Message From Director

On 2008-2009, SEAMOLEC witnesses splendid growth of the Centre’s aciviies. The Centre developed some cooperaion programs related to educaion with many insituions i.e.: scholarship for atending distance learning programs, development of distance learning consorium with universiies or insituions to ofer programs in elementary educaion and network/computer technology, and school partnerships among Southeast Asian (SEA) countries. Furthermore, the Centre’s division of training managed to increase the number of trainings related to ICT (informaion and communicaion technology)-based ODL (open and distance learning)in Indonesia and overseas from 62 into 74.

SEAMOLEC as one of SEAMEO centers has to serve all Southeast Asian countries to develop the educaion sector, paricularly in ICT-based ODL. Therefore, SEAMOLEC has been developing an educaion network called SEA EduNet. The SEA EduNet has been mandated by the SEAMEO member countries on the SEAMEO Council Conference on April 2009 at Phuket, Thailand, to be further developed by SEAMOLEC as one of the soluions, which is afordable for any communiies who have constraints in receiving electronic data, paricularly for educaional purposed. This network is very potenial to support schools or universiies partnership among Southeast Asian countries.

Collaboraive eforts in educaion with various partners have also been increased. In Indonesia, SEAMOLEC has maintained to facilitate 84 (eighty four) vocaional and secondary schools as well, 24 (twenty four) polytechnics/universiies/insituions to develop ICT-based ODL programs. In Southeast Asian, SEAMOLEC has also facilitated 17 (seventeen) schools and 33 (thirty three) internaional universiies/insituions to develop partnerships for educaional quality developments. Meanwhile, regular trainings, research and development aciviies, and consultancies about various aspects of ICT-based ODL ofered coninuously by SEAMOLEC, in addiion to conducing communiies development and atending regular centres meeings under the SEAMEO coordinaion.

SEAMOLEC coninues moving forward with all the development aciviies. Strategic plan and supports need to be secured from all paries, i.e.: Ministry of Naional Educaion of Indonesia, SEAMEO Secretariat, SEAMEO Member Countries, SEAMEO Centres, donors, partners and other networks. Dedicaion, commitment and professionalism of SEAMOLEC staf, in supporing the centre, contribute to the development of the centre. Nevertheless, there are sill numerous challenges to be answered, and there are rooms for improvement in various aspects as SEAMOLEC is moving ahead to the future.

Research and Development

To be able to ofer excellent and appropriate Open and Distance Learning (ODL) programs to elementary schools, high school or vocaional school as well as higher educaion, all of the components of the ODL system have to be efecive and eicient in delivering a valid learning program. The advancement of Informaion and Communicaion Technology (ICT) makes some of the aciviies of the ODL system can be automated. Therefore, Research and Development Division of SEAMEO SEAMOLEC focuses on aciviies such as idenifying, exploring, developing, adoping, modifying, uilizing, and evaluaing ICT implementaion on ODL programs.

Need analysis of the market niche for the creaive program in comic development

through distance learning method at Bandung – West Java. The study is conducted through the cooperaion between SEAMOLEC and the Faculty of Art and Design of Bandung Insitute of Technology. The respondents of the program are the youth community, teachers, and faculty of arts. Creaive industry has played important role in economic growth a Bandung. This study is aimed at idenifying the creaive community which can be the paricipants of the comic development program. The invesigaion was conducted uilizing methods of in-depth interview, paricipant observaion, and focus group discussion. It shows that there are potencies in developing youth creaive community in Bandung since most of the paricipants interviewed are interested in the producion of comics not merely on reading the comic. The categories of the comic development communiies are: producive communiies,

who develop the comics in cooperaion with the publishing companies; the school communiies, which are networks of schools that prefer comic development as their extracurricular aciviies; and the communiies of insituions and individuals interested in study on comic development. The study is followed by developing the distance program in comic development.

Research on the analysis of the efeciveness of study skills course for teachers who

paricipated in the HYLITE program (hybrid learning for Indonesia elementary teachers – a distance learning program for upgrading the in-service teachers to bachelor degree). Study skill course is designed for ODL students to facilitate them to develop independent learning skills. The study is the result of cooperaion between SEAMOLEC and the Directorate General of Higher Educaion – Indonesia. The course consists of four topics, i.e.: introducion to ODL, Strategies for independent learning, basics ICT skills, and study skills development. Data was gathered by comparing variable of Grade Point Average (GPA) of students a Java and outside to their percepions on the efeciveness of the course in developing their ability in independent learning. From the analysis, it can be concluded that all of the respondents considered that the course is efecive in developing their independent learning skills. It means that for insituions which would like to ofer distance learning programs; this course can be uilized as the orientaion program for the students.

