- Draft Commission Decision concerning the non-inclusion of certain substances in Annex I, IA or IB to Directive 98/8/EC of the European Parliament and of the Council concerning the placing of biocidal products on the market (12 pages, in English).

6. Description of content:

These five draft Commission Directives include alphachloralose, aluminium phosphide, bromadiolone, indoxacarb and thiacloprid in the European Community positive list of active substances, which may be used in biocidal products.

The draft Commission Decision concerns a list of active substances for which the industry had initially notified their intention to submit information for their risk and efficacy assessment - and on this basis they were allowed to remain on the biocides market. However, when the deadline for submission of this information arrived, no dossiers were submitted. Consequently, these substances will not be examined under the 10-year review programme established by Article 16(2) of the Biocides Directive 98/8/EC, and a decision should now be taken to remove them from the biocides market, after a 12-month phase-out period.

Protection of public health and of the environment. Harmonisation of the EU market on biocidal products.
