G. BuSINESS DEVELOPMENT

The company’s business development can be seen from investments made throughout 2012.

The realization of business development invest- ments in 2012 amounted to USD 91.36 million, experiencing an 8.7% increase compared to the USD 84.00 million value in 2011.

Investment Budget Value

Total investments undertaken throughout 2012 are as follows:

Business Development (BD) investments are investments related to the company’s business development projects. As of the end of the period of December 2012, the realization of the BD invest- ment costs were at USD 91.36 million, reaching 80.7% of total investment realization in 2012.

BD investments were utilized for the following development projects:

Semarang-Gresik Gas Pipeline Construction The gas pipe construction with a capacity of 500 MMSCFD and a diameter of 28 inches stretching 267 km is a follow up of PT Pertamina (Persero)’s

Gas Bumi Gresik-Semarang.

Proyek ini merupakan bagian dari jaringan pipa gas terintegrasi di Pulau Jawa yang merupakan strategi Pertamina Gas untuk menguasai dan mendominasi bisnis gas bumi. Pipa ini akan memanfaatkan gas yang berasal dari Blok Cepu dan blok offshore Jawa Timur. Hingga akhir 2012 telah diselesaikan studi UKL-UPL dan AMDAL, sosialisasi dan perizinan prinsip dengan Pemerintah Daerah serta penyusunan dokumen FEED.

Pembangunan Pipa Minyak Tempino-Plaju

Pembangunan pipa minyak berkapasitas 20.000 BOPD dengan diameter 6 inci dan 8 inci sepanjang 267 km bertujuan untuk menggantikan pipa mi- nyak eksisting yang telah berusia lebih dari 70 tahun di jalur tersebut. Dengan dibangunnya pipa baru maka aspek keamanan dan kehandalan transportasi minyak untuk konsumen dapat di- tingkatkan sehingga pasokan minyak (feed) ke Kilang RU III milik PT Pertamina (Persero) di Plaju terjamin.

Kemajuan proyek hingga Desember 2012 adalah pe- laksanaan EPC yang mencapai 93,80%. Beberapa hal yang harus diselesaikan adalah pekerjaan hydro- test, tumpang tindih kepemilikan lahan right of way (ROW) di KM 23 dan KM 24, dan perizinan teknis terkait.

NGL Sumatera Selatan

Pembangunan Natural Gas Liquefaction (NGL) Ex- traction Plant (kapasitas produksi LPG 710 ton/hari, kondensat 2.200 barel/hari, feed gas yang dibutuhkan 250 MMSCFD), NGL Fractionation Plant dan pipa penghubung sepanjang 90 km dimulai tahun 2010.

Pembangunan plant tersebut dilaksanakan oleh Perta- Samtan Gas yang merupakan perusahaan patungan Pertamina Gas (66%) dengan Samtan (34%). Proyek NGL Sumatera Selatan hingga akhir Desember 2012 mencapai progress EPCC 99.88%.

Hal-hal yang perlu diselesaikan adalah kepastian pasokan gas sebesar 250 MMSCFD dari Pertamina EP.

Saat ini supply gas yang ada hanya 50-70% dari full capacity kilang.

Pembangunan Pipa Gas Simenggaris-Bunyu

Proyek ini bertujuan mendukung reaktivasi Kilang Methanol Bunyu (KMB) dengan memanfaatkan pro- duksi gas JOB Pertamina Medco E&P Simenggaris (JOBP-MEPS) sebesar 25-35 MMSCFD. Kemenang- an konsorsium Pertamina Gas dan Medco Gas Indonesia (MGI) dalam beauty contest pembelian gas tersebut menjadi latar belakang pembangunan pipa gas berdiameter 10 inci dan dengan panjang 70 km yang menghubungkan Simenggaris-Bunyu. Pipa ter- sebut akan digunakan untuk mengalirkan gas ke KMB.

This project is a part of the integrated pipeline network in Java, a strategy of Peramina Gas to control and dominate the natural gas business.

This pipe will utilize Blok Cepu’s gas produc- tion and other sources of gas along the pipeline.

A UKL-UPL and AMDAL study, socialization and permissions in principle with the Local Govern- ment as well as the preparation of FEED docu- ments have been completed by the end of 2012.

