e-TENDER FOR CONCEPT DESIGN AND FABRICATION OF EXHIBITION STALL

A National level Agriculture Fair-cum-Exhibition is being organized by the Department of Agriculture, Cooperation & Farmers Welfare, Government of India jointly with Indian Agricultural Research Institute, Pusa, New Delhi at IARI, Pusa from March 19 – 21, 2016. Hon’ble Prime Minister of India is slated to inaugurate the event. More than one lakh farmers are expected to visit this mega event and many times more farmers are expected to join at district headquarters through telecast/ webcast.

IT Division intends to invite (through the portal www.eprocure.gov.in/eprcoure/app) bids in two bid format to have the turn key contract for concept design and fabrication of exhibition stall as per Scope of Work given at Annexure –A, for three days for Krishi Unnati Mela to be held at Pusa, New Delhi from

Mar19-21, 2016 from professional Exhibition

Designers/Fabricators/Agencies having long experience and good reputation for designing, fabricating & organizing exhibitions and supplying exhibition display.

Tender Form containing Terms & Conditions and detailed numerical criteria for evaluation of Technical Bids (Annexure– B), Eligibility Criteria and Marking Scheme (Annexure – C) and Financial Bid Format (Annexure– D) may please be seen in CPP portal besides www.agricoop.nic.in.

Interested agencies may submit bids online through www.eprocure.gov.in/eprcoure/app and required documents along with a Bank Draft/Pay Order of Rs. 50,000 (Rs. Fifty Thousand) as Earnest Money Deposit in the form of a Demand Draft/ Unconditional Bank Guarantee from Scheduled Commercial Bank in favor of “PAO (Sectt-I)”, Department of Agriculture, Cooperation & farmers Welfare, payable at New Delhi. The bids can be submitted by 14.00 noon on 4th March, 2016. The tender will be opened on the same day at 2.30 p.m. in Room No. 8-A, Krishi Bhawan, New Delhi-110012.

Annexure - A Scope of Work

1. The IT Division have taken a bare rectangular area of 36 Sq Mtrs in one of the two hangers being erected for the Krishi Unnati Mela, 2016. It is planned to showcase latest techniques and innovative interventions in the field of Agriculture Extension, Agriculture Entrepreneurship, Use of Space technologies and various ICT interventions for benefit of Indian farmers and all other stakeholders. The stall will have following broad distinct areas:-

(a) Use of Space technologies in the field of agriculture through models/Translites.

(b) Use of ICT in agriculture through – scrolling of live advisories with the help of a large sized Mobile phone, screening of short video clips, live demos

& on the spot registration of farmers for various ICT portals/services.

(c) Suitable sitting arrangements for groups of 20 persons.

2. The finally shortlisted agency will be responsible to visualize, conceptualize, design and execute the entire exhibition stall to suit above requirements with a blend of most modern techniques & innovative ideas. The tasks include the following:-

• Exhibition Stall Design and Fabrication

• Displays design and setup

• Signages Design

 Provision and running of High-end Digital Blow-ups, Scrolling Display/Translites

• Stall Fabrication and Dismantling including clearing of site

3. Broad requirements would be further explained during pre bid meeting to be held on Mar 02, 2016. Relevant base inputs for display, posters and films etc.

would be made available by the department. Besides execution of the exhibition task, the agency will be responsible for safety, security, subsequent dismantling of the structure and clearance of the site after the event.

Annexure – B TERMS & CONDITIONS

1. The Work Contract shall be valid for 3 months from the date of award. The job shall be completed under the direct supervision and directions of the officer/officers deputed by the Directorate of Extension/Department of Agriculture and Cooperation.

2. The contractor/bidder/agency will not be allowed to alter or modify their bids after expiry of the deadline for receipt of bids.