Development of web-based course for training of Junior High School English

teachers. The study is the result of cooperaion between SEAMOLEC and Center for Development and Empowerment of Educator and Educaional Personnel in language Educaion – Indonesia. This program is part of the development of consorium of ICT-based ODL language programs. The consorium is supposed to facilitate the synergy among many insituions ofering languages programs, with the possibility of ofering common courses and credit transfer. The program is supposed to be a model for similar program for other languages. The program is designed to run for 16 weeks or 4 months. The skills developed in the program are the English communicaion skills and pedagogical skills. The program developed all the necessary materials for the web-based training and uploaded all those materials, the assignments, and the necessary interacions into the MOODLE plaform. Advancement of Informaion and Communicaion technology (ICT) brings about

change in the way people learn and interact. This is the underlying theory of development of educaional game based on mobile technology. This study focused on developing games for curriculum materials in mathemaics and English. The development is the result cooperaion between SEAMOLEC and the Center for Development and Empowerment of Educator and Educaional Personnel in Vocaional Educaion at Malang. The games were developed by English and Mathemaics teachers and tried out to 28 students of vocaional schools in Malang. The games run on mobile phone/handphone. From the try out, it is found out that mobile game applicaion is considered appropriate for students since it is not only a new media for them, but also give them new experiences in learning, and it is portable.

In accordance to the implementaion of Educaional Decree which requires teachers

to have a minimum of bachelor degree, Open and Distance Learning (ODL) program on Hybrid Learning for Indonesian teachers (HYLITE) was designed. To evaluate how this program is implemented a study on the uilizaion of informaion and communicaion technology (ICT) in capacity building for the HYLITE insituions consorium was conducted. The study is the result of cooperaion between SEAMOLEC and State Polytechnic of Malang. This research focused on how the consorium makes the best use of the ICT and the possibility to expand the enrollment. The data was gathered by distribuing quesionnaires, doing in-depth interview, and observaion on the HYLITE students, ICT-Centers and insituion members of the consorium in Java and Bali (four insituions: Universitas Negeri Malang, Universitas Jember, Universitas Muhammadiyah Malang, and Universitas Pendidikan Ganesha – Bali). The study showed that the HYLITE program ran as it was agreed by the consorium by using standard curriculum, module, and schedule. In addiion, students and lecturers communicated by uilizing ICT. However, the uilizaion of ICT centers in the urban areas was less interesing to the students, since the ICT centers are far away from the students’ homes. The students access ICT, for teaching and learning aciviies, through the internet kiosks or the homes of the academic advisors. Nonetheless, the consorium managed to add more schedule because of available ime and teachers in the early semester of study. The insituions acknowledged that they could expand the enrollment as long as there is a guarantee of funding by the local/district governments.

Development of model for ICT-based ODL for D-1 program in computer and network

technician, at Electronics Engineering Polytechnic Insitute of Surabaya (EEPIS). This model is developed by combining, e-learning and teleconference as well as applying the strategy of lecturers on duty for the e-learning process. The study is the result of cooperaion between SEAMOLEC and EEPIS. This research was conducted to 18 Community College (CC) around East Java, which was the network of the EEPIS. The result of the study gathered shows that this model worked efecively to develop graduates who have skills of the same quality as the graduate of convenional educaion.

of Computer Science as part of the Mathemaics Program of Universitas Terbuka. The study is the result of cooperaion between SEAMOLEC and Universitas Terbuka. The main target of the program is the graduates of D-III program of Computer and Network Technician. The New program will waive about 60 credit hours or 20 courses for the D-III graduates. The program will be tried out in East Java on September 2009.