Tempino-Plaju Oil Pipeline Construction

The construction of the Tempino-Plaju Oil Pipeline with a capacity of 20,000 BOPD and a diameter of 6 and 8 inches stretching across 267 km, is aimed at replacing the over 70 years existing old gas pipe- line on the course. With the construction of this new pipeline, the security and reliability of oil transportation for consumers can be increased so that oil (feed) supply to Kilang RU III belonging to PT Pertamina (Persero) in Plaju is guaranteed.

Progress of the project up till December 2012 is the implementation of EPC that has reached 93.80%.

Various issues requiring completion is the hydrotest, overlapping land ownership Right of Way (ROW) on KM 23 and KM 24 and related technical permits.

South Sumatra NGL

Construction of the Natural Gas Liquefaction (NGL) Extraction Plant (710 ton/day of LPG production capacity, 2,200 barrel/day of condensate, feed gas required at 250 MMSCFD), NGL Fractionation Plant and a 90 km connecting pipe started in 2010.

Construction of this plant is executed by Perta Samtan Gas, a Joint Venture Company of Pertamina Gas (66%) and Samtan (34%). The South Sumatra NGL project reached a progress of EPCC 99.88% by December 2012.

Issues that require to be resolved is the 250 MMSCFD gas supply certainty from Pertamina EP. The current rate of gas supply is only at 50-70% of the plant’s full capacity.

Simenggaris-Bunyu Gas Pipeline Construction This project is aimed at supporting the revitalization of the Bunyu Methanol Refinery (KMB) by making use of the 25-35 MMSCFD gas produced by JOB Pertamina Medco E&P Simenggaris (JOB-MEPS).

The consortium victory of Pertamina Gas and Medco Gas Indonesia (MGI) in the beauty contest led to the construction of the 70 km, 10 inch pipeline to link Simenggaris with Bunyu. This pipeline will be used to pump gas to KMB.

Kemajuan proyek hingga akhir Desember 2012 adalah:

• Perjanjian Jual Beli Gas (PJBG) dan addendum antara Konsorsium dengan JOB P-MEPS,

• Studi Engineering dan FEED.

• Terbitnya persetujuan AMDAL.

• Pemasukan dokumen penawaran dari peserta lelang.

• Izin Prinsip dari pemerintah pusat dan pemerin- tah daerah.

Kendala pelaksanaan proyek diakibatkan oleh:

• Tidak adanya kepastian komersial sehubungan perubahan skema bisnis secara menyeluruh pada sisi konsumen akhir. Hal ini terkait adanya arahan Menteri BUMN dan SKK MIGAS (d/h BPMIGAS) tentang perubahan peruntukkan gas dari KMB ke PLN.

• Potensi pengakhiran PJBG antara JOB P-MEPS dan Konsorsium, sehubungan arahan SKK MIGAS (merujuk Surat No. 0899/BPO2000/2012-S0 tanggal 24 Oktober 2012).

• Belum terbitnya Izin Prinsip Pemerintah Kabupaten Tana Tidung.

Pembangunan Pipa Lhokseumawe-Medan

Proyek pembangunan pipa ruas transmisi dengan diameter 24 inci sepanjang 370 km dilakukan guna mendukung program Pemerintah untuk melakukan revitalisasi industri Aceh dan Medan.

Kemajuan proyek hingga akhir Desember 2012 adalah:

• Penyusunan Front End Engineering Design (FEED) dan Feasibility Study (FS) telah mencapai 93%.

• Dukungan Gubernur Aceh dan BUMD Aceh perihal Pemanfaatan Aset Kilang LNG Arun-Lhokseumawe merujuk surat Gubernur Aceh No. 542/2999.

• Persetujuan Menteri ESDM tentang extension Pipa Open Access merujuk surat No. 12308/10/

DJM.O/2012.

• Penandatanganan Kesepakatan Bersama (KB) an- tara Pertamina Gas dan PLN tentang Kerja Sama Pengangkutan Gas Bumi dari Arun ke Pembangkit PLN di Sumatera Utara.

• Penyusunan dokumen UKL-UPL.

CNG untuk Industri

Proyek melalui pembangunan mother station ber- kapasitas 4 MMSCFD di Bitung ditujukan untuk memenuhi kebutuhan gas industri yang tidak ter- jangkau jaringan pipa gas eksisting. Hal ini meru- pakan strategi pengembangan bisnis baru dalam rangka meningkatkan niaga gas perusahaan.

Kemajuan proyek hingga akhir Desember 2012 adalah:

• Penandatanganan HoA penjualan produk dengan 3 konsumen dengan total kebutuhan gas 4 MMSCFD.