3. The eligibility criteria is as under:-

a) Professional designers/fabricators/agencies that are in the field of exhibitions/fairs for a minimum period of 3 years are eligible.

b) The agencies should have organized/executed minimum 10 exhibitions in the last 3 years with a value of more than 10 lakh each i.e.(2012-13, 2013- 14, 2014-15) out of which at least 2 should be large exhibitions involving budget of at least Rs. 25 lakhs each.

c) Sub contracted or sublet job, not on their name will not be considered towards eligibility. The agency which has the work order and a certificate of satisfactory completion / full payment proof shall only be considered for this purpose.

d) The minimum turn over from work related only to exhibitions supply of exhibits and display material for exhibitions and fairs should not be less than Rs. 15 crores during the last 3 years i.e. (2012-13, 2013-14, 2014-15). The turnover pertaining to advertisement, rental of super structures & film making will not be considered.

4. The bidders should submit on line Technical and Financial Bids and cost of the tender and earnest money on or before 04/03/2016 at 14.00 noon to Joint Director (Exhb.), Directorate of Extension, Room no. 203, Krishi Vistar Sadan, Pusa New Delhi.

5. The following documents should be submitted along with the Technical Bids:

a) Self attested Copies of work orders from Government/semi- government Departments/Organizations, Autonomous bodies including reputed private sector organizations for last 3 years.

b) Balance sheets and profit and loss accounts of his/her firm/company, for the 3 financial years 2012-13, 2013-14, 2014-15 duly verified by a Chartered Accountant (indicating membership no. of Chartered Accountant with seal).

c) A certificate indicating the amount of Turnover from exhibitions/fairs for each year from the Chartered Accountant. Copy of the work orders for each assignment in support of the turn over figure indicated.

iii d) Copy of sample works done in the past.

e) Copy of registration certificate, self attested.

f) Copy of Service tax/VAT registration certificate, self attested.

g) Copy of Income tax returns of last 3 years 2012-13, 2013-14, 2014-15 with PAN number.

h) Any other document which agency considers good for its consideration for the Rate Contract, self attested.

i) Company Profile.

6. The Financial Bid (Tender Form – Annexure -D) in pdf format. The bidders will prepare the tender format on their system, fill in the rates and other details as per tender document, save it in pdf format and thereafter upload it in the financial bid cover on CPP portal. The rates are to be quoted for all items and in the manner as specified above otherwise the tender/bid is liable to be rejected.

7. Bids/quotations received without earnest money will be rejected and their Technical and Financial Bids would be returned un-opened.

8. Every bid shall be accompanied by a Bank Draft/Pay Order of Rs.50,000/- (Rupees fifty thousand only) duly endorsed in favour of Drawing &

Disbursing Officer, Directorate of Extension, New Delhi and payable at New Delhi as Earnest Money. The security shall be valid for a period of 60 days beyond the final bid validity period.

9. The selection of the contractor/bidder will be done on the basis of cost-cum- quality formula of marks obtained for Technical (Tb) and Financial Bids (Tn).

The calculation of marks will be done with the weightage of 50% marks (weight of 0.5) for Technical Bid and 50% marks (weight of 0.5) for Financial Bid out of 100 marks. The marks for Technical Bid will be calculated on the basis of experience, turn over and past work as per criteria/mark system given in the enclosed Annexure – C. The agency getting overall maximum marks will be selected for award of work.

10. The contractor/bidder will have to make his/her own arrangements for the procurement of materials for the execution of the assigned work/jobs in the event. The Directorate of Extension will not make any advance payment for execution of any of the job/work.

11. No excuse will be entertained for non-completion of the job in the stipulated time frame. If at any stage, it is found that the work done by the contractor/bidder in any area is substandard or not up to the mark, the Directorate of Extension will have full power/right to get the job completed from any other agency at the risk and responsibility of the contractor/bidder and deduct the expenditure so incurred from the bill and also forfeit the Performance Security money.

12. The successful bidder will be required to deposit a Performance Security of Rs.3.00 lakh (Rupees three lakh only) or 15% of the order value whichever is more by way of Bank Guarantee from a Scheduled Commercial Bank or a Fixed Deposit Receipt.

13. The Performance Security so deposited shall remain valid up to 60 days beyond the expiry of period of rate contract or completion of all contractual obligations, whichever is later. The Performance Security of additional amount required for any particular work will have to remain valid for a period of 90 days from the date of completion of work.

14. Financial Bid (Rates) of the technically qualified agencies scoring 60 out of 100 marks and eligible as per Terms & Conditions only will be opened.

