DEVELOPMENT PROPOSALS

In accordance with Section 3.1 of Part A – Introduction of The Hills Development Control Plan 2012, notice is given that Council has received the following advertised development application for which Council is the consent authority. Building/Development-Approvals/Application-Tracking The Development Application is classified as ‘Nominated Integrated Development’ pursuant to Clause 4.46 of the Environmental Planning and Assessment Act 1979 requiring referral to the NSW Natural Resource Access Regulator under the provisions of the Water Management Act 2000, Office of Environment and Heritage under the provisions of the National Parks and Wildlife Act 1974, Roads and Maritime Services under the Roads Act 1993 and the NSW Rural Fire Service under the Rural Fires Act 1997.

Proposed Development: Concept Masterplan – Riverside Oaks Property Details: Lot 28 DP 270416, 74 O’Briens Road, Cattai Development Application No.: 1528/2019/JP

Applicant: Nanshan Holdings (Aust) Pty Ltd.

Description: Concept Masterplan Development Application for the redevelopment of the Riverside Oaks incorporating a Hotel Precinct (150 Rooms), Lodge Precinct (60 Rooms), Subdivision of up to 300 Lots and Associated Works.

The Development Application will be reported to the NSW Government’s Sydney Central City Planning Panel as the determining authority.

HAVE YOUR SAY: 2019–20 DRAFT HILLS SHIRE PLAN ON PUBLIC EXHIBITION

The Hills Shire Council is calling for the community to view and comment on the draft 2019–2020 Hills Shire Plan – a five-part document that provides the framework by which the organisation plans to operate during the next financial year.

The Hills Shire Plan consists of the following five documents:

• Hills Future Community Strategic Plan;

• 2017–2021 Delivery Program;

• 2019–2020 Operational Plan;

• 2017–2021 Resourcing Strategy, including 2019–2020 Fees and Charges;

• Community Engagement Strategy/Community Participation Plan.

The Community Strategic Plan ‘Hills Future’ sets the long term Strategic Direction for the Hills Shire and was prepared after extensive community consultation. This document is structured around five themes. These themes reflect the highest priority issues raised by the community. Under each theme there are various outcomes. These reflect what the community wanted.

What Council will do to deliver the outcomes is reflected under the strategies. Effectiveness of these will be measured by the quality of life measures identified.

The Delivery Program responds to the Hills Future Strategic Direction and its main purpose is to communicate what Council will deliver to the community over its four-year term and it is updated each year with any new actions that are required.

The Operational Plan sets out in detail the activities Council proposes to carry out in the next financial year and will be contributing to achieving the Council outcomes under each theme.

Resourcing Strategy consists of the Long Term Financial Plan (LTFP), Asset Management Strategy and the Workforce Strategy.

Long Term Financial Plan details all the financial policies upon which the LTFP has been prepared and it contains the Operating Statement, Balance Sheet, Cash flow Statements for the next 10 years. It also shows how the Budget Result reconciles to the Operating Surplus. The Asset Management Strategy under the draft Resourcing Strategy outlines all capital improvements Council plans to carry out in 2018–2019 and an indication of what is planned for the next three years. Also included is a schedule of draft Fees and Charges proposed for the next financial year.

The Draft 2019–2020 Hills Shire Plan will be on public exhibition from Thursday, 16 May 2019 until Wednesday, 12 June 2019.

MAKING A SUBMISSION TO COUNCIL Any person may make a submission to Council. Submissions which contain objections must be specific in their content. If you make a submission objecting to, or supporting, a planning application you must disclose donations or gifts made to Councillors or Council staff. For your ease, Council’s preferred method of receiving submissions is via Council’s website – search for ‘Major Plans on Exhibition’.
