were 41 reservoirs having storage more than 80%, 27 reservoirs having storage between 50% to 80% of Normal Storage, 08 reservoir having storage between 30% to 50%, 15 reservoir having storage 30% of Normal Storage and 02 reservoir having no live storage.

3. Fertilizer Position:

4. Pest & Diseases:

Incidence of Red rot disease on Sugarcane has been reported in trace to moderate intensity in Cuddalore district of Tamilnadu state covering about 327 hectares. Incidence of brown plant hopper pest on Rice crop has been reported in trace to moderate intensity in nagapattinam district of Tamilnadu state covering about 27 hectares areas.

Incidence of spotted pod borer (Maruca testulatis) in Pulse crops like blackgram and greengram has been reported damaging crops considerable in few districts of Andhra Pradesh.

Incidence of Helicoverpa armigera pest on Arhar crop was reported in trace to moderate intensity in Dhamdha block of Durg district of Chhattisgarh state covering 40 hectares area. The crop stage was at flowering to pod initiation.

An advisory issued to Gujarat state regarding Incidence of Pink bollworm (PBW) on Bt (Bollgard II) cotton crop has been reported in low to moderate intensity in Baroda, Saurashtra, & adjacent regions of Gujarat Farmers may be advised to terminate Cotton crop in December without extending it any further. Further farmers are also advised not to store stalks, residues and infested seeds. Stalks and residues may be decomposed instead of burning of crop residues. If seeds are infested, these may be destroyed immediately. Farmers should ensure clean Cotton that is picked and stored in clean cloth bags. Farmers are also advised to avoid usage of gunny bags to prevent contamination of the Cotton.

Ginning mills were also advised to destroy the remains and infested seed of cotton.

General advisories have been issued to state Governments and CIPMCs for continuous monitoring of Yellow Rust diseases on Wheat crop in wheat growing areas of Haryana, Punjab, Jammu & Kashmir, Himachal Pradesh along with the monitoring of Aphids and White rust on Mustard growing areas on mustard in crop.

Incidence of yellow rust in wheat crop has been reported in trace intensity in few fields of Brahampur Upper, Upper Dabkheda, Nagliwara & Patti blocks of Anandpur Sahib of Ropar district of Punjab.

No shortage of Chemical / Bio-pesticides was reported from any State / UT.