15. The rates quoted for the tender shall include transportation charges, packing and unpacking, loading and delivery of the material at the exhibition site. VAT, Service Tax or any other Government levies as applicable should be indicated separately for each item. VAT & service tax shall be paid as per rates prevalent at the time of award/execution of work.

16. The goods supplied shall be of ISI (BIS) standards.

17. The responsibility of insurance, safety and security of the material of the contractor/bidder at the exhibition site will rest entirely on them. The Directorate of Extension will not be responsible for any loss or damage to the items.

18. The bid shall be valid for acceptance for a period of ninety days from the last day of its submission.

19. The Directorate of Extension reserves the right to accept or reject any or all the tenders or accept only part of any tender or entrust the entire work to one or more contractors on item wise/or lump sum basis without assigning any reason or explanation therefore to the bidder/bidders.

20. The Financial scores (Tn) will be calculated on the basis of lowest financial quote (Fm) by awarding maximum financial score (i.e 100) to the lowest bid i.e. Fm. The scores awarded to other bidders with a bid value of Fb will be Tn = Fm/Fb x 100.

21. Final selection of the agency will be done on the basis of final score of the bid i.e. (0.5xTb) + (0.5xTn). The bid with the highest final score calculated in this fashion shall be considered as the best value bid. All bidders will thus be ranked from R1, R2…… Rn. In case of a tie, the bid that scored a higher Technical score (Tb) will be considered the best value bid.

22. The department also holds the right to ask R2 bidder to match R1 prices incase R1 bidder fails to sign the contract for whatsoever reasons and so on till a bidder is finally contracted.

23. If an item is executed not to the satisfaction of the Physical Verification Committee (in terms of quality & workmanship) and the Committee has no option but to accept it due to paucity of time, penalty of up to 50% may be imposed on such item as may be deemed appropriate by the Committee if

defects are not rectified even after giving opportunity to the contractor to rectify the defects.

24. If certain items included in the work order are not completed at all, a penalty of 50% of the value of such item may be levied in addition to withholding payment for such not completed items.

25. If execution of certain items is delayed up to a period not exceeding 30% of duration of the event, penalty @ of 20% per day of the value of such items will be imposed. After expiry of period of 30% of the event duration, the work will be deemed to be incomplete and will be dealt with as per Clause (24) above.

26. The material/items prepared/provided on lump sum/turnkey/purchase basis such as digital prints for display, flax, photographs, model, translites, rotogloves, diorama, storytelling board, electronic signage, etc other than on hire basis after the exhibition will belong to Directorate of Extension and the agency will have no claim on these. In the event of any reduction/increase there in, the agency shall be entitled to payment on prorata basis which will be decided mutually by a committee constituted for the purpose and having members of both parties.

27. At any time prior to the deadline for submission of bids to DAC, for any reason, whether at its own initiative or in response to the clarification(s) requested By Prospective bidders may modify the bidding documents by issuing amendments. The bidders will be notified of the amendments on the DAC/DOE websites (http:// agricoop.nic.in http:// vistar.nic.in) and these will be binding on them. Therefore Bidders are requested to visit the said website on regular basis for checking necessary updates.

28. The resultant contract will be interpreted under Indian Laws and all disputes emanating from the resultant contract shall be settled under the jurisdiction of the Delhi High Court.

29. The Agency will solely be responsible for insurance of all items provided by it.

Damage, if any, due to theft/ fire/ or due to any other mis-happening shall be borne by the Agency. In any such eventuality, the replacement of such damaged/stolen items will have to be done within 2 hours. Delay if any will attract penalty as per clause 24 above.

30. The agency shall also be responsible for damage/loss, if any to the property of the Department on account of negligence/poor quality workmanship during preparation/installation/conduct and maintenance of exhibits.

31. The Department shall have the copyright for all the designs and material prepared for the exhibition. A copy of the same in soft form shall also have to be provided by the agency. Under no circumstances shall the agency use this material elsewhere without the permission of the Department.

33. Scanned copy of Demand Draft for cost of tender as well as EMD should be upload on CPP portal.

34. The agency may have to make last minute changes in the approved design, lay out including supply of exhibits, if the situation so demands. It shall neither have any reservations doing so nor shall it claim any extra charges on this count.
