Angkasa Pura II mengayunkan langkah dengan pasti. Untuk merealisasikan

visi Perusahaan menjadi pengelola bandara kelas dunia, Angkasa Pura II terus

menggulirkan transformasi di bidang sumber daya manusia, budaya kerja,

pelayanan, operasional serta pengembangan infrastruktur bandara.

Selama 12 bulan sepanjang tahun 2011, Perusahaan melakukan berbagai terobosan

dalam hal pengembangan serta peningkatan fasilitas pelayanan di seluruh 12

bandara yang dikelolanya. Langkah ini sejalan dengan pertumbuhan sektor

industri angkutan udara di Indonesia yang berkembang pesat.

Angkasa Pura II meraih peluang pertumbuhan dengan bergerak cepat.

Perusahaan membangun dan mengembangkan aset-aset yang berpotensi

meningkatkan nilai tambah. Dan terus memastikan pertumbuhan jangka panjang

yang berkesinambungan.

Di tengah pertumbuhannya yang sehat, Perusahaan mengupayakan transformasi

secara terarah, terencana, terstruktur dan terawasi dengan baik.

Angkasa Pura II is on the move. To achieve its vision of becoming a world-class airport operator, Angkasa Pura II continues to transform its human resources, work ethics, services, operations and airport infrastructure development. Throughout the 12 months of 2011, the Company carried out several breakthroughs in the development and enhancement of service facilities in all 12 airports under its management. These steps were in line with the growth of the air transportation industry sector that is evolving rapidly in Indonesia. Angkasa Pura II captures growth opportunity by moving quickly. The Company builds and develops assets with added-value potentials. And strives continuously to ensure sustainable long-term growth. Amid its healthy growth, the Company undertakes its transformation in a well-aimed, well-planned, well-structured and well-supervised manner.

Dalam rangka mewujudkan visi misi Perusahaan, Angkasa Pura II telah menetapkan Tujuan Perusahaan. Tujuan Perusahaan tersebut antara lain:

Angkasa Pura II telah menetapkan sasaran perusahaan dalam rangka mensukseskan Tujuan Perusahaan untuk periode tahun 2009–2013 sebagai berikut:

• Tercapainya pengembangan kegiatan bisnis yang menjadi fokus Angkasa Pura II serta peningkatan produktivitas kegiatan usaha Angkasa Pura II; • Tercapainya kepuasan pengguna jasa melalui

Riwayat Singkat Perusahaan

Company in Brief

Gedung Terminal 3, Bandara Internasional Soekarno-Hatta, merupakan awal

dari pembangunan infrastruktur bandara yang akan mengembangkan kapasitas

pelayanan bandara tersebut sebesar 52 juta penumpang per tahun mulai tahun

2014.

infrastructure development that will expand the service capacity of the airport to 52 million

passengers per year by 2014.

PT Angkasa Pura II (Persero) merupakan Badan Usaha Milik Negara di Lingkungan Kementerian Perhubungan yang bergerak dalam bidang usaha pelayanan jasa kebandarudaraan dan pelayanan jasa terkait bandar udara di wilayah Indonesia Barat. Angkasa Pura II telah mendapatkan kepercayaan dari Pemerintah Republik Indonesia untuk mengelola dan mengupayakan pengusahaan Pelabuhan Udara Jakarta Cengkareng yang kini berubah nama menjadi Bandara Internasional Jakarta Soekarno-Hatta serta Bandara Halim Perdanakusuma sejak 13 Agustus 1984.

Keberadaan Angkasa Pura II berawal dari Perusahaan Umum dengan nama Perum Pelabuhan Udara Jakarta Cengkareng melalui Peraturan Pemerintah Nomor 20 tahun 1984, kemudian pada 19 Mei 1986 melalui Peraturan Pemerintah Nomor 26 tahun 1986 berubah menjadi Perum Angkasa Pura II. Selanjutnya, pada 17 Maret 1992 melalui Peraturan Pemerintah Nomor 14 tahun 1992 berubah menjadi Perusahaan Perseroan (Persero). Seiring perjalanan Perusahaan, pada 18 November 2008 sesuai dengan Akta Notaris Silvia Abbas Sudrajat, SH, SpN Nomor 38 resmi berubah menjadi PT Angkasa Pura II (Persero).

