This report outlines the recent changes in the supply and demand of energy and provides important data and policy implications in an effort to contribute to the establishment and adjustment of a series of energy policies by the government.

This report is written by the Energy Demand and Supply Division of the Center for Energy Information and Statistics in cooperation with the Energy Statistics Research Division of KEEI and other related research divisions.

Summary

Energy Trends

□ Total Primary Energy Supply (“TPES”) has grown at much slower rate since 2012, posting the annual average growth rate of 1.9% from 2013 to 2018.

o The growth of TPES remained stagnant at around 0% from 2012 to 2013 but slowly recovered to around 2% in 2017. But the growth of TPES fell back to around 1% in 2018.

o The growth of TPES has not been strong compared to the past, which is partly because of the relatively stronger performance of low energy consuming industries and the slower growth of fuel input to power stations as a result of a slowdown in power demand.

□ The amount of energy used as feedstock and fuel have grown more slowly for the past five years, although the feedstock energy use made a relatively decent growth.

o The feedstock energy use (non-energy oil & coking coal) had grown at an average annual rate of 4.4%

from 2008 to 2013 driven by demand for bituminous coal in the steelmaking sector, but the growth rate declined to 2.8% during the recent five years (2013-2018).

□ The use of all energy sources, except petroleum, has grown more slowly or continued to decline for the past five years.

o Petroleum consumption rose by 2.5% on annual average between 2013 and 2018 due to lower prices and the expansion of the petrochemical plants.

o Coal consumption grew by mere 2.2% on annual average between 2013 and 2018, as the consumption plunged in the steelmaking and power generation sectors owing to the sluggish steel industry and limits on the maxim outputs of coal-fired power plants.

o Gas consumption recorded an annual average growth of 8.0% from 2008 to 2013, and then, increased by 0.3% on annual average from 2013 to 2018, as the consumption decreased in the power generation and city gas production sectors from 2014 to 2015.

o The total nuclear generation dropped by 0.8% on annual average from 2013 to 2018 owing to the closure of two reactors, the government’s stronger safety inspections and increased preventive maintenance, although the generation increased from 2014 to 2015 with the commissioning of new reactors.

o The growth of Electricity consumption slowed down to 2.1% from 2013 to 2018 as a result of sluggish

exports and the government’s electricity saving policies.

□ While the momentum of energy consumption in the industrial sector has weakened as of late, low oil prices have fortified the momentum of the transportation sector.

o Industrial energy consumption grew by 2.5% on annual average from 2013 to 2018, led by the petrochemical sector. The pace of growth, however, was much slower than in the past, especially in the primary metals sector, due to the economic slowdown.

o Transport energy use surged from 2015 to 2016 due to a sharp drop in oil prices. Since then, the growth rate continuously declined along with increasing oil prices, posting an average annual growth rate of 2.9% from 2013 to 2018.

o The growth rate of energy consumption in buildings continued to decline due to the stagnant population growth and improved energy efficiency. From 2013 to 2018, however, the consumption grew faster owing to the temperature effect (2.7% on annual average).

Energy Outlook

□ TPES is projected to grow at an annual average rate of 1.5% from 2018 to 2023, reaching 330.7Mtoe in 2023.

o TPES is expected to grow at slower rates during the forecast period (2018-2023) than the past five years, as the domestic economy is likely to stabilize at a low level.

o The annual growth rate of TPES and the economic growth rates are expected to be slightly different from the previous year due to temperature effect and the construction of new petrochemical plants.

o TPES, except feedstock energy, is projected to increase by 1.5% on annual average for the forecast period.

□ Energy intensity is projected to improve, while per capita energy consumption is likely to continue to grow.

o Energy intensity is forecast to decline at an annual average rate of 0.8% from 0.170 in 2018 to 0.163 in 2023

o Per capita energy use is expected to grow at an annual average rate of 1.4% from 6.0toe in 2018 to 6.4toe in 2023.

