ABSTRAK
Pemerintah melaksanakan program Dokter PTT dalam rangka menjamin akses pelayanan kesehatan bagi masyarakat di daerah terpencil ataupun daerah yang masih kekurangan tenaga medis. Setelah mulai dilaksanakannya program tersebut masih ditemukan beberapa daerah terpencil yang belum mengoptimalkan pemenuhan kesehatan kerja dan kesejahteraan bagi Dokter PTT yang bertugas di daerah tersebut. Adapun maksud dari penelitian ini antara lain untuk: 1) Menentukan kesehatan kerja dan kesejahteraan Dokter PTT di daerah terpencil dihubungkan dengan undang Kesehatan dan Undang-undang Kesejahteraan Sosial; 2) Merumuskan perlindungan hukum bagi Dokter PTT di daerah terpencil atas kesehatan kerja dan kesejahteraan dihubungkan dengan Undang-undang Kesehatan dan Undang-undang Kesejahteraan Sosial.
Metode penelitian yang penulis gunakan dalam skripsi ini ialah deskriptif analitis dengan menggunakan metode pendekatan yuridis normatif. Analisis penulis lakukan berdasarkan fakta-fakta berupa data sekunder yang diperoleh dari bahan hukum primer, bahan hukum sekunder dan bahan hukum tertier. Data tersebut penulis dapatkan melalui teknik pengumpulan data studi literatur/dokumen untuk memperoleh data sekunder dan wawancara dengan narasumber untuk mendapatkan data primer.
Hasil penelitian ini menunjukkan bahwa pemenuhan kesehatan kerja Dokter PTT di daerah terpencil belum sesuai dengan ketentuan dalam Undang-undang Kesehatan yaitu belum optimalnya upaya kesehatan preventif bagi Dokter PTT yang ditunjukkan dengan minimnya penyediaan peralatan medis di lokasi pengobatan sehingga meningkatkan tingginya risiko penyakit menular bagi Dokter PTT. Pemenuhan kesejahteraan Dokter PTT di daerah terpencil juga masih belum sesuai dengan ketentuan dalam Undang-undang Kesejahteraan Sosial, yaitu masih terbatasnya sarana dan prasarana seperti fasilitas listrik, air, peralatan transportasi dan komunikasi yang memadai di daerah penempatan, kemudahan akses lokasi, serta kelancaran pemberian gaji dan insentif.

ABSTRACT
The Government has implemented Doctor PTT’s in order to ensure access to community health services in remote areas or areas that are still lack of medicians. After starting the implementation of the program, we had found some remote areas that have not optimized the provision of occupational health and workfare for Doctor PTT who served in that area. The purpose of this research is to: 1) Determine the occupational health and workfare of Doctor PTT in remote areas associated with the Law of Health and the Law of Social Welfare; 2) Formulate legal protection for Doctor PTT in remote areas for the occupational health and workfare associated with the Law of Health and the Law of Social Welfare.
The research method that authors used in this research is a descriptive analytical research by using the juridical normative approach method. Analysis of the writer do based on the facts in the form of secondary data obtained from the primary legal materials, secondary legal materials, and tertiary legal materials. The data writer get through the technique of the study of literature (document) to obtain data secondary and an interview with sources to obtain data primary.
The results of this study show that the fulfillment of Doctor PTT’s occupational health in remote areas is not accordance with the provisions of the Law of Health. It showed by the lack of supply of medical equipment in the remote areas as occupational health preventive measures so that improve the high risk of infectious diseases to Doctor PTT. Fulfillment Doctor PTT’s workfare in remote areas is not accordance with the provisions of the Law of Social Welfare, which is still limited facilities and infrastructure such as electricity, water, transportation and communications equipment adequate in the placement area, locations accessibility, and the fluent administration of salaries and incentives.