Development of academic plan for ODL program in Master in System Engineering at

Universitas Gajah Mada. The study is the result of cooperaion between SEAMOLEC and Universitas Gajah Mada. The program will ofer three study concentraion, i.e.: microhydro technology for renewable energy development, technology for small and medium enterprises; management and technology applicaion for municipal waste treatment. The program combines the distance e-learning and residenial methods for the learning interacion or a hybrid learning program. This model focuses on giving learners opportunity to study their material through online learning at their own places for part of the study ime. It is planned that students can get their chance to face and interact with their lecturers and other students in each trimester. By the ime they work on their thesis, they have some ime to do the experiment in their own districts or naions and intensively have discussion with their consultants at Master Program of Engineering System, Faculty of Engineering, Gadjah Mada University. The implementaion of Sandwich/Hybrid patern is expected to develop cooperaion, informaion and technology exchange, among Southeast Asian naions or districts in Indonesia which are involved in SEAMOLEC and Master Program of Engineering System. Thus, the implementaion of efecive technology on micro hydrology for renewable energy can be implemented in order to solve waste problem of small-scale and middle-small-scale industry.

students and Vocaional Educaion Development Center for Agriculture (VEDCA) at Cianjur, West Java, is a result of cooperaion between SEAMOLEC and VEDCA - Cianjur. The data was gathered by distribuing quesionnaire and conducing an in-depth interview to alumni of entrepreneurial class and their teachers. Analysis shows that dominant factors afecing students to be successful ater paricipaing in the entrepreneurship program largely comes from the internal factors such as moivaion, hard work and the ability to take risk. In addiion, on job training also afects the way students succeed in this typical program.

Online coaching in classroom acion research. This program is aimed at developing

ability of teachers in conducing and reporing the classroom acion research. The program atracted 22 teachers from Klub Guru Indonesia (Indonesia Teacher Club) and 16 elementary teachers of Cikal Harapan elementary school. Before the teachers were asked to write a research proposal and report, they were given training on how to search informaion in internet, how to create a mailing list, and principles and procedure of acion research. However, none of the respondents came up with any wriing proposal. This mainly because teachers had not be aware of the importance of academic wriing in their respecive job.

technology in teaching and learning process. The advancement of ICT brings about changes in all aspects of life, not to menion educaion. However, not all people in educaion have experise to make the best use of ICT in the teaching and learning aciviies. This is the result of the case study research, which was conducted in SMA (Senior High School) 7 Jakarta by distribuing quesionnaire and conducing an in-depth interview. The research shows that both teachers and students are familiar with ICT and they also have full access on the internet. However, not all teachers integrated ICT to their teaching and learning process. This is an opportunity for SEAMOLEC to develop programs to train teacher in the ICT integraion into teaching and learning aciviies

Period of January-June 2009

Cooperaion between SEAMOLEC, APEC and Open University of Malaysia (OUM) 1.

Development and Research study on women empowerment through ICT skills training for economic improvement. The program was coordinated by OUM and paripated by Malaysia, Indonesia, Mainland China, Taiwan, and the Philippine, The program was aimed at creaing and piloing a set of training materials – in the form of guidebook, with the purpose of enhancing informaion seeking skills of the rural and poor people, especially women. For the Indonesian case, the instrucional materials and the training program as designed and developed were implemented at two selected places, Bogor (West Java) and Wonosari, Gunung Kidul – Yogyakarta (Central Java). The overall program showed the importance of piloing the materials to the intended target populaion, and developing the guidelines for the trainer. In the Indonesian case, the study will be followed up by developing training program in ICT for women in other areas in cooperaion with Ministry of Women Empowerment.

Web-based course development 2.

During this irst semester, Research and Development division has been working on the web-based course developments to be included in Southeast Asia Educaion Network (SEA EduNet) as learning courses for individuals or students around Southeast Asia Naions. For this period, courses that have been developed are courses for agricultures, study skills, elementary school teachers, and English. All of the course are ready to be piloted on the second semester of 2009

Online examinaion 3.

Naional examinaion has become a hard ime to pass by majority of students in Indonesia. Along with the advancement of the technology, the use of ICT to help students pracicing for naional examinaion has become worth to be explored. SEAMOLEC and Telemaika Edukasi Indonesia (a private educaional sotware development company), cooperated to develop website for online examinaion exercise. The website is intended for students to do the online examinaion exercise in Indonesian and English languages and Mathemaics. Furthermore, the website will be designed as such that teachers can upload the items and explanaions of the examinaion exercises. The development will be inished in August 2009. Ater that the website will be piloted.

Seminars 4.

During this period, SEAMOLEC has conducted 3 seminars in relaion with ODL.

Seminar on “Building Foundaion for ICT-based Lifelong Learning through School

Partnership” was held at UTCC, Jakarta on 31 January 2009. This seminar is held to celebrate the 12th Anniversary of SEAMOLEC and is expected to provide a

insights of the importance of informaion communicaion technology (ICT) and the media in the acive, innovaive, efecive, creaive, and fun learning. Furthermore, the seminar was intended to encourage teachers to take advantage of ICT in learning by paricipaing in the relevant programs ofered by SEAMOLEC and other insituions. The total numbers of the paricipants were 200 persons, who are principals and teachers, from West Java and Jakarta.

