A B S T R A C T

The s t u d y r e v i e w s t h e i m p l e m e n t a t i o n of DAS and IQMS in V u l i n d l e l a C i r c u i t from 2003 to 2 0 0 6 . The s y s t e m s t h i n k i n g a p p r o a c h and Soft S y s t e m s M e t h o d o l o g y s e r v e d as a p o i n t of l e v e r a g e in i d e n t i f y i n g p r o b l e m a t i c s i t u a t i o n s b e s e t t i n g the i m p l e m e n t a t i o n of DAS and I Q M S . The use of s y s t e m s t o o l s p r o v i d e d t h e m e a n s for c r e a t i n g d i a l o g u e b e t w e e n t h e f a c i l i t a t o r and the S M T m e m b e r s and p r i n c i p a l s . The s t u d y i l l u s t r a t e s t h e use of the s y s t e m s m a p s , s p r a y d i a g r a m s , i c e b e r g t o o l , b r a i n w r i t i n g and rich p i c t u r e s in s u r f a c i n g t h e a s s u m p t i o n s and b e l i e f s a b o u t t h e f a i l u r e of DAS and I Q M S . W i t h t h i s a p p r o a c h , SMTs and p r i n c i p a l s d e v e l o p e d t h e i r i d e a s a b o u t t h e way t h e y c o u l d i m p l e m e n t DAS and I Q M S .

S y s t e m s t h i n k i n g p r o v i d e d a p e r s p e c t i v e for a p p r o a c h i n g the p r o b l e m a t i c s i t u a t i o n s . A c o n c e p t u a l m o d e l for DAS and IQMS e v o l v e d t h o u g h t h e c o l l a b o r a t i v e e f f o r t s of SMT m e m b e r s and p r i n c i p a l s . A d e v e l o p m e n t a l and h o l i s t i c m o d e l e v o l v e d from t h i s p r o c e s s of s c h o o l d e v e l o p m e n t . A new way of t h i n k i n g a b o u t p r o b l e m a t i c s i t u a t i o n s is p r e s e n t e d to p a r t i c i p a n t s . A p r o c e s s of d i a l o g u e set t h e s t a g e f o r . s c h o o l d e v e l o p m e n t . N o t a b l e i m p r o v e m e n t s a r e h i g h l i g h t e d as i n d i c a t o r s of i m p r o v e m e n t d u r i n g the i m p l e m e n t a t i o n of DAS and I Q M S . The a p p r o a c h p r o m o t e s a c t i v e p a r t i c i p a t i o n , d i a l o g u e , r e f l e c t i o n and c o n t i n u o u s i n q u i r y and a s h a r e d v i s i o n in the f o r m u l a t i o n of c o n c e p t u a l m o d e l s .

CHAPTER 1 GENERAL OVERVIEW

1.1 Orientation to the study

W o r k i n g as a S u p e r i n t e n d e n t of E d u c a t i o n M a n a g e m e n t ( S E M ) with 24 s c h o o l s in V u l i n d l e l a W e s t W a r d i n v o l v e d b e i n g p a r t of a s e l e c t e d t e a m in a T o w a r d s E f f e c t i v e S c h o o l M a n a g e m e n t ( T E S M ) p r o g r a m m e . T h e T E S M p r o g r a m m e w o r k e d in p a r t n e r s h i p w i t h t h e L e a d e r s h i p C e n t r e . The s e l e c t e d t e a m i n v o l v e d p r i n c i p a l s and S E M s . In 2 0 0 3 t h i s c o l l a b o r a t i o n b e t w e e n t h e s e t w o led to a p r o g r a m m e for E d u c a t i o n L e a d e r s h i p w i t h a c c r e d i t a t i o n for a L e a d e r s h i p C e r t i f i c a t e . The p r o g r a m m e e x p o s e d us to a t w o - y e a r p r o g r a m m e of a c a d e m i c work w h i c h f o c u s e d a l s o on m o d u l e s for l e a r n i n g a n d c h a n g e , s c h o o l e f f e c t i v e n e s s , s c h o o l i m p r o v e m e n t and s y s t e m s t h i n k i n g . T h i s b e c a m e the t u r n i n g p o i n t in the way one a p p r o a c h e d work as a S u p e r i n t e n d e n t of E d u c a t i o n M a n a g e m e n t ( S E M ) in V u l i n d l e l a W e s t . T h e E d u c a t i o n L e a d e r s h i p c o u r s e r e q u i r e d t h a t p a r t i c i p a n t s t r a n s f e r t h e a c q u i r e d s k i l l s and k n o w l e d g e i n t o t h e work e n v i r o n m e n t . For all the w r i t t e n a s s i g n m e n t s a n d g r o u p w o r k the r e q u i r e m e n t was t h a t it n e e d e d to be b a s e d on t h e w o r k s i t u a t i o n . The p r o b l e m a t i c s i t u a t i o n s in t h e c o n t e x t of work o f f e r e d o p p o r t u n i t i e s for e n g a g i n g w i t h the r e a l i t i e s of the f a i l u r e s in t h e i m p l e m e n t a t i o n of p o l i c i e s . The c o l l e a g u e s in the T E S M p r o g r a m m e w o r k e d j o i n t l y in some of the a s s i g n m e n t s . The focus of w r i t t e n a s s i g n m e n t s was b a s e d on the r e f l e c t i o n s of w o r k i n g as a g r o u p , s h a r i n g the e x p e r i e n c e s of w o r k i n g in d i f f e r e n t work s i t u a t i o n s .

