ABSTRACT
Pendapatan AsH Daerah (PAD) - the Own - Local Administration's Income is
one of important factors for the local authority in running the administration perhaps
applied it bases to the autonomy principle. PAD-Income is usually employed to hold
the administration and for development purpose bases on the planning and define it
by graft budget for local administration, in connectig with it, the source of
PAD-income such as: by tax-PAD-income, levies, also taken from the firm local administration
owned and the earning from any other local administration property by operation
running separated as well as other sort of income for the local admnistration legally.
One of effort to improve the PAD-Incomes is with investment as in reality known as
Domestic Investment and Foreign Investment shall be equally presenting a high
contribution on tax.
It
is acknowledged that running higher rate of investment to that
region however the local administration shall have tax higher to obtain, means higher
tax by income logically the local administration shall be more capable to finance the
house-hold owned.
In order to know how influence the Domestic Investment and Foreign
Investment to the PAD-Income running to Province of North Sumatra, there is
required to provide a model analysis,where : PAD-Income (Y), Domestic Investment
(Xj), and Foreign Investment (X2). In completing it all, required data as processed
with a time series format with the period of time 1991-2005(15 years).
The Domestic Investment and Foreign Investment are the factor influencing
greatly to the growing of economy and also to provide job opportunities, but not as a
factor influencing the Domestic Income directly.
On other word, Domestic
Investment and Foreign Investment shall be never categorized as a measure to
influence in supporting the growing PAD-Income up. To prove it, in this case can be
applied with a
"t"
test and there is found a relation that the Domestic Investment is
influencing significantly to the variable of PAD-Income where as the Foreign
Investment not influence significantly to the variable of PAD-Income of Provincial
Administration ofNorth Sumatra with the trustworthy rate 95%.