Internaional Seminar on ICT-Based Learning in School and University Partnership

with Southeast Asian Countries was held in Jogjakarta on 19 February 2009. The objecives of the seminar are to provide paricipants with informaion on best pracices of distance learning conducted by the partners of SEAMOLEC, and programs developed by SEAMOLEC, such as school and university partnership, and Java Educaion Network Indonesia (JENI) ASEAN Research Center for mobile game development. This seminar was atended by 225 persons, which consists of School Principals from Jogjakarta, Central Java, Jakarta, and Balikpapan, Teachers, University rectors (representaives), Representaive from Malaysian Embassy in Indonesia and a lecturer from University Kebangsaan Malaysia, Representaive from Consulate General of Indonesia in Davao and Principal of Indonesian School in Kuala Lumpur and Davao. The Seminar was followed by MOU signing betwen SEAMOLEC and some of the representaives of schools and univeriies.

Educaional game fesival. It was held in Jogjakarta on 23-24 March 2009. This

fesival was intended to encourage the creaive community all over Indonesia to create educaional games and animaion for learning tools. Paricipants were divided into high school students and college/university students. The winner of high school students was SMKN 4 Malang, whereas college/university student winner was Polytechnic of Arts, Jogjakarta and ISI Jogjakarta.

In the Fiscal Year 2008-2009, SEAMOLEC has been conducted several seminars, conference, meeings, and has also been paricipated in various seminar/workshop and meeing.

Yogyakarta, 9 February 2009

To celebrate its 12th anniversary, SEAMEO SEAMOLEC conducted two seminars in

Jakarta and Yogyakarta. The irst seminar was conducted at Convenion Hall of Universitas Terbuka on 31 January 2009, atended by …persons with the theme, “Building Foundaion for ICT-Based Lifelong Learning through School Partnership.”

The second seminar was an internaional seminar in collaboraion with MST Faculty of Technique, Gadjah Mada University, and Polyseni of PPPPTK Seni dan Budaya Yogjakarta. The seminar was conducted on 19th February 2009 from 8 a.m. to

5.30 p.m. at the auditorium of PPPPTK Seni dan Budaya, Jalan Kaliurang KM.12.5 Yogjakarta with the theme, “ICT-Based Learning in School and University Partnership with Southeast Asian Countries.” Speakers were Assoc. Prof. Dr. Phan Van Que, Vice President of Hanoi Open University, Ir. Djoko Luknanto, UGM and Dr. Agus Maryono from Gadjah Mada University, and SEAMEO SEAMOLEC stafs.

SEAMEO SEAMOLEC – HOU Internaional Seminar on Scieniic Research in Open 2.

and Distance Educaion, 30 - 31 October 2008 at Grand Melia Hotel, Hanoi.

The Internaional seminar was co-organized by Hanoi Open University (HOU), Vietnam and SEAMEO SEAMOLEC. It was conducted in line with the 15th anniversary

of HOU. Dr Gatot HP, the Director of SEAMEO SEAMOLEC was a keynote speaker in the seminar, with a paper enitled “Southeast Asian Educaion Network (SEA EduNet) and Mobile Game Technology.” There were four parallel sessions: 6 papers on ODL Session, 5 papers in Science, Technology and Engineering session, 5 papers in Social Science, Humanity, Economics and Arts session, and 23 papers on Distance Educaion session which was exclusively for Vietnamese paricipants.

3. th World Teachers’ Day in Thailand and 12th UNESCO-APEID Internaional

Conference “Quality Educaion for Teaching and Learning” Impact Exhibiion and Convenion Center, Bangkok, 24-26 March 2009.

Dr Gatot Hari Priowirjanto, the director of SEAMOLEC paricipated in the parallel sessions with a paper enitled SEA EduNet: Supporing Quality Teacher Improvement. The parallel session was made for SEAMEO with the topic, “Quality Teachers for the New Millennium.” Three speakers were all from SEAMEO: Dato’ Dr Ahamad bin Sipon, the Director of SEAMEO Secretariat presening a paper on

Personal leadership, Dr Erlinda C. Peianco, Director of INNOTEC presening a paper

on Competency Standards for 21st Century Teachers in Southeast Asia, and Dr

Gatot Hari Priowirjanto, Director of SEAMOLEC presening a paper on Sea EduNet: Supporting Quality Teacher Improvement. Dr Gatot was also appointed to chair one

parallel session in the conference.

including 2009 EADTU Annual Conference “Flexible Educaion for All: Open – Global – Innovaive” 7 – 10 June 2009 MECC, Maastricht, The Netherlands

Dina Mustafa, the Research Manager of SEAMOLEC paricipated in the conference menioned above, and presented a paper “The development of Standards For ICT-based Open and Distance Learning System for Southeast Asian Countries. She described the development efort of indicators for the standards to evaluate an ODL program.

