Exchange of Notes
Your Excellency,
I have the honour to ref er to the Agreement between our two Governments on the Consolidation of Indonesian Commercial Debt Liabilities, which has been signed to-day, and to submit the following:
Serial numbers I 28 and I 29 of Annex 1 to that Agreement list :bransactions between German exporters and the Ministry of Mining, Djakarta. There are further claims which arise from these transactions, and which mature during the year 1967, but the amount of which has not been included in Annex 1. The details of these claims are as follows:

The.Je claims have been 5uaranteed by the Senate of the Free Hanseatic City of Bremen to the banks financing them. On the Indonesian side, the corresponding liabilities have
assumed by the Bank Negara Indonesia, Djakarta.

-The Senate of the Free Hanseatic City of Bremen asked the Government of the Federal Republic of Germany to secure an arrangement for these claims. The Government of the Federal Republic of Germany agreed to submit a proposal to that effect to the Government of the Republic of Indonesia.
Therefore I have the honour to propose the following arrangement for the settlement of the above-mentioned claims guaranteed by the Senate of the Free Hanseatic City of Bremen (hereinafter referred to as "Bremen claims") :
1 . The Bremen claims shall be settled in accordance
with the rules laid down in the Agreement signed to-day .
2 . Paragraph (2) of Article
3
of the Agreement signedto-day notwithstanding, deferment of transfer shall be granted for the full amount of the Bremen claims . The provisions of paragraph (2) and sub - paragraph (a) of
paragraph (3) of Arti cl e 3 of the Agreement for immediate remittance of ten per cent . of the matured and deposited amount shall not apply to the Bremen c l aims.
3.
For the rest, the provisions of the Agreement signedto - day shall apply mutatis mutandis. In particular, the Consortium mentioned in paragraph (3) of Article 2 of the Agreement shall act in the manner consequent upon such application to the Bremen claims . The special
account mentioned in paragraph ( L.j_) of Article 2 of the
Agreement shall also be used to account for the Bremen claims .
4 . In the case of the Bremen claims, the Government of
the Federal Republic of Germany will be acting only on behalf and in the name of the Senate of the Free Hanseatic City of Bremen, that is without assuming any liabilities

-If the Government of the Republic of Indonesia agrees to this proposal, I have the honour to suggest that this Note and the answer by your Excellency expressing your
Government's agreement shall constitute an Arrangement between our two Governments which shall enter into force on the date of your answer .
