"Referring to the Agreement on Economic Cooperation between the Government of the Republic of Indonesia and the Government of the Kingdom of the Netherlands concluded at Jakarta on July 7, 1968.
Referring to the Memorandum of Understanding between the Department of Public Works of the Republic of Indonesia and the Ministry of Transport and Public Works
Netherlands signed on May 17, 1984.

Referring to the Memorandum of Understanding between the Department of Public Works of the Republic of Indonesia and the Ministry of Housing, Physical Planning and Environ-ment of the Netherlands signed on September 28, 1985.
Taking into account our earlier discussions on the inclusion of activities now taking place outside the frame-work of the Joint Commission on Economic Cooperation.
Considering the request of the Department of Public Works of the Republic of Indonesia on the one side and the identical request of the Ministry of Transport and Public Works of the Netherlands on the other side that bilateral discussions now taking place on the basis of the first mentioned Memorandum of Understanding forthwith be conducted in the framework of the Joint Commission on Economic Cooperation.

-Considering the request of the Department of Public Works of the Republic of Indonesia on the one side and the identical request of the Ministry of Housing , Physical Planning and Environment of the Netherlands on the other side that bilateral discussions now taking place on the basis of the second mentioned Memorandum of Understanding forthwith be conducted in the framework of the Joint Commission on Economic Cooperation.
I hereby propose that in the framework of the Joint Commission on Economic Cooperation a Working Group on Public Works and a Working Group on Housing and Physical Planning will be established.
If the foregoing is acceptable to you I have the honour to propose that in virtue of this letter and your confirmative reply thereto , both said Working Groups shall be deemed to have been established .
