ABSTRACT
This study intends to describe the condition of primary school teachers in East Sumba regency and explain the process of teacher appointment policy implementation in East Sumba descriptively by looking at four important variables based on the model of Edwards III, namely; communication, resources, disposition and bureaucratic structures. This research was conducted in two local government bureaucracies at East Sumba, the Department of Education Youth and Sports and the Regional Employment Board. The data sources of this study were collected from officials of two relevant bureaucracies and some elementary school teachers. The method of this study is descriptive qualitative and data were collected using observation, documentation, interviews, and also used data triagulasi for analysis. The results showed that the numbers of civil primary school teachers were only 1303 while numbers of the classes were 1765. Generally the ideal ratio of teachers and students is 1:30 according to the technical instructions in the Joint Ministerial Decree of 5 Ministers, but specifically there are many schools that have high enough ratio. Local goverment recruited 1257 non civil teachers to respond lack of the teachers’ number. In other side, the academic qualifications of civil teachers in East Sumba regency are still 86% who were undergraduated. This study also shows the implementation of teacher appointment has not been performing well, it was shown from uneven distribution of teachers in each elementary school, it was influenced by four variables: communication, resources, dispotition and bureaucratic structures, either directly or indirectly.