From 2003 o n w a r d s b e i n g an SEM i n v o l v e d a c h a n g i n g r o l e in c o n d u c t i n g d u t i e s due to the i m p l e m e n t a t i o n of t h e D e v e l o p m e n t a l A p p r a i s a l S y s t e m ( D A S ) in V u l i n d l e l a W e s t W a r d and I n t e g r a t e d Q u a l i t y M a n a g e m e n t S y s t e m ( I Q M S ) . T h i s s t u d y r e f l e c t s on some of the s e s s i o n s t h a t w e r e o b s e r v e d in the f a c i l i t a t i o n of p o l i c y i m p l e m e n t a t i o n for DAS and I Q M S in V u l i n d l e l a W e s t W a r d . A shift in the u n d e r s t a n d i n g of t h e r o l e of w o r k i n g as SEM b e c a m e a focal p o i n t of the study d u r i n g t h e i m p l e m e n t a t i o n of p o l i c i e s in c o m p l e x s i t u a t i o n s . The c o u r s e w o r k p r o v i d e d t h e a c a d e m i c r i g o u r , a new p r a c t i c a l a p p r o a c h and a p a r a d i g m shift in e n g a g i n g w i t h c o m p l e x and d y n a m i c s c h o o l c o n t e x t s . The P e r s o n n e l A d m i n i s t r a t i o n M e a s u r e s ( P A M ) d o c u m e n t i d e n t i f i e s seven r o l e s of an e d u c a t o r , one of w h i c h is t h a t of a r e f l e c t i v e p r a c t i t i o n e r . T h e s t u d y was b a s e d on u n d e r t a k i n g a r e f l e c t i v e a p p r o a c h w h i l s t u s i n g s y s t e m s t o o l s in the i m p l e m e n t a t i o n of DAS and IQMS p o l i c i e s . The h i s t o r i c a l n a t u r e of the s t u d y i n v o l v e d a s e r i e s of w o r k s h o p s c o n d u c t e d w i t h SMT m e m b e r s and p r i n c i p a l s from 2 0 0 3 - 2 0 0 6 . T h e s e o b s e r v a t i o n s a l s o t o u c h on the i m p l e m e n t a t i o n of DAS and IQMS and how t h e n a t u r e of work of the p r i n c i p a l and t h e SEM has c h a n g e d due to t h e s e p o l i c i e s .

1.2 Purpose Statement

The p r i m a r y p u r p o s e of t h i s s t u d y is to r e f l e c t on t h e e x p e r i e n c e of w o r k i n g as SEM d u r i n g the i m p l e m e n t a t i o n of D e v e l o p m e n t A p p r a i s a l S y s t e m ( D A S ) and I n t e g r a t e d Q u a l i t y M e a s u r e m e n t S y s t e m ( I Q M S ) in V u l i n d l e l a C i r c u i t and V u l i n d l e l a W e s t W a r d from 2 0 0 3 to 2 0 0 6 . T h e study e x p l o r e s how t h e role of the s y s t e m s t h i n k i n g and soft s y s t e m s m e t h o d o l o g y c o n t r i b u t e d to t h e

f a c i l i t a t i o n of t h e i m p l e m e n t a t i o n of the p r o g r a m m e of DAS and I Q M S a m o n g s t t h e s c h o o l s in V u l i n d l e l a W e s t W a r d .

