ADDENDUM TO THE FINANCIAL PROTOCOLS
DATED DECEMBER 19, 1994
AND NOVEMBER 28, 1995
BETWEEN

GOVERNMENT
OF
THE FRENCH REPUBLIC

ARTICLE 1
The Government of the Republic of Indonesia and the Government of the French Republic have agreed, for the project of Ujung Pandang Airport mentioned respectively in annexes 83 and 81 of the Financial Protocols dated December 19, 1994 and November 28, 1995, to modify the amount and the conditions of the financial support.
Annexes 83 and 81 of the Financial Protocols dated December 19, 1994 and November 28, 1995 are replaced by the following annex for a total maximum amount of 54 881 646,21 EUR equivalent to 360 M FRF for regional, Ujung Pandang approach and airport control centers. The credits remaining (i.e. 67,5 M FRF of French Treasury Loan and 522,5 M FRF of guarantee of credits) shall not be utilized.
The financing of the project mentioned in annex hereafter shall be provided by a French Treasury Loan up to a maximum amount of 54 881 646,21 EUR equivalent to 360 M FRF. The first installment of each contract relating to such project shall be between 10 % and 20 % of the va_lue of the contract excluding freight and insurance.
The French Treasury loan shall be granted for a period of 25 years, including a grace period of 7 years. The interest rate shall be 2,20 % per year. Said loan shall be repaid in 36 equal consecutive six-montly installments, the first installment falling due 90 months after the end of the calendar quarter during the drawings are made. Interest shall be payable on the total amount outstanding ; it shall be applicable as the date of each drawing on the French Treasury loan and shall be paid at six-monthly intervals.
In order to qualify for the Treasury loan provided hereof, contracts between trench suppliers and Indonesian buyers must be signed before December 31 , 1999, and registered by June 30, 2000
at the latest.
No drawing on the French Treasury financing provided by the present addendum shall be made after December 31 , 2002. By special agreement between the
two
Governments, in case of exceptional circumstances, this date can be extended.ARTICLE2
The present addendum shall come into force at the date of its signature.

The project aims at providing the following equipment and services :
• Air traffic control of the superior airspace of the Eastern part of Indonesia ; • Approach control of Ujung Pandang ;
• Ujung Pandang airport control ; • Landing aids ;
• Maintenance center for air navigation installations ; • Meteorological station ;
• Assistance in the restructuring of Indonesian airspace and for the training of air traffic controlers ;
for a maximum amount of 54 881 646,21 EUR equivalent to 360 M FRF.

Le Gouvemement de la Republique d'lndonesie et le Gouvemement de la Republique frani;aise sont convenus, pour le projet d'aeroport d'Ujung Pandang, mentionne respectivement en annexes 8-3 et 8-1 des protocoles financiers des 19 decembre 1994 et 28 novembre 1995, de modifier le montant et les conditions financieres des concours financiers.
Les annexes 83 et 81 des protocoles financiers des 19 decembre 1994 et 28 novembre 1995 sont remplacees par !'annexe du present avenant pour un montant total maximal de 54 881 646,21 EUR equivalent

360 M FRF qui couvre la mise en place d'un nouveau centre intltgre de contrOle de la navigation aerienne, comprenant les contrOtes regional, d'approche et d'aerodrome. Les credits restants (soit 67,5 M FRF de Prats du Tresor et 522,5 M FRF de credi1s prives garantis) ne seront pas utilises.Le financement du projet mentionne en annexe ci-apres est assure sur pret du Tresor franyais

hauteur d'un montant maximal de 54 881 646,21 EUR equivalenta
360 M FRF. Le premier acompte de chaque contrat relatifa
ce projet est compris entre 10% et 20% du montant du contrat finance hors transport et assurance.Le pret du Tresor franyais a une duree de 25 ans, dont 7 ans de franchise. Le taux d'interet est de 2,20 % l'an. Le principal est remboursable en 36 semestriatites agates et successives, ta premiere echeant 90 mois apras ta fin du trimestre civil au cours duquel les tirages auront ete effectues. Les interets sont calcules sur le montant du principal restant du; ils courent
a
partir de la date de cheque tirage sur le pret du Tresor franyais et sont payes semestriellement.Pour t>eneficier du Pret du Tresor dltfini ci-dessus, les contrats signes entre prestataire franyais et acheteur indonesien doivent etre signes au plus tard le 31 decembre 1999 et imputes au plus tard le 30 juin 2000.
Les tirages sur les financements du Tresor franyais accordes par le present avenant doivent etre realises au plus tard le 31 decembre 2002. Cette date pourra etre prorogee en cas de circonstances exceptionnelles, et apres accord entre les deux Gouvemements.