Informaion and Technology Development

Informaion and Communicaion Technology (ICT) plays an important role in the implementaion of Open and Distance Learning. The technological support for SEAMOLEC’s programs can be grouped into:

(1) Audio tools technology; (2) Video tools technology;

(3) Computer and its sotware; and (4) Delivery System.

They developed in such a way that will support the successful of implemening SEAMOLEC program. At present, SEAMOLEC sill has a number of IT equipment and faciliies such as computers unit, server (for mail, oicial web and e-learning), LAN, Digital cameras, TV sets, DVD player, Telephone lines, Laptops, Scanners, LCD projector, Audio and video conference system. E-learning is sill being the main focus of delivery system for teaching and learning process as one of the implementaion of distance learning. In our e-learning site we have several piloing course for teachers. In addiion, we are ofering some e-learning course which developed together with some SEAMOLEC partners such as P4TK and others. We ofering also space and faciliies for any lectures/teacher who would like to set their e-learning course for their teaching purpose. SEAMOLEC gradually increase the e-learning development to be use by SEAMOLEC partners and clients.

Updaing and developing oicial website and database is one of rouine aciviies that have been done. We provide some domain that contain of informaion related with SEAMOLEC’s projects and programs. The content and structure is the new one since January 2009 (htp:// seamolec.org). We develop such things to make it easier and more interesing.

To support our SEA EduNet program, the development of satellite delivery system and mulicast technology plays the important roles, especially since we have to cover not only Indonesia region but also some of countries in South East Asia. That technology used to deliver live presentaion, video, and other learning materials to SEAMOLEC’s partners and clients. One of the implementaion is we use the live presentaion using video conference system through the SEA EduNet for our training JENI training course and some other course of the collaboraion program between SEAMOLEC and some Universiies in Indonesia.

SEAMEO SEAMOLEC

The main concern of SEAMOLEC by 2010 is to actualize its vision to become a Southeast Asian leader in ODL, to be able to assist other SEAMEO member countries in establishing ODL insituions, and to assist other insituions based on their needs. By achieving the vision, SEAMOLEC has been conidence to serve one million potenial clients for ODL from 2008 to 2010.

SEAMOLEC has determined the eforts to enhance the quality and eiciency of its management for the achievement of its mission, including the development of professional management, human resources, supporing infrastructure, and inancial supports.

The development of professional management aims to increase centre’s services quality and clients’ saisfactory as menioned on the centre’s business. As a regional insituion serving various insituions both naional and regional paricularly in ODL, the centre has to have excellent quality management system in direcing and controlling the organizaion related to quality of products. For the purpose, the centre has made great eforts in the implementaion of the internaional standards for quality management system (ISO 9001: 2000) since 1 April 2008. To achieve the standards as expected, SEAMOLEC need to depict a standard guideline for quality management system, which is a set of documented procedures and standard implementaion on management system. The achievement of the implementaion of the standards was shown by ceriicaion of ISO 9001: 2000 to SEAMOLEC in July 2008 by an internaionally authorized audiing organizaion.

Human Resources are the key that need to be managed and improved coninuously. With good skills, experiences, well-maintained working culture and knowledge, SEMOLEC human resources are valuable asset. SEAMOLEC increased the number of staf, by appoining 12 new staf members in 2008. The centre has 57 staf members in 2009. SEAMOLEC also gives the opportunity for all staf to increase their capability by sending them to various staf development programs. Some of the programs were conducted in SEAMOLEC internally. Based on their skills and professionalism, SEAMOLEC stafs are also provided by opportuniies to paricipate in several events, such as trainings, seminars, conferences and further educaion. Four staf members have pursued their studies for Masters Degree and other 12 staf for Diploma-IV Degree programs in 2009. For the welfare of the staf, SEAMOLEC is responsible for inding soluions to increase staf’s welfare so that it enhances the quality of their works. Since August 2008, SEAMOLEC has granted a kind of performance-based incenive with the amount maximally 50% of the amount of staf’s salary, and has paid health insurance for all staf under 55 year-old.