1.3 Stating the Problem

T h r e e d e c a d e s ago S a r a s o n o b s e r v e d and e x p r e s s e d a c o n c e r n a b o u t how the t e a c h e r s w e r e ill p r e p a r e d and not fully e q u i p p e d for t h e r e a l i t i e s of c l a s s r o o m life ( 1 9 7 1 : 5 5 ) . T h i s s t a t e m e n t can s t i l l be u t t e r e d a b o u t the s t a t e of our s y s t e m a n d t h e d y n a m i c s n a t u r e of t h e s c h o o l in w h i c h t h e e d u c a t o r s , S c h o o l M a n a g e m e n t T e a m ( S M T ) m e m b e r s and SEMs w o r k . The e d u c a t i o n s y s t e m is such a c o m p l e x s y s t e m of i n t e r r e l a t i o n s h i p s t h a t need to be u n d e r s t o o d a l s o from the p e r s p e c t i v e of s y s t e m s t h i n k i n g . The e d u c a t o r t h a t was p r e p a r e d o n e , t w o or t h r e e d e c a d e s ago c a n n o t be g u a r a n t e e d to c o p e w i t h t h e i s s u e s t h a t are c u r r e n t in our s c h o o l i n g s y s t e m . T h e o t h e r s i g n i f i c a n t a c t o r s in t h e s c h o o l i n g s y s t e m are the S M T m e m b e r s and SEMs who h a v e a l s o b e e n c a u g h t up in t h i s web of c o m p l e x i t y a n d d y n a m i c c h a n g e t h a t is i n f l u e n c i n g t h e i r work s i t u a t i o n . In t h i s d e c a d e a l o n e t h e r e h a v e b e e n a t t e m p t s to b r i n g a b o u t s c h o o l r e f o r m in t h e c u r r i c u l u m , t e a c h i n g , a s s e s s m e n t , q u a l i t y of t e a c h i n g and l e a r n i n g , the t r a i n i n g and r e - t r a i n i n g of e d u c a t o r s , SMT m e m b e r s and SEMs in o r d e r to c o p e w i t h the l a t e s t c h a n g e s . This has been a d i f f i c u l t t e r r a i n f r a u g h t with a lot of t r i a l and e r r o r and p r o j e c t s t h a t w e r e l a c k i n g in s u s t a i n a b i l i t y .

The N a t i o n a l E d u c a t i o n D e p a r t m e n t i n t r o d u c e d R e s o l u t i o n No 4 M 9 9 8 c a l l e d D e v e l o p m e n t a l A p p r a i s a l S y s t e m ( D A S ) . T h e a t t e m p t s for the c a s c a d i n g of t h i s R e s o l u t i o n 4 M 9 9 8 w e r e u n s u c c e s s f u l due to a n u m b e r of r e a s o n s . T h e n in 2 0 0 3 the N a t i o n a l E d u c a t i o n D e p a r t m e n t and the t e a c h e r u n i o n s c o l l e c t i v e l y s i g n e d R e s o l u t i o n 8 \ 2 0 0 3 t h a t is I n t e g r a t e d Q u a l i t y M a n a g e m e n t S y s t e m ( I Q M S ) . In 2 0 0 4 a c o n c e r t e d effort was made to c a s c a d e t h e i m p l e m e n t a t i o n of I Q M S . T h e s e a t t e m p t s were u n s u c c e s s f u l due t o a n u m b e r of r e a s o n s . D u r i n g t h e c o u r s e of t h e y e a r in A u g u s t 2 0 0 4 t h e r e w e r e t e a c h e r s t r i k e s a r o u n d t h e i s s u e of b a c k l o g s . In N o v e m b e r 2 0 0 4 t h e Q u a l i t y A s s u r a n c e d i r e c t o r a t e c a l l e d for an IQMS I n d a b a , w h e r e all t h e s t a k e h o l d e r s were c a l l e d to d i s c u s s the f a i l u r e s , c h a l l e n g e s and w o r k out a s t r a t e g y for i m p l e m e n t i n g I Q M S in 2 0 0 5 . All the s t a k e h o l d e r s a d o p t e d the p r o g r a m m e of a c t i o n for i m p l e m e n t i n g IQMS in 2 0 0 5 . At t h e b e g i n n i n g of 2005 the D i s t r i c t c o - o r d i n a t o r s for IQMS w e r e c a l l e d for a r e f r e s h e r c o u r s e in o r d e r to e m b a r k on an i n t e g r a t e d a p p r o a c h to t h e i m p l e m e n t a t i o n of I Q M S a c r o s s the s c h o o l s of K w a z u l u - N a t a l .