□ The use of almost all energy sources, except nuclear energy, is expected to grow more slowly from

2018 to 2023 compared to the previous years.

Korea Mid-term Energy Demand Outlook 2019 5 o Petroleum (↑1.2% on annual average): Petroleum demand is forecast to grow more slowly during the outlook period than in the previous 5 years, as a moderate recovery in global oil price is expected.

o Coal (↓0.6%) the growth rate of coal consumption will likely decline for the forecast period, as its industrial use remains stagnant due to slow recovery in iron & steel business, and the growth rate drops in the power generation sector partly because of the government’s restrictions on coal-fired power plants.

o Gas (↓2.4%) the growth of gas consumption is forecast to slow down for the forecast period, driven by a fast rate decline in the power generation sector, although gas use for city gas production grows moderately, led by the industrial sector.

o Nuclear ( ↑ 10.1%): Nuclear demand is projected to grow rapidly, as higher capacity factors are to be rebounded and five new reactors commissioned.

o Electricity (↑1.8%) Electricity consumption is projected to grow by less than 2% on annual average due to slower growth in the economy and relatively weak growth in large energy consuming businesses.

□ Total Final Consumption (“TFC”) is expected to grow at an annual average rate of 1.5% during the outlook period reaching 256.6Mtoe in 2023.

o Industry (↑1.6% on annual average) energy consumption is expected to increase, led by the petrochemical and fabricated metals sectors, though the annual average growth rate is projected to be around 1%, as the economy is expected to stabilize at a low level.

o Transport (↑1.2%) energy consumption will likely grow at a slower rate of slightly over 1% from 2018 to 2023 with no more effect of fuel tax relief from 2020 and subsequent moderate growth in oil prices.

o Buildings (↑1.7%) Final energy use in the buildings sector is forecast to increase by around 1% on annual average over the forecast period, led by electricity and gas.

Key features and Implications

□ As a result of the energy transition policy, the greenhouse gas emissions from power generation are expected to decline by 31 million tCO

2

e in 2023 from the 2018 figure.

o According to the 8

energy and coal will make up the largest share of new installations (23.6GW) between 2018 and

2023.

6 KOREA ENERGY ECONOMICS INSTITUTE o The total power generation is projected to increase by 2.4% on annual average during the outlook period, led by nuclear energy and renewable & other energy, and it is on the path toward reaching 618TWh by 2023.

o Coal, petroleum and gas-based power generations are expected to decline despite the growth in total generation, and accordingly, the greenhouse gas emissions from power plants will likely continue to decline.

o The share of fossil fuel-based power generation (coal, gas, oil) is forecast to consistently decrease during the outlook period from 69.7% in 2018 to low-to-mid-50% in 2023.

□ Energy demand growth is likely to slow down, especially coal and gas, led by the industrial sector.

o Coal and gas were the main drivers of the growth of TPES. However, the use of both energy sources will likely decrease for the forecast period, leading the decline in energy consumption growth.

o Final energy demand is expected to grow at slower rates in all end-use sectors, with the industrial sector leading the trend.

□ Considering economic uncertainty, the growth rates of TPES and TFC are expected to be 1.2 ~2.0%

and 1.1~2.0% on annual average during the outlook period.

o The economic growth rates in low and high growth scenarios are calculated by adding or subtracting 1.0% to/from the rate in base scenario.

o In high & low growth scenarios, TPES is expected to grow at an annual average rate of 2.0% and 1.2% respectively during the forecast period to reach 338.9Mtoe and 325.6Mtoe by 2023.

o In high & low growth scenarios, TFC will likely increase by 2.0% and 1.1% on annual average to 263.2Mtoe and 251.8Mtoe respectively in 2023.

o In high and low growth scenarios, energy intensity is expected to improve by 1.2% and 0.2% on

annual average to 0.160(toe/million won) and 0.169(toe/million won) in 2023.