Enhancement of management quality was also conducted by extension of the Divisions of Informaion Technology into two separate divisions, so the divisions in SEAMOLEC are currently Training, Research and Development, Public Relaions, Administraion/Finance, Informaion Technology Network, and Informaion Technology Contents.

KRA - 2:

Enhanced Quality and Eficiency

In the infrastructure development, SEAMOLEC has developed infrastructures for SEA EduNet, mulicast system, and satellite for educaion. The centre has also provided mobile phone featuring push e-mail for centre’s experts and divisions managers in order to have easier contact and email communicaion. Besides that, the centre has also bought three more operaional cars in 2009 to support the mobility of staf and training paricipants.

The number of trainings conducted by SEAMOLEC is currently increasing, so the inancial support to conduct the trainings should be higher. SEAMOLEC has received the supports mainly from the Ministry of Naional Educaion, Indonesia, whose amount increased signiicantly compared from this in 2008. However, due to plenty numbers of trainings had to be done in F.Y. 2008/2009, SEAMOLEC has also redesigned budget of trainings with cost sharing contribuions. With this policy, SEAMOLEC has been conducing more than 50 trainings, has contributed the development of more than 100 insituions, and has served 25,000 clients in Indonesia and abroad during F.Y. 2008/2009.

SEAMEO SEAMOLEC

The Centre’ annual budget for iscal year 2008-2009 was present fairly. It’s about US$1,136,894.44 which are consist of 13,27% Capital funds, 84,96% Operaing funds, 0,55% Other funds and 1,21% Unallocated funds.

The Capital funds have been enriched by new equipment and transportaion during its iscal year.

A signiicant increase amount of Operaing funds about 58, 89% from last year and it is fully provided by Government of Indonesia (GOI) and been used to provide Centre run its aciviies and administraion.

For iscal year 2008/2009 there were an unreleased balances of approved grant from SEAMEO Secretariat above amount US$ 12,500.

Within the year under review, SEAMOLEC has also received inancial support from donors i.e. UNESCO-APCEIU and other in kind support such as atended meeings, trainings, visited relevant insituion or paricipaing on seminar.

The Centre was successfully opimizing its unallocated funds to bought new vehicle to support its aciviies and it has been approved by GB Members. The success of income generaing aciviies was basically due to the success in iniiaing and establishing partnership with others.

KRA - 3:

Enhanced Financial Viability

To increase access to markets of SEAMEO SEAMOLEC program, there are two main aciviies were carried out, i.e., providing printed publicaion as well as digital. In addiion, distribuion of markeing kits, brochures, lealets to potenial clients was also done regularly.

SEA EduNet Website

On July 2008, SEAMOLEC took iniiaive to developed Southeast Asia Educaion Network (SEA EduNet). SEA EduNet is a network for a repository and portal tapping the expectedly vast rich learning object materials from Southeast Asian teachers, for Southeast Asian teachers, and by Southeast Asian teachers. For SEA EduNet publicaion, SEAMOLEC provides a digital publicaion which provides easier way to ind the informaion. The informaion provided in the website consist of: broadcast scheduling; announcements; content; agenda; consorium members; e-learning courses; and e-porfolio.

To promote and introducing SEAMOLEC proile and program, SEAMOLEC has produced some video programs, they were: Tenth SEAMOLEC GBM (Bangkok), SEAMOLEC’s proile 2009, Eleventh SEAMOLEC GBM (Jakarta).

The collaboraion between SEAMOLEC and other insituion was usually marked by the signing of Memorandum of Understanding (MOU) in iniial stage, and Memorandum of Agreement (MOA) at the implementaion stage.

The MOU as an umbrella covered the general program conducted by between SEAMOLEC with insituions, i.e.,

APEC

Period of January-June 2009

Cooperaion between SEAMOLEC, APEC and Open University of Malaysia (OUM) 1.

Development and Research study on women empowerment through ICT skills training for economic improvement. The program was coordinated by OUM and paricipated by Malaysia, Indonesia, Mainland China, Taiwan, and the Philippines. The program was aimed at creaing and piloing a set of training materials – in the form of guidebook, with the purpose of enhancing informaion seeking skills of the rural and poor people, especially women. For the Indonesian case, the instrucional materials and the training program as designed and developed were implemented at two selected places, Bogor (West Java) and Wonosari, Gunung Kidul – Yogyakarta (Central Java). The overall program showed the importance of piloing the materials to the intended target populaion, and developing the guidelines for the trainer. In the Indonesian case, the study will be followed up by developing training program in ICT for women in other areas in cooperaion with Ministry of Women Empowerment.