M o t s w a k a e ( 2 0 0 6 : 2 1 5 ) r e p o r t s t h a t in t h e e a r l y 1990s B o t s w a n a e x p e r i e n c e d t e a c h e r s t r i k e s w i t h t h e i n t r o d u c t i o n of t e a c h e r a p p r a i s a l and its link w i t h s a l a r y i n c r e a s e and pay p r o g r e s s i o n . In 1992 the B o t s w a n a E d u c a t i o n M i n i s t r y i n t r o d u c e d t h e T e a c h e r P e r f o r m a n c e A p p r a i s a l : Form T M S 3\4 a i m i n g at p o r t r a y i n g a n o n - t h r e a t e n i n g , v a l i d and c o m p r e h e n s i v e s y s t e m . In a S u n d a y T i m e s a r t i c l e of 2 A p r i l 2 0 0 6 , t h e r e p o r t i n d i c a t e s t h a t t e a c h e r s are g i v i n g t h e i r c o l l e a g u e s top m a r k s for c l a s s r o o m p e r f o r m a n c e , a l t h o u g h t h e r e s u l t s of l e a r n e r s are d i s m a l . The N a t i o n a l E d u c a t i o n D e p a r t m e n t is a d m i t t i n g t h a t its r a t i n g i n s t r u m e n t for t e a c h e r s is not w o r k i n g w e l l . In the c o n t e x t of e n g a g i n g w i t h i s s u e s as a l e a r n e r one n e e d s to be a b l e to t h i n k on t h e spot in r e l a t i o n to w h a t p r e v a i l s in t h a t p a r t i c u l a r c o n t e x t ( C l a r k and L a m p e r t 1 9 8 6 ) . The i n t e r a c t i o n and d i a l o g u e n e e d s to c e n t r e a r o u n d q u e s t i o n i n g , l i s t e n i n g and p r o b i n g - t h e s e are i m p o r t a n t s k i l l s t h a t p r o m o t e i n t e r a c t i o n d u r i n g the p r o c e s s of l e a r n i n g ( F o s n o t 1 9 8 9 : 2 1 - 2 2 ) .

The p r o c e s s of w o r k i n g w i t h p r i n c i p a l s in DAS and I Q M S i n v o l v e d a shift in t h e p a r a d i g m and the r o u t i n e work of t h e S E M . It t o o k the s h a p e of b e i n g m o r e i n v o l v e d in f i e l d w o r k t h a t p r o m o t e d d i a l o g u e , i n t e r a c t i o n and e n q u i r y . T h e r e was a lot of e x p e r i m e n t a t i o n , as c o m p a r e d to t h e r o u t i n e of d e l i v e r i n g c i r c u l a r s a r o u n d s c h o o l s . T h i s e x p e r i e n c e n e e d s to be s u p p o r t e d by an a p p r o a c h t h a t n e e d s to e m p o w e r SEMs in r e f l e c t i v e field r e s e a r c h . T h i s is a s t r a t e g i c t i m e and a p p r o p r i a t e t i m e for SEMs to r e f l e c t w i t h m o r e i n s i g h t and f o c u s e d q u e s t i o n i n g i n t o t h e i r r o l e s as s u p e r v i s o r s . The k i n d of a m o d e l of an SEM t h a t e x i s t s does not fit w i t h the e s p o u s e d r o l e t h a t has been c r e a t e d by t h e i n t r o d u c t i o n of I Q M S . The m o d e l t h a t is a p p r a i s e d in t h e s t u d y , g i v e s t h e SEM an o p p o r t u n i t y to m a k e an i n - d e p t h s t u d y of the q u e s t i o n s r e l a t e d t o c l a s s r o o m r e l a t e d i s s u e s and m a n a g e r i a l i s s u e s in a new w a y . It r e q u i r e s the SEM to c o n t i n u a l l y e n g a g e in f r e q u e n t e v a l u a t i o n of his or her own l e a r n i n g in the p r o c e s s . T h e t r a d i t i o n a l m o d e l s offer o n l y t h a t t h e SEM w r i t e s r e p o r t s , w h i c h b e c o m e s a r i t u a l i s t i c in the long r u n . H o w e v e r t h i s does not n e c e s s a r i l y m e a n t h a t the kind of SEM t h a t is w o r k i n g does not r e f l e c t . R a t h e r it i m p l i e s t h a t t h e r e are d i f f e r e n t l e v e l s of r e f l e c t i o n - t h a t w h i c h is t e c h n i c a l , i n t e r p r e t a t i v e and c r i t i c a l r e f l e c t i o n ( G o r e 1987 c i t e d in T a b a c h n i c h a n d Z e i c h n e r 1 9 9 1 : 3 9 ) . One of t h e s e r i o u s flaws in t e c h n i c a l r e f l e c t i o n is t h e r e p r o d u c t i o n of t h e l i m i t e d r o l e of the SEM who f o c u s e s n a r r o w l y on w h a t he or she does in t e r m s of t h e way he or she has b e e n p e r c e i v e d to p e r f o r m .

