LITERATURE REVIEW AND THEORETICAL FRAMEWORK 2.1) Introduction

In the next section, the paper will engage with the fundamental question of the development of small urban centers in South Africa. As the above section highlights, there appears to be a downward trend in economic activity in small towns in South Africa and in most developing regions worldwide.

METHODOLOGY 3.1) Introduction

Most of the people participating in the local economy are employed in "elementary occupations" (Mpofana IDP, 2009). Consequently, the municipality needs to transfer some of the required skills to the area (Mpofana IDP, 2009). Cresswell (1994:12) describes case studies as "the researcher explores a single entity or phenomenon ("case") bounded by time and activity (a program, event, process, institution, or social group) and gathers detailed information using a series of procedures for collecting data over a sustained period of time.”

Denscombe (1994:16) states that "with snowballing, a pattern emerges through a process of reference from one person to another." Respondents would refer the researcher to another potential research interviewee. In most cases in the business community, the purpose of the research was verbally articulated during face-to-face interviews. A Likert scale (strongly agree, agree, neither, disagree, and do not agree) was used for the ordinal responses in the questionnaire about local businesses.

A total of twelve interviews were conducted during the fieldwork phase of the research project. Survey questionnaires were used in the research project to assess some of the perspectives of local businesses on the prospects for LED within Mooi River City and Mpofana Municipality.

RESEARCH FINDINGS 4.1) Introduction

Later, Alexander Lawrence bought the Grantleigh farm property which was west of the settlement. Alexander Lawrence sold some of his property for the development of railway services on the condition that a train station would be created that could be used by the local population (Seneque Maughan-Brown SWK, 1995 in Cunningham, 2001 see also www. routes .co.za /kzn/mooiriver/index.html). Some of the main economic activities of this city are agriculture, serving transport operators on the Johannesburg-Durban road and the entry point to the main tourist destination ie.

The town on the Mooi River was a center where farmers could sell their produce and export some to other areas of the country. In the post-war period, the textile industry appeared, which became the main economic activity of the city. This Mooi River textile company employed over 1,600 people in the community and established itself as the town's main economic activity.

However, the Taiwanese company has re-established the textile business in the community. One of the companies pointed out that they outsource some production inputs to contractors from the local community.

Although the respondents' businesses are shown to be dominant in the municipality, some of the main factors that are perceived to limit the growth of their businesses are the small size of the local market, the very low prices of consumer goods and the lack of qualified employees. .

Furthermore, the impact of the activities of governments (particularly local governments) is seen as a major source of constraint on the expansion of local businesses (see Figure 4.3 below). In most cases, the interviewees from the Mooirivier business community highlighted some of the comments made by other respondents.

5.2) Assessment of the economic trends and dynamics within Mpofana and Mooi River Area As mentioned in the previous chapter, the Mooi-Mpofana municipality is located in the uMgungundlovu district area. Furthermore, the tertiary sector (community services and finance) is the most dominant economic activity in the uMgungundlovu district. However, according to the location indicator, the agricultural sector has a comparative advantage in the district.

Mooi-Mpofana Municipality ranks sixth in terms of total contribution to Gross Value Added in uMgungundlovu District. Most companies in the Mooirivier sell their products to the local market. Therefore, the government should encourage the export of some of these raw materials. To stimulate business growth in the area, there is a need to improve the quality of life in the city of Mooirivier.

The town of Mooi River is the main economic center of the people in Mpofana Municipality. Part of the planned development in spatial development plans (and integrated development plans) has not yet been realized.
