ABSTRACT

THE IMPLEMENTATION OF SCHOOL BASED MANAGEMENT IN SMPN SATU ATAP 3 CAMPLONG

School Based Management (SBM) is a strategy to improve the quality of education by transferring significant decision-making authority from central government to schools. But since SBM occurred until now, the quality of education is still not improved significantly. It is proved by many school buildings that need to be improved and teachers that have not sufficient quality to teach. In relation to that reason, the writer conducted a research about the implementation of School Based Management in SMPN Satu Atap 3 Camplong.

The purposes of this research are: (1) to find out how the implementation of school based management in SMPN Satu Atap 3 Camplong, (2) to find out the problems face by the headmaster in implementing school based management in SMPN Satu Atap 3 Camplong, (3) to find out the possible solutions of the problems face by the headmaster in implementing school based management in SMPN Satu Atap 3 Camplong.

This research was conducted using descriptive qualitative method. Through this method, the researcher looked for information about the implementation of SBM in SMPN Satu Atap 3 Camplong. The techniques used in this research to collecting data were observation, interview, and documentation.

The result of the research showed that: (1) SBM implementation in SMPN Satu Atap 3 Camplong was applied in three stages, namely planning, implementing, and controlling; (2) the problems faced by the headmaster in implementing SBM were the poor performance of the teachers in doing their task, GTT teachers’ poor discipline, the parents’ less awareness of their children’s education, and the tradition that impeded SBM implementation; (3) the headmaster solved the problems by evaluating the teachers’ performance, encouraging the school committees to play a more active role, increasing GTT teachers’ salary, attracting the sympathy of society, and creating a variety of competition.