The i n t e r p r e t i v e v i e w e x p o s e s and c l a r i f i e s p e r s o n a l m e a n i n g , a l t h o u g h it fails to c o n f r o n t t h e h i e r a r c h i c a l and a l i e n a t i n g s t r u c t u r e s found in the way t h e S E M s w o r k w i t h t h e i r s u p e r v i s o r s . The c r i t i c a l m o d e l h o l d s p r o m i s e s for c o n f r o n t i n g t h e m e n t a l m o d e l s , s t r u c t u r e s a n d i d e o l o g i e s t h a t u n d e r p i n t h e p e r c e p t i o n of the w o r k of t h e SEM ( B u l l o u g h and

T h e c r i t i c a l view not only c l a r i f i e s e d u c a t i o n a l m e a n s and ends but a l s o h o l d s t h e m up to c r i t i c a l s c r u t i n y in t h e b e l i e f t h a t SEMs have to r e c o g n i s e and t h e n c o n f r o n t u n q u e s t i o n e d r o l e s , i n t e r n a l i s e d v a l u e s and s t r u c t u r e s and p o w e r r e l a t i o n s w h i c h f o s t e r n a r r o w and o p p r e s s i v e r e l a t i o n s of s u p e r v i s o r and s u p e r v i s e e .

This final p a r a d i g m is t h e one t h a t offers t h e SEMs a p l a c e of r e s p e c t a b i l i t y in t h e e d u c a t i o n s y s t e m , not b e i n g r e g a r d e d as the w e a k e s t link in the c h a i n . It is t h e one t h a t is n e e d e d in o r d e r to i n s t i l an e n q u i r i n g and c r i t i c a l mind in the p r o s p e c t i v e S E M . T e a c h i n g p r a c t i c e and t e a c h i n g are m u t u a l l y d e p e n d e n t . In t h e S o u t h African s c h o o l i n g s y s t e m t h e SEMs h a v e been d e t a c h e d from the o b s e r v a t i o n of c l a s s r o o m p r a c t i c e . The p o l i t i c a l era from w h i c h t h e c o u n t r y has e v o l v e d r e q u i r e d t h a t t h e SEMs be d i s t a n c e d from t h e c l a s s r o o m c o n t e x t , due to t h e n a t u r e of the a p p r o a c h t h a t was u s e d by t h e p r e v i o u s r e g i m e in c o n d u c t i n g i n s p e c t i o n s . The SEMs w e r e c o n d u c t i n g t h e s e s c h o o l v i s i t s in a n e g a t i v e w a y , w h i c h i n s t i l l e d fear and a n x i e t y a m o n g s t the e d u c a t o r s . The way SEMs p e r f o r m e d t h e i r d u t i e s was p r e m i s e d on j u d g e m e n t a l a p p r o a c h to e v a l u a t i o n . T h e i r a p p r o a c h to work was c h a r a c t e r i s e d by a t e c h n i c a l r a t i o n a l p e r s p e c t i v e w h i c h l a c k e d d i a l o g u e . It a s s u m e d t h a t t h e SEM due to his or her e x p e r i e n c e knew e v e r y t h i n g . T h e y o n l y c a m e to c o n f i r m t h e i r a s s u m p t i o n s r e g a r d i n g what may not be t h e r i g h t way of t e a c h i n g . S o m e h o w , t h e i r t e c h n i c a l and j u d g e m e n t a l a p p r o a c h was a l s o r i t u a l i s t i c .

