JOINT COMMUNIQUE BETWEEN
THE GOVERNMENT OF THE REPUBLIC OF INDONESIA AND
THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA ON
FURTHER STRENGTHENING CHINA- INDONESIA STRATEGIC PARTNERSHIP JAKARTA, 29 APRIL 2011
1. At the invitation of President Susilo Bambang Yudhoyono of the Republic of Indonesia, Premier Wen Jiabao of the State Council of the People's Republic of China paid an official visit to the Republic of Indonesia on 28-30 April 2011.
2. During the visit, Premier Wen Jiabao and President Yudhoyono held talks in a cordial and friendly atmosphere. They had an in-depth exchange of views on bilateral relations and regional and international issues of shared interest, and reached important agreements. Both sides felt satisfied with the results of the visit and believed that the visit would seNe as an important milestone in the development of China-Indonesia strategic partnership.
3. The two sides reviewed the friendly and mutually beneficial cooperation between the two countries and recent progress made in their bilateral relations, and shared the view that China-Indonesia relations had entered a new stage of comprehensive development and acquired regional and global strategic significance. The two sides agreed to take further steps to enhance the existing close relations in the political field, deepen and widen economic and trade ties, promote cultural exchanges and people-to-people interaction and expand international cooperation under the framework of China-Indonesia strategic partnership.
Political
4. The two sides reiterated their commitment to the continued adherence to the principles of mutual respect for the independence, sovereignty and territorial integrity of both countries. President Yudhoyono reaffirmed Indonesia's long standing position of the one China policy and supported the process of peaceful reunification of China. Premier Wen Jiabao appreciated Indonesia's position and reaffirmed China's firm support, and respect for Indonesia's national unity, territorial integrity and sovereignty.
5. The two sides expressed satisfaction over the Plan of Action for the Implementation of the Joint Declaration on Strategic Partnership between the Government of the People's Republic of China and the -Government of the Republic of Indonesia signed on 21 January 2010, and agreed to take concrete measures to implement the Plan of Action and promote pragmatic cooperation in various fields between the two countries.

7. Both sides welcomed and supported the signing of the Memorandum of Understanding between the Ministry of Foreign Affairs of the People's Republic of China and the Ministry of Foreign Affairs of the Republic of Indonesia on Joint Activities aimed at intensifying cooperation between both Foreign Ministries, namely on mutual exchanges, training for diplomats, policy planning and research as well as the establishment of hotlines between officials of the Foreign Ministries at various levels.
8. The Chinese side welcomed the forthcoming opening of the Consulate General of the Republic of Indonesia in Shanghai. Both sides believed that this will further deepen the relations between the two countries.
9. The two sides stressed the importance of maritime cooperation in developing China-Indonesia strategic partnership and would be committed to further strengthening exchanges and cooperation in the fields of safety of navigation maritime security, navy-to-navy cooperation, fisheries development activities, combating IUU (Illegal, Unreported and Unregulated) fishing, marine scientific research and environmental protection. Both sides welcomed the signing of the Protocol Amending the Memorandum of Understanding on Marine Cooperation between the State Oceanic Administration of the People's Republic of China and the Ministry of Marine Affairs and Fisheries of the Republic of Indonesia.
Economic, Trade and Investment
10. The two sides expressed satisfaction at the positive development in bilateral economic relations. Both sides believed that the initial target of US$ 50 billion in trade volume could be achieved ahead of schedule and therefore agreed to strive toward a new target of US$ 80 billion in trade volume by 2015. The two sides emphasized and reaffirmed that this trade target will be achieved in a balanced and sustainable manner.
11. In this respect, Premier Wen Jiabao reiterated China's firm commitment to facilitate and promote more imports from Indonesia, and enhance Indonesia's industrial capacity through , among others, increasing China's investment in the industrial sectors in Indonesia.
12. Both sides welcomed the signing of the Agreement on Expanding and Deepening Bilateral Economic and Trade Cooperation between the Government of the Republic of Indonesia and the Government of the People's Republic of China and are determined to implement the said agreement in a mutually beneficial way.