Berdirinya Angkasa Pura II bertujuan untuk menjalankan pengelolaan dan pengusahaan dalam bidang jasa kebandarudaraan dan jasa terkait bandar udara dengan mengoptimalkan pemberdayaan potensi sumber daya yang dimiliki Perusahaan dan penerapan praktik tata kelola perusahaan yang baik. Hal tersebut diharapkan agar dapat menghasilkan produk dan layanan jasa yang bermutu tinggi dan berdaya saing kuat sehingga dapat meningkatkan nilai Perusahaan dan kepercayaan para pemangku kepentingan Perusahaan, termasuk masyarakat.

PT Angkasa Pura II (Persero) is a State-owned Enterprise within the realms of the Ministry of Transportation that is engaged in the field of airport and airport-related services in the West Indonesia region. Angkasa Pura II has earned the trust of the Government of the Republic Indonesia to manage and develop the business of the Airport of Jakarta Cengkareng that has changed its name to the Jakarta Soekarno-Hatta International Airport and the Halim Perdanakusuma Airport since 13 August 1984.

Angkasa Pura II owes its origin from a public company under the name of Perum Pelabuhan Udara Jakarta Cengkareng through Government Regulation Number 20 of 1984, subsequently on 19 May 1986 through Government Regulation Number 26 of 1986 was amended to Perum Angkasa Pura II. Thereafter, on 17 March 1992 through Government Regulation Number 14 of 1992, it became a limited liability state-owned company or Persero. In line with its evolution, on 18 November 2008 pursuant to the Notarial Deed of Silvia Abbas Sudrajat, SH, SpN Number 38, the Company officially became PT Angkasa Pura II (Persero).

The establishment of Angkasa Pura II is to undertaken the management and business of airport and airport-related services by optimizing the utilization of potential resources at the disposal of the Company and implement good corporate governance practices. This is expected to yield high-quality products and services that are highly competitive in order to increase the value of the Company as well as the trust of its stakeholders, including the general public.

Kiprah Angkasa Pura II selama 27 tahun, telah menunjukkan kemajuan dan peningkatan usaha yang pesat dalam bisnis jasa kebandarudaraan melalui penambahan berbagai sarana prasarana dan peningkatan kualitas pelayanan pada bandara yang dikelolanya.

Angkasa Pura II mengelola 12 Bandara, yaitu Bandara Soekarno-Hatta (Jakarta), Halim Perdanakusuma (Jakarta), Polonia (Medan), Supadio (Pontianak), Minangkabau (Padang), Sultan Mahmud Badaruddin II (Palembang), Sultan Syarif Kasim II (Pekanbaru), Husein Sastranegara (Bandung), Sultan Iskandar Muda (Banda Aceh), Raja Haji Fisabilillah (Tanjungpinang), Sultan Thaha (Jambi) dan Depati Amir (Pangkalpinang). Selain itu Angkasa Pura II juga melayani jasa informasi penerbangan untuk wilayah udara (Flight Information Region/FIR) Jakarta.

Selama kurun waktu 5 (lima) tahun terakhir, Angkasa Pura II telah berhasil memperoleh berbagai penghargaan dari berbagai instansi. Penghargaan yang diperoleh merupakan bentuk apresiasi kepercayaan masyarakat atas kinerja Perusahaan dalam memberikan pelayanan, diantaranya adalah The Best BUMN in Logistic Sector dari Kementerian Negara BUMN RI (2004-2006), The Best I in Good Corporate Governance (2006), Juara I Annual Report Award 2007 kategori BUMN Non-Keuangan Non-Listed, dan sebagai BUMN Terbaik dan Terpercaya dalam bidang Good Corporate Governance (GCG) pada Corporate Governance Perception Index 2007 Award. Pada tahun 2009, kembali Angkasa Pura II berhasil meraih penghargaan sebagai 1st The Best Non Listed Company dari Anugerah Business Review 2009 dan juga sebagai The World 2nd Most On Time Airport untuk Bandara Soekarno-Hatta dari Forbestraveller.com, Juara III Annual Report Award 2009 kategori BUMN Non-Keuangan

The track records of Angkasa Pura II over 27 years have shown incredible business progress and enhancements through the addition of several infrastructures and facilities as well as service improvements in the airports under its management.