• Persetujuan Studi UKL-UPL.

• Penyelesaian studi FEED dan studi manajemen transportasi.

Developments in this project by the end of De- cember 2012 are:

• The completion of the Gas Sale and Purchase Agreement (PJBG) and the addendum be- tween the Consortium and JOB P-MEPS.

• The Engineering and FEED study.

• The publication of the AMDAL approval.

• The entry of bidding documents from the par- ticipants.

• Release of Principle Permit from the central government and local government.

Problems in the execution of this project are caused by:

• The lack of commercial certainty in regards to overall business scheme changes to end consumers. This is related to the direction by the Minister of SOEs and SKS Migas (formerly BPMIGAS) regarding the changes of gas allo- cation from KMB to PLN

• The potential end of the PJBG between JOB P-MEPS and Consortium, in regards to the direction by SKK MIGAS (refer to Letter No. 0899/

BPO2000/2012-S0 dated 24 October 2012).

• The desired response from the Tana Tidung Regent to approve the Principle Permit.

Lhokseumawe-Medan Pipeline Construction The Lhokseumawe-Medan pipeline transmission construction project (with a diameter of 24 inches and is 370 km long) is carried out to support the government’s program to revitalize Aceh and Medan industry.

Progress in this project by December 2012 includes:

• Preparation of the Front End Engineering Design (FEED) dan Feasibility Study (FS) has reached 93%.

• Support from Governor of Aceh and Aceh BUMD’s on the Arun-Lhokseumawe LNG Plant Asset Utilization through a letter by Governor of Aceh No. 542/2999.

• Approval from Minister of Energy and Mineral Resources’ through letter No. 12308/10/

DJM.O/2012.

• The signing of the Mutual Agreement (KB) between Pertamina Gas and PLN regarding the Agreement for the Natural Gas Transportation from Arun to the PLN Generator in North Sumatra.

• Preparation of the UKL-UPL documents.

CNG for Industries

The project of the mother station with a capacity of 4 MMSCFD in Bitung Area’s construction is aimed at fulfilling the needs of the gas industry un- reached by the existing gas pipeline. This move is a form of the new business development strategy in the context of increasing the company’s gas trading.

Progress in this project by December 2012 includes:

• Signing of the HoA product sales with 3 con- sumers on the 9 August 2012 with a total gas need

• Penunjukan pemenang lelang EPC.

Proyek ini direncanakan selesai pada April 2013.

LNG Transportasi & Regasifikasi Kawasan Timur Indonesia

Proyek ditujukan untuk memenuhi kebutuhan Gas PLN dan Industri di Kawasan Timur Indonesia sekaligus sebagai upaya meningkatkan dominasi Pertamina Gas dalam bisnis gas di kawasan tersebut. Skema bisnis proyek adalah transportasi LNG, storage dan regasifikasi, selanjutnya gasnya disalurkan untuk memenuhi kebutuhan konsumen.

Proyek dilaksanakan oleh PT Perta Daya Gas yang merupakan perusahaan patungan antara Pertamina Gas (65%) dan Indonesia Power (35%), dengan target awal pemenuhan kebutuhan gas untuk PLN dan industri di Bali dan Makassar. Kemajuan proyek hingga akhir Desember 2012 adalah:

• PT Perta Daya Gas didirikan pada tanggal 28 April 2012.

• Penandatanganan Head of Agreement (HoA) Transportasi dan Regasifikasi LNG dengan PLN.

• Proses tender Studi FEED.

• Proses tender PMC.

• FEED study and transportation management study completion.

• Winner appointment of the EPC auction.

This plan to complete this project is April 2013.

LNG Transportation & Regasification in Eastern Indonesia Region

This project is aimed at fulfilling PLN and the indus- tries in East Indonesia’s gas needs and at the same time, an attempt to heighten Pertamina Gas’ dom- inance in the gas business of that region. The busi- ness scheme of this project is the transportation, storage and regasification of LNG, from which the gas is then channeled to fulfill consumer needs.

PT Perta Daya Gas is the party undertaking this project, it is a JVCo between Pertamina Gas (65%) and Indonesia Power (35%) with an initial target for gas requirement fulfillment for PLN and industries in Bali and Makassar. Progress in this project by December 2012 includes:

• PT Perta Daya Gas’ establishment on 28 April 2012.

• Head of Agreement (HoA) signing on LNG Transportation and Regasification with PLN.

• FEED Study tender process.

• PMC tender process.