The r i t u a l i s t i c way of c o n d u c t i n g i n s p e c t i o n s p r o m o t e d a r i t u a l i s t i c a p p r o a c h to t e a c h i n g . T h i s c o u l d be o b s e r v e d from t h e b e h a v i o u r of t e a c h e r s , w h e n e v e r i n s p e c t o r s were c o m i n g to c o n d u c t s c h o o l v i s i t s . T e a c h e r s p e r f o r m e d on t h e day of the v i s i t and r e v e r t e d to t h e i r old ways o n c e the i n s p e c t o r s had f i n i s h e d t h e i r w o r k . The r e p o r t s t h a t were w r i t t e n by t h e i n s p e c t o r s w e r e n e v e r d i s c u s s e d w i t h t h o s e who w e r e b e i n g i n s p e c t e d . C o r n b l e t h b e l i e v e s t h a t t h i n k i n g is a s o c i a l p r o d u c t , as well as a c o g n i t i v e a c t i v i t y s h a p e d by t h e m i l i e u and n o r m s of the c o m m u n i t y it o c c u r s ( c i t e d in G r a v e s 1 9 9 0 : 1 9 3 ) .

In the 1980s to 1990s w i t h the e m e r g e n c e of p o l i t i c a l l y led t e a c h e r u n i o n s , the p r a c t i c e of i n s p e c t i o n was c h a l l e n g e d in t h e S o u t h African s c h o o l s . In s o m e a r e a s i n s p e c t o r s w e r e p h y s i c a l l y c h a s e d a w a y from s c h o o l s . The s c h o o l s b e c a m e t e r r a i n s and p l a c e s of i n f l u e n c e for t h e u n i o n s and t h e p r a c t i c i n g t e a c h e r s . P o l i t i c a l e v e n t s of e a r l y 1990s led to the first d e m o c r a t i c e l e c t i o n s . For a n u m b e r of y e a r s a v a c u u m had come to e x i s t e n c e in t e r m s of t e a c h e r e v a l u a t i o n .

2 . 3 T e a c h e r a p p r a i s a l

With the w i d e - r a n g i n g c h a n g e s in e d u c a t i o n , a p p r a i s a l has b e c o m e a s i g n i f i c a n t f e a t u r e of the s c h o o l s y s t e m . The l i t e r a t u r e ( E v a n s and T o m l i n s o n , 1 9 8 9 : 8 ; J o n e s et. a l . , 1989; P o s t e r and P o s t e r , 1991) i n d i c a t e s t h a t a p p r a i s a l was i m p l e m e n t e d fifteen y e a r s ago in the B r i t i s h e d u c a t i o n s y s t e m . E v a n s and T o m l i n s o n ( 1 9 8 9 : 8 ) p o i n t out t h a t the main r e a s o n for i m p l e m e n t i n g a p p r a i s a l is to i m p r o v e t e a c h i n g and

l e a r n i n g . The s c h o o l i m p r o v e m e n t m o v e m e n t o v e r e m p h a s i s e d the idea of s c h o o l a c c o u n t a b i l i t y for p u r p o s e s of l e a r n i n g . In t h e e i g h t i e s the B r i t i s h s y s t e m was i n v o l v e d in t r y i n g to find m e a n s t h r o u g h w h i c h s c h o o l s c o u l d u n d e r t a k e c u r r i c u l u m r e a p p r a i s a l in a way t h a t w o u l d i n v o l v e all s t a f f l o o k i n g at the s c h o o l ' s t o t a l p r o v i s i o n ( T o m l i n s o n 1980: 19-20 in E v a n s and T o m l i n s o n 1 9 8 9 : 1 4 ) . The s c h o o l i m p r o v e m e n t a p p r o a c h r e i n f o r c e d t h e c o n c e p t of t e a c h e r s b e i n g r e f l e c t i v e and self- c r i t i c a l a b o u t t h e i r i n d i v i d u a l and c o l l e c t i v e w o r k . One of t h e q u e s t i o n s t h a t E v a n s and T o m l i n s o n ( 1 9 8 9 : 1 5 ) r a i s e d was w h e t h e r the s y s t e m n e e d e d t e a c h e r a p p r a i s a l , p e r f o r m a n c e r e v i e w , or p e r f o r m a n c e i m p r o v e m e n t . A c c o u n t a b i l i t y and p r o f e s s i o n a l d e v e l o p m e n t are the t w o c o n t r a s t i n g a p p r o a c h e s to t e a c h e r a p p r a i s a l . The d i f f i c u l t y t h a t was e x p e r i e n c e d w i t h t h e c o m b i n a t i o n of the t w o a p p r o a c h e s was t h a t t e a c h e r s w e r e not o p e n , frank and f o r t h r i g h t d u r i n g t h e p r o c e s s of a p p r a i s a l ( E v a n s and T o m l i n s o n 199 8 . 1 5 ) .