Angkasa Pura II operates 12 airports or bandara, namely Soekarno-Hatta (Jakarta), Halim Perdanakusuma (Jakarta), Polonia (Medan), Supadio (Pontianak), Minangkabau (Padang), Sultan Mahmud Badaruddin II (Palembang), Sultan Syarif Kasim II (Pekanbaru), Husein Sastranegara (Bandung), Sultan Iskandar Muda (Banda Aceh), Raja Haji Fisabilillah (Tanjungpinang), Sultan Thaha (Jambi) and Depati Amir (Pangkalpinang). In addition to that, Angkasa Pura II also provides flight information services for Jakarta’s Flight Information Region.

Over the past five years, Angkasa Pura II has earned a number of awards from various institutions. These awards represent a form of trust and appreciation of the public, in recognition of the Company’s performance in providing its services, including The Best BUMN in Logistics Sector from the State Ministry of SOE RI (2004-2006), The Best I in Good Corporate Governance (2006), First Place in the Annual Report Award 2007 for the category of Non-Listed Non-Financial SOE, and as Best and Most Trustworthy SOE in Good Corporate Governance (GCG) in the Corporate Governance Perception Index 2007 Award. Sebagai Badan Usaha Milik Negara, Angkasa Pura II selalu melaksanakan kewajiban untuk membayar dividen kepada negara selaku pemegang saham. As a State-owned Enterprise, Angkasa Pura II has consistently met its obligation to pay dividends to the state as the shareholder. Pemegang Saham dan para Stakeholder yang Terhormat,

Dengan memanjatkan puji syukur kehadirat Tuhan Yang Maha Esa dan berkat limpahan taufik hidayah-Nya, dapat kami laporkan bahwa PT Angkasa Pura II (Persero) kembali mencatat kinerja usaha yang baik.

Perusahaan membukukan laba bersih sebesar Rp1,09 miliar, sedikit di atas pencapaian laba bersih tahun lalu sebesar Rp1,04 miliar, dan di atas target yang ditetapkan dalam Rencana Kerja dan Anggaran Perusahaan untuk tahun 2011.

Perlu kami garis bawahi bahwa keberhasilan tersebut dicapai dalam kondisi yang penuh tantangan, dan oleh karenanya mencerminkan komitmen maupun kerja keras Manajemen beserta segenap jajaran Perusahaan dalam melaksanakan amanah pemegang saham semaksimal mungkin.

Sebagai pengelola 12 bandara di wilayah Indonesia bagian Barat, termasuk bandara internasional Soekarno Hatta yang terbesar di tanah air, Angkasa Pura II mengemban amanah Negara Republik Indonesia untuk menyediakan layanan pintu gerbang transportasi udara sipil dengan sebaik-baiknya sesuai standar layanan bandara internasional. Sementara di lain pihak, sebagai badan usaha milik negara, Perusahaan juga memegang amanah pemegang saham untuk dapat beroperasi dengan menghasilkan laba usaha sesuai sasaran.

Agar dapat memenuhi kedua amanah tersebut, diperlukan ketajaman visi, arah dan strategi pengembangan usaha yang tepat, selain juga kemampuan eksekusi yang prima. Untuk itu, Perusahaan berikut seluruh jajarannya telah menunjukkan kemampuan dan kinerja yang luar biasa dalam beberapa tahun terakhir ini. Kalau pun masih ada yang dirasakan kurang dari segi pelayanan bandara yang dirasakan masyarakat pengguna jasa bandara dewasa ini, maka Perusahaan terus mengupayakan peningkatan pelayanan.