Web-based course development 2.

During this irst semester, Research and Development division has been working on the web-based course development to be included in Southeast Asia Educaion Network (SEA EduNet) as learning courses for individuals or students around Southeast Asia Naions. For this period, courses that have been developed are courses for agricultures, study skills, elementary school teachers, and English. All of the courses are ready to be piloted on the second semester of 2009.

Online examinaion 3.

Naional examinaion has become a hard ime to pass by majority of students in Indonesia. Along with the advancement of the technology, the use of ICT to help students pracicing for naional examinaion has become worth to be explored. SEAMOLEC and Telemaika Edukasi Indonesia (a private educaional sotware development company), cooperated to develop website for online examinaion exercise. The website is intended for students to do the online examinaion exercise in Indonesian and English languages and Mathemaics. Furthermore, the website will be designed as such that teachers can upload the items and explanaions of the examinaion exercises. The development will be inished in August 2009. Ater that the website will be piloted.

Special Activities

Seminars 4.

During this period, SEAMOLEC has conducted 3 seminars in relaion with ODL. Seminar on “Building Foundaion for ICT-based Lifelong Learning through School

Partnership” was held at UTCC, Jakarta on 31 January 2009. This seminar is held to celebrate the 12th Anniversary of SEAMOLEC and is expected to provide a

insights of the importance of informaion communicaion technology (ICT) and the media in the acive, innovaive, efecive, creaive, and fun learning. Furthermore, the seminar was intended to encourage teachers to take advantage of ICT in learning by paricipaing in the relevant programs ofered by SEAMOLEC and other insituions. The total numbers of the paricipants were 200 persons, who are principals and teachers, from West Java and Jakarta.

Internaional Seminar on ICT-Based Learning in School and University Partnership

with Southeast Asian Countries was held in Jogjakarta on 19 February 2009. The objecives of the seminar are to provide paricipants with informaion on best pracices of distance learning conducted by the partners of SEAMOLEC, and programs developed by SEAMOLEC, such as school and university partnership, and Java Educaion Network Indonesia (JENI) ASEAN Research Center for mobile game development. This seminar was atended by 225 persons, which consists of School Principals from Jogjakarta, Central Java, Jakarta, and Balikpapan, Teachers, University rectors (representaives), Representaive from Malaysian Embassy in Indonesia and a lecturer from University Kebangsaan Malaysia, Representaive from Consulate General of Indonesia in Davao and Principal of Indonesian School in Kuala Lumpur and Davao. The Seminar was followed by MOU signing betwen SEAMOLEC and some of the representaives of schools and univeriies.

Educaional game fesival. It was held in Jogjakarta on 23-24 March 2009. This

fesival was intended to encourage the creaive community all over Indonesia to create educaional games and animaion for learning tools. Paricipants were divided into high school students and college/university students. The winner of high school students was SMKN 4 Malang, whereas college/university student winner was Polytechnic of Arts, Jogjakarta and ISI Jogjakarta.

Distance Learning Program for Masters Degree in Digital Media and Game

A.

Technology

Distance Learning Program for Masters Degree in Digital Media and Game Technology is a joint program between Bandung Insitute of Technology (ITB) and SEAMOLEC. The main objecives are as follows:

To facillitate the needs of scholarship for employees especially educators by

conducing distance learning program.

To enhance the learning achievements through the beneits of digital media and

game technology.

To provide learners with skills in game design and development for

creaive-•

interacive learning.

First Batch in 2009

1.

The program started on 19th January 2009 to undergo bridging study held in ITB

for two months unil 14th March 2009. ITB is the main campus for direct lectures

and local campus which commited to contribute in ODL are SEAMOLEC in Jakarta, VEDC Malang, and Dian Nuswantoro University in Semarang. Period of lectures for the irst semester began from 16th March 2009 to 13th June 2009. Since 17th March

2009, it has been held for Short Semester of Academic Years 2008/2009.

This S2 ODL consist of 30 students who were graduated from S1 and D4 in accordance with the ofered study. Curricullum duraion is 3 Semester for 20 months with amout of credits 36 – 46 SKS. The inal exam and inal project will be held in main campus. Teaching and learning process have been delivered trough Hybrid Learning.