The p r o f e s s i o n a l d e v e l o p m e n t m o d e l is p r e m i s e d on t e a c h e r i m p r o v e m e n t of t h e i r p e r f o r m a n c e in o r d e r to e n h a n c e t h e l e a r n i n g of s t u d e n t s . The m o d e l e n v i s a g e s a t w o way p r o c e s s of r e l a t i o n s h i p b e t w e e n t h e a p p r a i s e r and t h e a p p r a i s e e . T h i s model is b a s e d on a c o l l e g i a l r e l a t i o n s h i p of t r u s t and c o n f i d e n t i a l i t y b e t w e e n t h e l a t t e r . In t h i s p r o c e s s e v e r y t e a c h e r is an a c t i v e p a r t i c i p a n t . M u r d o c k ( 2 0 0 0 : 5 5 ) i n s i s t s t h a t p a r t i c i p a t i o n by s t a f f in i n i t i a t i n g and c o n t r i b u t i n g to t h e i n t e r p r e t a t i o n of p r o c e d u r e s a n d t h e use of t o o l s is c r i t i c a l ( c i t e d in M o n y a t s i 2 0 0 6 : 2 1 7 ) . M o n y a t s i r e c o g n i s e s the c r i t i c a l i m p o r t a n c e of r e f l e c t i o n on p r a c t i c e in t h i s a p p r a i s a l m o d e l t h a t is d e v e l o p m e n t a l in its n a t u r e ( 2 0 0 6 : 2 1 8 ) .

2. 4 Performance Appraisal

A p p r a i s a l is an o v e r a l l a s s e s s m e n t of the r e l e v a n c e , f e a s i b i l i t y and p o t e n t i a l s u s t a i n a b i l i t y of f u n d i n g ( D e v e l o p m e n t A s s i s t a n c e C o m m i t t e e : 2 0 0 2 ) . A c c o r d i n g to B e r n a n d i n e t . a l ( 1 9 9 5 : 4 7 0 - 4 7 1 ) a p p r a i s a l is the act of e s t i m a t i n g or j u d g i n g t h e n a t u r e or v a l u e of s o m e t h i n g or s o m e o n e ; an e s t i m a t e of v a l u e ; an e s t i m a t e or c o n s i d e r e d o p i n i o n of the v a l u e s ; q u a l i t y i m p o r t a n c e ( c i t e d in W e n a s 1 9 9 8 : 7 5 ) .

The ACAS a g r e e m e n t ( 1 9 8 6 ) d e f i n e d a p p r a i s a l a s :

"A c o n t i n u o u s a n d s y s t e m a t i c p r o c e s s i n t e n d e d to h e l p i n d i v i d u a l t e a c h e r s w i t h t h e i r p r o f e s s i o n a l d e v e l o p m e n t and c a r e e r p l a n n i n g , and to help them w i t h t h e i n - s e r v i c e t r a i n i n g and d e p l o y m e n t of t e a c h e r s t h a t m a t c h e s w i t h t h e c o m p l e m e n t a r y n e e d s of i n d i v i d u a l t e a c h e r s and the s c h o o l s " ( c i t e d in J o n e s e t . a l . 1 9 8 9 : 2 4 7 ) .

A p p r a i s a l has v a r i o u s p o t e n t i a l i t i e s d e p e n d i n g on the c o n t e x t of t h e o r g a n i s a t i o n . P o s t e r ( 1 9 9 1 ) offers a l i s t of s c e n a r i o s and e x p e c t a t i o n s a b o u t a p p r a i s a l s y s t e m s .