Dear Shareholders/Stakeholders,

With praises to God Almighty and with His blessing and benevolence, I am pleased to be able to report that PT Angkasa Pura II (Persero) posted yet another sterling performance.

The Company booked a net profit of Rp1.09 trillion, slightly above the Rp1.04 trillion net profit of the previous year, and above the Company’s budget figure for 2011.

I need to underline that this success was achieved under extremely challenging conditions, and therefore reflected the commitment and hard work of Management as well as those of the Company’s rank-and-file in carrying out the mandate of the shareholder to the best of our abilities.

As the operator of 12 airports in the West Indonesia region, including the Soekarno-Hatta International Airport as the largest airport in the country, Angkasa Pura II undertakes the mandate of the Republic of Indonesia to provide gateway services for civil aviation transportation in the best possible manner in line with international best practice. While on the other hand, as a state-owned enterprise, the Company is expected to perform profitably in line with the business target.

In order to fulfill the two criteria, the Company must have the sharpness of the correct vision, direction and strategy for business development, in addition to a prime execution. To that end, the Company along with its rank-and-file have shown extraordinary ability and performance over the past several years. If, indeed, there are still grievances with respect to airport services on the part of customers to date, the Company continues to make all efforts at service quality improvements.

Sebagaimana kita ketahui, bangsa Indonesia mengalami krisis moneter luar biasa pada tahun 1997-1998. Akibat dampak krisis tersebut, selama satu dasawarsa berikutnya, investasi dan pembangunan di bidang infrastruktur sempat tersendat dan berjalan tidak dalam tempo yang dapat mengimbangi laju pertumbuhan penduduk Indonesia, dengan segala tuntutan pelayanan umum yang terkait.

Akibat krisis moneter yang begitu mendalam, keterlambatan pembangunan infrastruktur terjadi di hampir setiap sektor ekonomi-termasuk di bidang industri transportasi udara dengan infrastruktur bandara yang terkait.

Sebut saja Bandara Internasional Soekarno-Hatta yang merupakan bandara kebanggaan kita bersama dan pintu gerbang utama Indonesia. Sejak bandara tersebut diresmikan pada tahun 1984, telah banyak pengembangan yang diupayakan dalam rangka mengikuti pertumbuhan jumlah penumpang yang dapat dilayani.

Akan tetapi, segala kemajuan tersebut belum dapat mengimbangi pertumbuhan industri transportasi udara di Indonesia yang berkembang luar biasa pesatnya selama dasawarsa terakhir-pada saat mana justru pembangunan infrastruktur di Indonesia melambat dan tertinggal dibandingkan dengan perkembangan maupun laju pertumbuhan perekonomian dan masyarakat.

Sebagai contoh atas hal ini, pada tahun 2011, Bandara Internasional Soekarno Hatta memiliki kapasitas layanan penuh 22 juta penumpang setahun. Pengertian kapasitas layanan penuh disini adalah kemampuan penuh bandara untuk dapat melayani sejumlah penumpang dalam kondisi yang tertib, terkendali dan nyaman, dalam kurun waktu tertentu. Sedangkan jumlah penumpang yang terbang melalui Soekarno-Hatta sepanjang tahun 2011 tercatat 51 juta penumpang lebih.

Dapat dibayangkan tantangan yang dihadapi Perusahaan yang harus melayani jumlah penumpang yang melebihi kapasitas/fasilitas yang tersedia, lebih dari dua kali lipat ini.

As we all know, Indonesia experienced a devastating financial crisis in the years 1997-1998. The impact of such a crisis was that, over the next decade, investments and developments in infrastructures had stalled and lagged behind the growth of the Indonesian population, with adverse consequences to the quality of public services that it entailed.

As a result of the extremely deep monetary crisis, lagging infrastructure developments had occurred in virtually every economic sector-including in the air transportation industry along with its attendant airport infrastructure.

Take for example the Soekarno-Hatta International Airport that is the pride of the nation and the main gateway to Indonesia. Since its inauguration in 1984, there have been numerous developments undertaken to facilitate the growth in the number of air travelers that it can serve.