13. The two sides agreed to actively encourage and support their enterprises to increase and expand two-way investment flows, including promoting direct dialogue between relevant associations from both sides. The Indonesian side welcomed the increased Chinese investment in the fields of manufacturing industries, high and new technologies, agriculture and forestry, fishery, clean energy, and tourism.
14. The Indonesian side welcomed the participation of Chinese enterprises in infrastructure development, including roads, bridges, ports, power plants and water resources development particularly under the cooperative framework of public-private-partnership (PPP) based on public-private-partnership, equality and mutual benefit. Both sides agreed to strengthen the cooperation on the development of Indonesian economic corridors. The Chinese side also hopes to strengthen the cooperation with the Indonesian side on the development of the Economic and Trade Cooperation Zone.

16. The two sides underlined their readiness to solidify and expand cooperation in oil and gas, coal and electricity, and actively explore cooperation opportunities in new and renewable energies. In this respect, both sides emphasized the importance of optimizing the China-Indonesia Energy Forum (ICEF) as a forum to accelerate the achievement of the common goals of the two countries in energy cooperation. The two sides agreed to establish a cooperative mechanism on clean energy.
Defense and Security
17. The two sides shared the view on the importance of further strengthening strategic defense cooperation to address traditional and non-traditional security challenges of the 21st century. In this regard, both sides were committed to further enhancing the implementation of defense and capacity-building cooperation, including joint exercises, maritime security, national defense industry and exchanges and cooperation in non-traditional security fields.
Social and Cultural
18. The two sides shared the view on the importance of establishing a bilateral cooperative mechanism to enhance consultation and coordination in disaster preparedness and mitigation, including among others, sharing of information and best practices as well as training for relevant personnel.
19. The two sides reiterated their respect for each other's traditional culture and agreed to further enhance exchanges and cooperation in art, film, media, exhibition and cooperation in other fields as agreed upon by both sides.
20. The two sides agreed to further promote bilateral cooperation in the field of education by means of promoting language teaching in various educational and other relevant institutions, facilitating student and lecturer exchanges, increasing the scale of scholarships, and promoting mutual recognition of academic degrees.
21. Both sides agreed to intensify exchanges of visits between young people and youth organizations as well as to strengthen cooperation on sports.
22. The two sides agreed to further promote cooperation in tourism, including encouraging joint promotion and mutual visits of tourists between the two countries.
23. The two sides agreed to promote stronger academic exchanges with a view to deepening the existing friendly relations and increasing mutual understanding and trust between the peoples of the two countries. The two sides further encouraged more intensive interactions between their think tanks
Regional and International
25. On ASEAN, both sides highly valued ASEAN and China relations, which have reached 20 years of close cooperation. In this respect, Premier Wen Jiabao expressed his confidence that under the chairmanship of Indonesia, China-ASEAN relations would be further enhanced.
26. The two sides were committed to continuously supporting the role of ASEAN as the main driving force of the East Asia Summit. Both sides were confident that the upcoming East Asia Summit in Bali in November 2011 would further promote closer cooperation between members on common stability, common security and common prosperity in the region.
27. The two sides shared the view that cooperation in multilateral fora is an important part of China-Indonesia strategic partnership. Enhanced dialogue and cooperation between China and Indonesia, as two major developing countries, will contribute to the international effort in addressing major challenges. The two sides therefore expressed their readiness to maintain close consultation under the framework of the United Nations, the G20 and the WTO. The two sides would also enhance coordination with other developing countries to uphold the positions and interests of developing countries on major international issues and promote the building of a harmonious world of lasting peace and common prosperity.
28. The two sides emphasized that climate change should be tackled under the framework of sustainable development in keeping with the principles and provisions of the United Nations Framework Convention on Climate Change and the Kyoto Protocol, and that efforts should be made to continue implementing the mandate of the Bali Roadmap on the basis of the outcomes of the Cancun Conference and push for positive outcomes at the Durban Climate Change Conference.
29. The two sides noted with satisfaction that China and Indonesia have actively and effectively taken measures to address the challenges brought by the international financial crisis and maintained growth of their respective economies, thus contributing to global economic recovery. The two sides expressed their support to expedite and deepen the reform of the International Monetary Fund and the World Bank towards achieving the quantified reform goals as set out at the G20 Summits, and agreed to maintain close consultation and coordination in this field.
