DECREE OF THE MINISTER OF INDUSTRY AND TRADE NO. 635/MPP/Kep/9/2002 DATED SEPTEMBER 20, 2002
ON
THE APPOINTMENT OF TEST CENTERS/INSTITUTES AS FERTILIZER TEST LABORATORIES
THE MINISTER OF INDUSTRY AND TRADE
Considering :
a. that to control the quality of fertilizers as referred to in Article 4 paragraph (6) Letter b of Decree of the Minister of Industry and Trade No. 140/MPP/Kep/3/2002 on the Compulsory Application of SNI to Fertilizers, it is deemed necessary to appoint test laboratories;
b. that for this purpose, a decree of the Minister of Industry and Trade needs to be issued.
In view of :

DECIDES :
To stipulate :
FIRSTLY :
To appoint the Test Centers/Institutes attached thereto (Attachment I) as the laboratories for testing 15 (fifteen) types of fertilizers subject to SNI attached thereto (Attachment II).
SECONDLY :
The test laboratories as referred to in the FIRST Dictum shall take samples and conduct quality tests to certify products entitles to SNI certificates and/or conduct quality tests on fertilizers of import origin before being released from customs areas or being marketed at home.
Samples taking officers assigned by test laboratories shall take samples for the purpose of quality tests :
a. For the quality control of products of domestic manufacture, samples shall be taken from each place of taking samples according to the existing rules, namely first samples are taken from the production flow and warehouse and second samples are taken from the production flow for different batches, with 2 (two) samples being taken from each place, one for quality test and the other fo r the archives of the test laboratory representing each group of products of the same type based on similar specification.
b. For the quality control of products of import origin without being equipped with certificate of test result/certificate of fitness or SNI certificate, test samples are taken from the customs area for each shipment as much as 2 (two) samples, namely one for quality and the other for the archives of the test laboratory representing each group of products of the same type based on similar specification.
c. For the quality control of goods in circulation, test samples are taken from the locations specified according to the need, namely one for the quality test and the other for the archive of the test laboratory.
FOURTHLY :
Within a period of 1 (one) ye ar after this Decree is stipulated, the Test Centers/Institutes as referred to in the FIRST Dictum shall meet requirements as test laboratory accredited by KAN to test fertilizers as attached thereto (Attachment II).
FIFTHLY :
If within the period of time as referred to in the FOURTH Dictum, Test Centers/Laboratories as referred to in FIRST Dictum have not secured accreditation from KAN, their authority to conduct quality test shall be limited to the scope of activities accredited by KAN.
SIXTHLY :
This decree shall begin to take effect on the date of stipulation.
