GOVERNMENT REGULATION NO. 11/2001 DATED MARCH 19, 2001 REGIONAL FINANCIAL INFORMATION
THE PRESIDENT OF THE REPUBLIC OF INDONESIA,
Considering :
that to implement Article 28 of Law No. 25/1999 on the Equilibrium Between the Finance of the Central Government and Regional Administrations, it is necessary to further regulate Regional Financial Information in a government regulation;
In view of :
1. Article 5, sub-article (5) of the State Constitution of 1945 as already amended by the Second Amendment to the State Constitution of 1945;
2. Law No. 22/1999 on Regional Administrations (Statute Book of 1999 No. 60, Supplement to Statute Book No. 3839);
3. Law No. 25/1999 on the Equilibrium Between the Finance of the Central Government and Regional Administrations (Statute Book of 1999 No. 72, Supplement to Statute Book No. 3848);
DECIDES : To stipulate :
THE GOVERNMENT REGULATION ON REGIONAL FINANCIAL INFORMATION Article 1
1. Autonomous Region, hereinafter referred to as Region, is an autonomous region as meant in Law No. 22 on Regional Administrations and Law No. 25/1999 on the Equilibrium Between the Finance of the Central Government and Regional Administrations.
2. The Central Government is the central government as meant in Law No. 22 on Regional Administrations and Law No. 25/1999 on the Equilibrium Between the Finance of the Central Government and Regional Administrations.
3. Governor is a representative of the central government in a region.
4. Regional Finance is all of the rights and obligations of a region in the framework of the management of a regional administration which can be valued in money, including all forms of assets related to the rights and obligations of the region, in the framework of Regional Budget for Revenues and Expenditures.
5. Regional Financial Information is all documents related to regional finance needed in the framework of the management of the Regional Financial Information System.
plan, change and calculation on the annual finance of a region stipulated based on the regional Regulation.
Article 2
Regions are obliged to submit information on regional finance to the central government, including loans of regions.
Article 3
(1) The type of information related to regional finance as meant Article 2 consists of : 1. APBD of Provinces, APBD of Regencies and APBD of Municipalities;
2. Financing in the framework of the implementation of deconsentration and assisting tasks; 3. Balance of Regions;
4. Regional Fund Reserves; 5. Grants and Loans of Regions; 6. Receivables of Regions;
7. Financial statements of regional enterprises;
8. Data related to the need and economic potentials of regions;
(2) Information as meant in sub-article (1) is submitted to the Minister of Finance and the Minister of Home Affairs and Regional Autonomy.
(3) Information as meant in sub-article (1) can be submitted to related technical ministers in accordance with the need.
Article 4
The type of reports on information submitted can be in the form of narration, tables and or graphics.
Article 5
The procedures of the formulation of information must meet the principles of accuracy, simplicity, easy to be understood, relevance, comparability and accountability.
Article 6
The information is submitted periodically through electronic and or printed mass media. Article 7
In the case that regions do not submit information in accordance with provisions in this government regulation, the Minister of Finance can cancel the disbursement of equilibrium fund after getting considerations from the Regional Autonomy Consultative Council.
Article 8
For the public cognizance, this government regulation shall be promulgated and placed in the Statute Book of the Republic of Indonesia.

GOVERNMENT REGULATION NO. 11/2001 CONCERNING
REGIONAL FINANCIAL INFORMATION
GENERAL
Article 28 of Law No. 25/1999 on the Financial Equilibrium Between the Central Government and Regional Administrations stipulates that regions are obliged to submit information on regional finance to the central government.
The available regional financial information must meet the principles of accuracy, simplicity, easy to understood, comparability and accountability to realize transparency on information so as to enable all parties to be informed.

The definition of APBD covers budget, quarterly reports on the use of the budget, changes in budget and the calculation of the budget.

What is meant by Regional Balance is a balance made based on the government accounting standard in stages in accordance with the condition of each regional administration.
Number 4
What is meant by Regional Fund Reserve is fund allocated for accommodating the need for fund in a relatively large amount which can not be burdened in one fiscal year. Regional Finance Reserve Data is needed while the regional administrations are not yet capable of formulate regional balance.
Number 5
What is meant by Regional Loans are all transactions causing regions to receive from other parties an amount of money or benefit valued in money so the regions are burdened with obligations to repay, excluding short-term loans common in practice in trading.
What is meant by Regional Grants are the revenues of regions coming from government institutions/agencies of individuals in the form of both foreign exchange, goods and or services including experts and training which should not be repaid in accordance with the existing laws and regulations.
Data on Regional Loans and Grants is needed while regional administrations are not yet capable of submit regional balance.

Regional Receivable Data is needed while regional administrations are not yet capable of presenting regional balance.

Data related to the need of regions covers at least the wide of territory, the number of population, geographical conditions and the level of the incomes of the society with regard to groups of poor people.
Data related to the potentials of regions are among others industrial potentials, natural resources potentials, human resources potentials and gross regional domestic products (GRDP).
Information submitted to the Minister of Finance is the framework of the establishment of the Regional Financial Information System, while information submitted to the Minister of Home Affairs and Regional Autonomy is in the framework of Reports in the Management of Regional Administrations in the field of finance.

What is meant by in accordance with the need is only related to the field of tasks of related technical ministers.