D4 Program through ODL is a joint program between SEAMOLEC and Insitut Teknologi Bandung (ITB), Politeknik Elektronika Negeri Surabaya (PENS-ITS) dan Politeknik Negeri Jakarta (PNJ) which has aimed to answer the challenge of the need of competence and skillful human resources.

The main objecive of this program is to facilitate the needs of transfer degree from D3 to D4, including the possibiliies of scholarship for employed people especially educators by conducing the program with distance learning methods.

Hybrid Learning for Indonesian Teacher (HYLITE)

Period of July 2008- June 2009, HYLITE involving 23 universiies are sill conducing the program from previous agenda. In this iscal year, SEAMOLEC has taken part to prepare other universiies to be able to conduct open and distance learning (ODL) for HYLITE program. SEAMOLEC conducted training for the Directors/leaders of the other 27 universiies which are not involved in the current HYLITE program on ICT for Instrucion, management on ODL, web-based learning, and ICT-based ODL.

Dealing with 23 universiies of the HYLITE, SEAMOLEC has taken part in consuling and facilitaing the implementaion of the program as well as enhancing human resources in every HYLITE program aciviies. In relaion with ICT, SEAMOLEC was trusted by DGHE of Indonesian MoNE to maintain the coninuaion of HYLITE program and the development of the website (pjjpgsd.seamolec.org) which consists of curriculum, independent study skill materials, face to face tutorial, online tutorial guidelines, examinaion quesions, printed

learning materials, syllabus, picture galleries and etc.

In June 2009, DGHE MoNE of Indonesia and SEAMOLEC carried on monitoring and evaluaion of HYLITE program in 23 LPTK HYLITE consorium members. This program is aimed at evaluaing the efeciveness of uilizaion of ICT for teaching and learning process in HYLITE program; gathering students’ percepion about uilizaion of ICT in teaching and learning process and idenifying how ICT inluence students’ learning.

Background

A.

In the early year 2006 Ministry Of Naional Educaion (MoNE) build a based informaion technology and communicaions (ICT) network, namely Naional Educaion Network (Jardiknas). The Network connected between head oice of MoNE with oices of Dinas Pendidikan Provinsi, oices of Dinas Pendidikan Kab/Kota, ICT Centers, and schools.

To taking care, maintained and repair Jardiknas require prepared technician who have capability and competence in ICT especially network and computer. Staring from that reason, Bureau of Planning and Internaional Cooperaion (BoPIC) MoNE clear a way an Open Distance Learning (ODL) for Third Diploma (D – III) classiier in Computer Technique and Network, or namely PTJJ-D3TKJ trough scholarship for the Computer Technique and Network technician. Unil 2007 have been joined 69 universiies which provide PTJJ-D3TKJ with student around 13.000 peoples.

In March 2008, Bureau of Planning and Internaional Cooperaion (BoPIC) MoNE, with Master of Agreement give trusted to SEAMOLEC, as a centre of capacity builder in ODL in Southeast Asia region, to conduct evaluaion and monitoring PTJJ-D3TKJ program, so SEAMOLEC develop a program namely Hybrid Learning for Indonesian Computer Technician (HiForce). Supposed this program can help in an opimal fashion and objecive and give posiive recommendaion and innovaive on execuion and atermath educaion system PTJJ in general and peculiarly in PTJJ-D3TKJ.

1. Synchronizing implementaion of PTJJ-D3TKJ program with standard of SEAMOLEC ODL.

2. Exploiing/using network of Southeast Asian Educaion Network (SEA-EDUNET) as media of informaion, synchronizaion, and coordinaion data and instrucional content of PTJJ-D3TKJ material studies.

3. Improving quality of Provider PTJJ-D3TKJ through building of syllabus and curriculum developer group which coordinated by Best-accredited Provider.

Strengthening Higher Educaion trough Open and Distance Learning

in Southeast Asian

Deiniion and Background

The scholarship program for higher educaion trough Open and Distance Learning (ODL) is available for naional and internaional applicants, and made to provide access and educaional contribuion to open and distance educaion. This scholarship is provided for Indonesians and other Southeast Asian ciizens who are commited to educaion and educaional informaion disseminaion through informaion and communicaion technology (ICT). It is expected that through this program, there will be a criical mass and highly-compeiive naions in the future. This program ofers scholarship for degree program on Undergraduate and Graduate degree; and non degree program such as student, experts, researcher, research, and praciioner exchanges in ICT research.