However, all of these developments could not keep pace with the extraordinarily rapid growth of the air transportation industry in Indonesia over the past decade alone-at a time when infrastructure development in Indonesia had in fact stalled and lagged behind the development and economic growth of the Indonesian people.

Taking our example of the Soekarno-Hatta International Airport a step further, by the year 2011, the airport had a peak designed capacity to serve 22 million passengers a year. The definition of a peak capacity is the ability of an airport to serve a number of passengers under orderly, controlled and comfortable conditions within a given period of time. Now, consider that the number of passengers that flew through Soekarno-Hatta in 2011 alone reached more than 51 million passengers.

Now imagine the challenges facing the Company, having to serve the number of passengers that exceeds its designed capacity-more than twice the designed capacity.

Dalam kondisi yang demikian sulitnya, kadang bahkan mendekati mustahil, Perusahaan terus berupaya memberikan dan menghasilkan yang terbaik bagi segenap pemangku kepentingan Perusahaan-yaitu pemegang saham, masyarakat pengguna jasa bandara, maskapai penerbangan domestik maupun internasional, para mitra usaha dan penyewa ruang usaha bandara, pelaku usaha lainnya yang terkait dengan pengoperasian bandara, pemerintah pusat maupun daerah, pihak-pihak yang berwenang mengawasi sektor transportasi udara, dan masyarakat yang tinggal di sekitar kawasan bandara.

Selain terus berupaya meningkatkan pelayanan melalui pengembangan atau peningkatan berbagai fasilitas pelayanan, Angkasa Pura II juga berupaya keras mengejar ketertinggalan pembangunan infrastruktur yang sudah tidak dapat ditunda lagi.

Pada tahun 2011, Perusahaan merenovasi dan mengembangkan terminal di hampir seluruh bandara yang dikelolanya. Beberapa diantaranya adalah Bandara Internasional Soekarno-Hatta di Jakarta, Bandara Internasional Sultan Syarif Kasim II di Pekanbaru dan Bandara Raja Haji Fisabilillah di Tanjungpinang.

Pembangunan bandara internasional Medan yang baru, di Kuala Namu, menjelang penyelesaian akhir dan direncanakan untuk diresmikan pada tahun 2013, menunggu selesainya pembangunan akses jalan darat dari bandara ke kota Medan.

Di Bandara Soekarno-Hatta sendiri, yang di beberapa bagian sudah penuh sesak, jauh melebihi kapasitas yang tersedia, Angkasa Pura II terus mengembangkan kapasitas terminal penumpang secara berkelanjutan. Sasarannya antara lain adalah untuk mencapai kapasitas pelayanan bagi 35 juta penumpang per tahun pada tahun 2014, dan 65 juta penumpang pada tahun 2018.

Mengingat pentingnya pembangunan infrastruktur bandara ini terhadap pelayanan prima yang berkelanjutan, Dewan Komisaris mengharapkan agar Manajemen memberikan perhatian khusus terhadap pelaksanaan proyek-proyek pengembangan dan peningkatan fasilitas bandara, agar berjalan sesuai jadual dan anggarannya.

In addition to striving constantly to enhance the level of service through the development and expansion of various service facilities, Angkasa Pura II also make every effort to close the gap in infrastructure development that could no longer be delayed.

In 2011, the Company renovated and expanded passenger terminals in virtually all airports under its management. Some of the major improvements were carried out at the Soekarno-Hatta International Airport of Jakarta, the Sultan Syarif Kasim II International Airport of Pekanbaru and the Raja Haji Fisabilillah Airport of Tanjungpinang.

Construction of the new international airport of Medan at Kuala Namu had entered its final stage and is slated for inauguration in 2013, pending the completion of the access road from the airport to Medan.

At the Soekarno-Hatta Airport, which in some areas are over-crowded far beyond available capacity, Angkasa Pura II pushed ahead to expand and add passenger terminal capacity continuously. The aim is to reach a service capacity of 35 million passengers per annum by the year 2014, and 65 million passengers by 2018.
